First, the basic situation of geological environment monitoring institutions

The geological environment monitoring organization of Ningxia Hui Autonomous Region consists of Ningxia Geological Environment Monitoring Station (affiliated to the Department of Land and Resources of Ningxia Hui Autonomous Region) and four municipal monitoring stations, with a total of 234 employees. Geological environment monitoring in Ningxia began in 1960s. Before 1984, three geological and hydrological monitoring stations were set up in Yinchuan, Guyuan and Shizuishan, which were subordinate to the first and second hydrogeological engineering geological teams and the second geological survey team of Ningxia Geological Bureau, respectively. 1992 is a second-level independent accounting unit under the Hydrological Engineering Geological Survey Institute of Ningxia Bureau of Geology and Mineral Resources. 1998 in the strategic organization adjustment of geological prospecting industry, the former Ningxia Geological Environment Monitoring Station merged with Ningxia Geological and Mineral Investigation Institute to form Ningxia Geological Survey Institute (also known as Ningxia Geological Environment Monitoring Station), which was managed by Ningxia Bureau of Geology and Mineral Resources. Ningxia Geological Survey Institute was managed by Ningxia Geological Survey Bureau (only listed, without dividing personnel), and Ningxia Geological Environment Monitoring Station was managed by Ningxia Department of Land and Resources. At present, Ningxia Geological Environment Monitoring Station has independent legal personality, and it is the only professional team in Ningxia to undertake geological environment, geological disasters, geological environment protection, geological disaster prevention, geological relic monitoring and information technology application. The main responsibilities are: responsible for the construction, management and maintenance of geological environment monitoring network and geological environment information system in the whole region, and responsible for receiving, summarizing, analyzing and processing survey and monitoring data and materials; Carry out geological environment monitoring and evaluation, scientific and technological exchanges and cooperation at home and abroad, and popularize and apply new technologies and methods for dynamic monitoring of land and resources; Responsible for the planning of geological environment protection, geological disaster prevention, geological relics protection and monitoring; To carry out the evaluation and evaluation of environmental geology, urban geology, agricultural geology, ecological geology and tourism geology in the whole region; Responsible for the monitoring and forecasting of land status, mine environment, geological environment, geological disasters and groundwater; Carry out national geological survey, regional geological survey and revision, and submit geological reports and prospecting results; Complete other tasks related to its business assigned by the Department of Land and Resources of the Autonomous Region. It provides scientific basis for the government to make decisions on land resources planning, management, protection and rational development and utilization, and provides public welfare services such as geological environment information for national economic and social development. Accept the business guidance of the superior business department and be responsible for the business guidance and inspection of the four prefecture-level monitoring stations in the whole region.

The main duties of the prefecture-level monitoring station are to be responsible for the construction, operation and maintenance management of the regional geological environment monitoring network in this area, and to carry out relevant investigations and comprehensive studies on prefecture-level geological environment monitoring and geological disaster prevention.

At present, Ningxia is monitoring groundwater environment, geological disasters, geothermal and other aspects.

Groundwater monitoring in Ningxia began in the 1960s. At present, the monitoring area of groundwater in Ningxia is 3090km2, and the monitoring areas are mainly in Yinchuan, Dawukou District of Shizuishan City, Litong District of Wuzhong City and the northern part of Shuihe Plain of Qingyuan City, all of which are composed of national and provincial monitoring points, and the monitoring items are water level, water temperature and water quality. There are 288 groundwater level monitoring points and 55 water quality monitoring points/kloc-0 in the whole region, including 5 national water level monitoring points and 3 water quality monitoring points, all distributed in Yinchuan area, and the rest are provincial monitoring points. The groundwater level and water temperature are monitored manually, and the monitoring tools are clock, multimeter and common thermometer. Monitoring frequency: every five days 1 time in urban areas, every 1 day 1 time in suburbs and every month1time in peripheral areas; Groundwater quality monitoring samples 1 in dry season (March-April) every year, and national water quality monitoring holes sample 1 in wet season and dry season respectively. At present, 20 automatic water level monitors have been installed in Yinchuan area and Dawukou District of Shizuishan City.

Geological disaster monitoring points are mainly distributed in geological disaster-prone areas, mainly composed of group monitoring and prevention points, which are established on the basis of completing the project of "County (City) Geological Disaster Investigation Division". Up to now, six counties (cities) have been established, including Shizuishan City, Pengyang County, Haiyuan County, Xiji County, Yuanzhou District of Guyuan City, Pingluo County, Tongxin County, Jingyuan County, Longde County, Litong District of Wuzhong City, Hongsibao Development Zone, Qingtongxia City, zhongwei City, Zhongning County, lingwu city County, Yanchi County 16.

Three, monitoring equipment (equipment) equipped with the status quo

Ningxia geological environment monitoring instruments (equipment) mainly include: 5 large and small vehicles; 5. Motorcycles specially used for monitoring; 2 drilling rigs DPPP 100 trucks; 20 automatic groundwater monitors; Handheld GPS 18 sets and laboratory 1 sets.

At present, the quality of geological environment monitoring equipment is relatively stable and reliable, the operation is basically normal, the test data is accurate and timely, the data processing is accurate and advanced, and the experimental test results are scientific and reliable.

Four. Information construction

(A) the geological disaster meteorological forecast and early warning and remote emergency consultation system construction

In order to meet the needs of meteorological forecast and early warning of geological disasters, in 2003, Ningxia Land and Resources Department and Ningxia Meteorological Bureau jointly carried out this business, and the specific work was undertaken by Ningxia Geological Environment Monitoring Station and Ningxia Meteorological Observatory. Ningxia Geological Environment Monitoring Station has set up a geological disaster early warning and forecasting room, equipped with 3 desktop computers, 2 notebook computers and fax number 1. At the same time, the "Ningxia Geological Disaster Forecast and Early Warning System" was jointly developed with the Meteorological Observatory. With the help of Skype's Internet instant messaging system which integrates voice and video, the meteorological and geological departments are organically connected, and the two sides establish a video consultation platform to realize online consultation between forecasters of the two units, which has many functions such as text, video, voice dialogue, file transmission and so on.

(2) Geological environment information network construction

The information network of Ningxia Geological Environment Monitoring Station was opened in 2002, and it has been running safely so far, with more than 1000 pieces of information released. Since the meteorological forecast and early warning of geological disasters in Ningxia started, more than three forecast products have been released through the website, which has expanded the audience and improved the release quality. In addition, the website has played an active role in publicizing geological environment policies and regulations, establishing the image of the government and expanding social influence.

(3) Geological environment database construction and data management.

At present, Ningxia Geological Environment Monitoring Station has built groundwater monitoring management information system, geological disaster investigation and zoning database,1:200,000 hydrogeological spatial database and geological environment spatial database. Among them, the groundwater monitoring and management information system established 199 1 to 17 groundwater level, water temperature and water quality monitoring and management information database in 2008; 7 counties (cities) of Shizuishan City, Pengyang County, Haiyuan County, Xiji County, Yuanzhou District of Guyuan County, Pingluo County and Tongxin County have been established, and 8 counties of Jingyuan County, Longde County, Litong District of Wuzhong City, Qingtongxia City, zhongwei, Zhongning County, lingwu city County and Yanchi County are being revised and improved. 1:200,000 hydrogeologic spatial database is also being revised and improved.

In 2008, through the project of "Investigation and Evaluation of Groundwater Dynamics in Yinchuan Plain", 20 automatic groundwater monitors were initially installed, which realized the automatic monitoring network in Ningxia, greatly improved the efficiency and monitoring level of geological environment monitoring, and provided decision-making basis for assisting governments at all levels to better perform their responsibilities of geological environment supervision and management.
