In order to effectively promote the detailed implementation of Several Policies, enhance the sense of policy acquisition of tourism enterprises, and stabilize the basic plate of industry recovery and development, the relevant requirements are hereby notified as follows:

1. Do a good job in the landing service of inclusive tax reduction and fee reduction policies in the tourism industry. Actively cooperate with finance, human resources and social security, taxation and other departments to do a good job in the implementation of inclusive policies in the tourism industry, such as adding and deducting value-added tax in service industry, expanding the scope of application of "six taxes and two fees", reducing property tax and urban land use tax, pre-tax deduction of equipment and appliances in small and medium-sized enterprises, reducing unemployment insurance and work-related injury insurance rates in stages, returning unemployment insurance to stable posts, and reducing rent for small and medium-sized enterprises and individual industrial and commercial households in service industry. Sort out the scope of application, application conditions and handling procedures of various inclusive relief support policies, do a good job in publicity and interpretation for the main body of the tourism market, and provide necessary help for enterprises to connect with relevant departments and apply for policy assistance.

second, accelerate the implementation of the inclusive finance policy in the tourism industry. Actively connect with financial management departments, actively strive to list tourism as a priority financial support industry in the local area, encourage banking financial institutions to reasonably increase the effective credit supply in the tourism industry, enrich financial support means, and continuously promote financial service innovation. Coordinate relevant departments to establish and improve the guarantee mechanism to promote the effective implementation of financial policies, and form a joint force of financial support for the recovery and development of the tourism industry.

third, implement the phased deferred payment policy of unemployment insurance premium and work-related injury insurance premium "free of application and enjoy". In areas where the phased holdover of unemployment insurance premium and work-related injury insurance premium policy is implemented, the administrative departments of culture and tourism should strengthen information sharing with human resources and social security, taxation, market supervision and other departments, and actively provide the list of tourism market entities with applicable policies in this area, so as to promote the insured enterprises in the list to be included in the scope of the policy of "free application and instant enjoyment" in accordance with relevant regulations. Actively coordinate with relevant departments, support market players who are not within the scope of the master list and provide tourism services directly to tourists as their main business, and implement the notification commitment system according to regulations without increasing the transactional burden of enterprises.

fourth, improve the implementation rules for tourism enterprises to undertake related activities of government agencies, enterprises and institutions. Actively connect with finance, commerce and other departments and local trade union organizations, pay close attention to the implementation rules for travel agencies to undertake trade union activities and exhibition activities of government agencies, enterprises and institutions, clarify the requirements of service content and service standards, improve and refine the provisions on service contract conclusion, fund use management and financial bill reimbursement, standardize business processes, and enhance the operability of travel agencies to undertake related activities. Support qualified tourist enterprises such as star-rated tourist hotels and graded tourist homestays to provide accommodation, meetings, catering and other services for government agencies, enterprises and institutions, actively coordinate with relevant departments to promptly clean up the situation of restricting relevant enterprises from participating in government procurement based on star rating and ownership, and guarantee the rights of relevant enterprises to participate in government procurement fairly under the premise of strictly implementing the provisions on the amount of funds.

5. Make good use of the guarantee policy for tourism service quality. Strictly implement the Notice of the General Office of the Ministry of Culture and Tourism on Making Good Use of the Tourism Service Quality Margin Policy to Further Support the Recovery and Development of Travel Agencies (No.195 [2121] of the Office of the Market), and extend the suspension period of the tourism service quality margin (hereinafter referred to as the "margin") until February 31, 2122. Travel agencies that apply for a temporary deposit refund shall be refunded if they meet the requirements. On the premise that the legitimate rights and interests of tourists are not weakened, the proportion of temporary deposit withdrawal can be further increased where conditions permit, and the provincial administrative department of culture and tourism will put forward specific plans and report them to the Ministry of Culture and Tourism for approval before implementation.

VI. Accelerate the pilot work of replacing insurance deposits. Support qualified areas to carry out the pilot work of insurance directly replacing cash or bank guarantee to pay the deposit, and further expand the scope of the pilot. Travel agencies in the pilot areas can flexibly choose one of the ways to pay the deposit from deposits, bank guarantees, direct use of insurance, etc., and shall not be restricted or designated. In the pilot area, if the travel agency directly uses insurance to pay the deposit, after the insurance takes effect, the deposit paid in cash shall be refunded in time.

VII. Seriously implement strict, scientific and accurate epidemic prevention and control measures. Strictly implement the requirements of precise prevention and control of service industry, make overall plans for epidemic prevention and control and the recovery and development of tourism industry, and resolutely prevent and avoid two tendencies of "relaxing prevention and control" and "excessive prevention and control". The Ministry of Culture and Tourism will further improve the dynamic adjustment mechanism of epidemic prevention and control measures in the tourism field, and study and adjust relevant measures in a timely manner according to the epidemic situation.

VIII. Increase the strength and accuracy of policy propaganda and interpretation. Sort out and summarize various relief support policies applicable to the tourism industry issued by the state and the region, actively organize media, experts, industry organizations and other extensive publicity and interpretation, and expand the coverage and awareness of policy publicity. Explore the use of network information platforms and big data technologies to accurately push policies to enterprises. Promote policy consultation hotlines, publicity teams and other forms, carry out policy publicity and implementation, training and counseling and answer questions according to different types of market players, and guide enterprises to make full use of various policies and measures.

the policy documents issued by various localities to promote the recovery and development of the tourism industry, the progress of the implementation of the relief support policies, the existing problems and suggestions should be submitted to the Ministry of Culture and Tourism (Industrial Development Department) in a timely manner.
