In recent years, the county has actively explored a long-term mechanism, effectively strengthened daily supervision, carried out in-depth special rectification, and the food and drug market order has generally improved. However, due to the large rural population, scattered residence, weak grassroots supervision, lack of full-time supervisors in rural areas, lack of supervision institutions in the county, and low frequency of supervision in rural areas, collective dinners such as weddings and funerals are basically out of supervision, and there are blind spots and loopholes in the work, which has great security risks. With the growing concern of the general public about food and drug safety, the provincial, municipal and county governments are stricter in food and drug safety assessment, and two "one-vote veto" systems will be implemented from this year. In this regard, all townships (towns) must attach great importance to it, fully understand the great significance of strengthening food and drug safety supervision in townships, take practical and effective measures, do a good job in food and drug safety supervision in townships, and ensure the safety of people's diet and medication.

Two, establish and improve the township food and drug safety supervision organization.

The key to strengthening food and drug safety supervision in rural areas is to implement the institutional team. According to the establishment of township institutions in our county, all townships are required to set up special township food and drug supervision offices, with 1 cadres at or above the metre level as directors and 1 full-time deputy directors, and no less than 4 full-time food and drug safety supervisors are selected, and the personnel are transferred from the township to solve the problem, so as to be professional counterparts or close, proactive and young. Each township should combine the actual situation of the township, determine the personnel as soon as possible and send the roster (attached) to the county food and drug administration for the record before May 30. The county food and drug supervision department shall, jointly with the county legislative affairs office, conduct short-term centralized training for full-time supervisors and start work immediately. Township food and drug supervision offices shall, under the unified leadership of township people's governments and under the specific guidance of county-level food and drug supervision and management departments, formulate and implement food and drug safety work plans, objectives, tasks and work measures within their respective jurisdictions, and be responsible for the daily supervision and inspection of food and drug safety within their respective jurisdictions; Collect, summarize, analyze and report food and drug safety information; Accept complaints from the masses and report to the food and drug supervision department at a higher level in time; According to the requirements of the emergency plan for food and drug safety emergencies, organize the implementation of emergency treatment and rescue work for food and drug emergencies within the jurisdiction; It is necessary to organize publicity and education activities on food and drug safety knowledge and relevant laws and regulations in this region, and strive to realize the normalization of food and drug safety supervision in towns and villages. The annual assessment of the township food and drug administration is conducted by the county-level food and drug administration in conjunction with the township people's government, and the results serve as an important basis for the county-level government to assess the target responsibility of township food and drug safety. It is necessary to strengthen the construction of township food and drug supervision institutions, so that the county can form a rural food and drug safety supervision pattern of "urban and rural integration, vertical and horizontal radiation, up and down linkage, and joint management", providing a strong guarantee for safeguarding the people's food and drug safety.

Three, fully implement the task of township food and drug supervision.

Township food and drug supervision offices should conscientiously implement the Food Safety Law, the Drug Administration Law and its implementing regulations and other laws and regulations, focusing on the following aspects:

First, the catering service food, health food, cosmetics, medicines, medical devices and other business units within the jurisdiction should be thoroughly investigated and filed, and the filing rate is 100%. The coverage rate of supervision and inspection is 100%, and the frequency of supervision is more than 4 times a year; The third is to register, put on record, supervise and inspect more than 5 tables of weddings, funerals and celebrations in rural areas of the township, so that every inspection has inspection records, and the filing rate is above 100%; Fourth, organize and carry out publicity activities on food and drug safety knowledge and related laws and regulations not less than 4 times during the year; Fifth, cooperate with the county food and drug administration to complete the daily supervision, special rectification and sampling inspection of catering service units, health food, cosmetics, medicines and medical devices operating and using units within their jurisdiction, so that the certificate-holding rate of catering service units (including school canteens and construction site canteens) within their jurisdiction will reach 100%, and the health certificate-holding rate of employees in food production and business units will reach 100%. The registration rate of license, ticket purchase and purchase account is over 85%. Sixth, do a good job in the training and guidance of village information officers in the jurisdiction, so that the number of cases reported by village information officers increases year by year, and the case detection rate reaches 100%.

Four, to ensure the smooth development of township food and drug safety work.

County-level finance should include the funds for food and drug safety supervision in towns and villages into the fiscal budget, study and establish a compensation mechanism for food and drug safety coordinators and information officers, and gradually equip law enforcement vehicles, law enforcement equipment and law enforcement logo clothing to ensure the normal development of food and drug safety supervision in towns and villages. All towns and villages should proceed from reality, provide necessary office space, facilities and equipment for food and drug safety supervision, set up offices, and strive to strengthen the capacity building of food and drug safety supervision at the grassroots level.

Five, strengthen the township food and drug safety inspection and evaluation.

Food and drug safety work has been included in the comprehensive target assessment of the county township government, and all towns and villages should conscientiously implement the work in accordance with the requirements of the letter of responsibility. County-level food and drug supervision departments should formulate detailed rules for food and drug safety supervision and assessment in towns and villages, regularly inspect and assess food and drug safety supervision in towns and villages, strengthen professional guidance for food and drug safety supervision staff in towns and villages, assist towns to establish and improve food and drug safety supervision systems, effectively improve incentive and restraint mechanisms, and promote the effective implementation of all work.
