Labor outsourcing and government-purchased services are two different concepts. Although labor outsourcing is also a form of service, it mainly refers to the outsourcing of certain non-core operations or services by enterprises or organizations to professional service providers or individuals to handle. Government Purchase of Services (GPS), on the other hand, refers to a way in which the government purchases social services on behalf of its citizens in accordance with the principle of marketization.GPS is a mode of modern public *** administration that aims to improve the efficiency and quality of government services, and to promote social equity and innovation. Although there are some similarities between labor outsourcing and government purchasing of services, they are very different in terms of subject, purpose, method, principle and impact. Therefore labor outsourcing does not belong to government purchased services.
