In order to ensure the long-term, normal and stable operation of online monitoring system of pollution sources, give full play to the role of online monitoring system of pollution sources, and enable environmental protection departments at all levels to timely, accurately and completely grasp online monitoring data of sewage enterprises, this implementation plan is formulated according to relevant national and provincial standards and technical specifications.

II. Operation and maintenance objectives
Overall objective: to ensure the normal operation of the online monitoring system for pollution sources, implement 24-hour real-time online monitoring for key pollution sources, and transmit monitoring data and video images to the monitoring centers of environmental protection departments in cities, counties and districts quickly, timely and accurately through computer platforms and special communication networks.
specific objectives:
1. monitoring data integrity: realize 24-hour real-time online monitoring of pollutant discharge enterprises, and upload the online monitoring data to the monitoring platforms of environmental protection departments at all levels according to the emission situation of enterprises according to relevant national regulations. The operating rate of various equipment (especially the main analyzer equipment) of each online monitoring system should reach 91% respectively.
2. Accuracy of monitoring data: The accuracy of online monitoring data is ensured to reach 91% through regular comparison (at least 1-2 times of analogy frequency of wastewater and at least 1 times of analogy frequency of exhaust gas per year) and irregular spot check in peacetime and peacetime by environmental monitoring departments at all levels, so as to keep the accuracy of monitoring data of monitoring equipment within the allowable error range.
3. video network smoothness: ensure the smoothness and clarity of video images and the smoothness of transmission network 24 hours a day.
4. Integrity of operation and maintenance files: Establish a complete operation and maintenance technical file to ensure that environmental protection departments at all levels can know all the historical data such as the use, maintenance, shutdown, performance test and water sample comparison of the online monitoring system by reading the operation and maintenance technical file, and then make a correct evaluation of the operation of each device of the online monitoring system.
III. Contents of operation and maintenance
The operation and maintenance of the online monitoring system for pollution sources in the whole province are strictly in accordance with the Technical Specification for Operation and Assessment of Online Monitoring System for Water Pollution Sources (Trial) (HJ/T 355-2117) and the Technical Specification for Continuous Monitoring of Flue Gas Emission from Stationary Pollution Sources (Trial) (HJ/T 75-2117) and the Online Monitoring System for Pollution Sources in Zhejiang Province The main contents are as follows:
(I) Daily maintenance
The pollution source online monitoring system consists of sampling unit, online monitoring unit, video monitoring unit, data acquisition unit, data transmission unit, auxiliary unit, environmental monitoring center platform and monitoring station room unit. The specific maintenance requirements are as follows:
1. Daily maintenance of wastewater
(1) Sampling unit: cleaning, maintaining, repairing and replacing facilities such as water pump, pipeline and pretreatment to ensure smooth pipeline and prevent pipeline blockage and leakage;
(2) monitoring unit: mainly for flowmeter, pH meter, COD (or TOC) water quality automatic analyzer, ammonia nitrogen water quality automatic analyzer, total phosphorus and nitrogen water quality automatic analyzer, etc., on the basis of meeting the requirements of various technical specifications of the State Environmental Protection Administration and the Provincial Environmental Protection Bureau, daily maintenance, calibration, repair and other work of the equipment;
(3) data acquisition unit: whether the monitoring data collected from the primary instrument and the data acquisition equipment are consistent, and the monitoring data from the primary instrument to the monitoring platform of environmental protection departments at all levels shall be transmitted synchronously to ensure the normal operation of the data acquisition equipment;
(4) auxiliary unit: the alarm function of the waste water bottle-separating sampler is linked with the on-line monitoring system, and the daily maintenance of the bottle-separating sampler is carried out to ensure the normal operation of the equipment;
(5) monitoring station room unit: keep the monitoring station room clean and ensure that the temperature, humidity and power facilities in the station room meet the operation requirements of monitoring equipment;
(6) ammonia nitrogen analyzer and total phosphorus/total nitrogen analyzer: on the basis of meeting the requirements of various technical specifications of the State Environmental Protection Administration and the Provincial Environmental Protection Bureau, carry out daily maintenance, maintenance, calibration and repair of the equipment;
(7) instrument calibration: the main analyzers such as TOC/COD/ ammonia nitrogen/total phosphorus and total nitrogen are automatically calibrated by the instrument every 48 hours;
(8) data accuracy verification of TOC analyzer: CODcr conversion coefficient shall be verified according to HJ/T354-2117 method every month. When the composition or working condition of wastewater changes greatly, the conversion system shall be confirmed in time;
(9) properly collect and dispose of instrument waste liquid according to relevant regulations on hazardous waste disposal.

2. Daily maintenance of waste gas (the maintenance cycle is weekly):
(1) Sampling/pretreatment unit: cleaning, maintaining, repairing and replacing the sampling head, heat tracing pipe, blowback system, gas pretreatment and other facilities to ensure smooth gas pipeline, prevent gas pipeline blockage and leakage, and ensure the normal operation of facilities such as filtration, condensation and drainage of gas pretreatment system;
(2) On-line monitoring unit: mainly aimed at the on-line flue gas analyzer (sulfur dioxide, nitrogen oxides, oxygen), integrated temperature, pressure and flow rate analyzer, smoke detector and other equipment, on the basis of meeting the requirements of various technical specifications of the State Environmental Protection Administration and the Provincial Environmental Protection Bureau, the daily maintenance, maintenance, calibration and repair of the equipment are carried out;
(3) data acquisition unit: whether the monitoring data collected from the primary instrument and the data acquisition equipment are consistent, and the monitoring data from the primary instrument to the monitoring platform of environmental protection departments at all levels shall be transmitted synchronously to ensure the normal operation of the data acquisition equipment;
(4) monitoring station building unit: keep the monitoring station building clean, and ensure that the temperature, humidity, power facilities and safety facilities in the station building meet the operation requirements of monitoring equipment;
(5) calibration of monitoring instruments: the whole system is calibrated once a month, and the zero point, span, linear error and response time are detected to ensure that the zero gas is consistent with the paths (such as sampling probes, filters, scrubbers and regulators) through which the standard gas and sample gas pass.

3. Video monitoring and network transmission unit
(1) Remote monitoring of encoders, cameras, front-end storage and transmission of network alarms (daily);
(2) encoder software version consistency check and configuration data check (quarterly);
(3) power supply, indoor, outdoor, temperature, humidity, lightning protection and grounding, power line interface inspection, label pasting, equipment working condition and indicator light information inspection (quarterly);
(4) clean the video server in the box and the camera cover (quarterly);
(5) fill in the inspection records and write the client inspection report (quarterly);
(6) Check the light filling device and its timing setting, spare parts (excluding the equipment purchased by users themselves), tools, instruments and materials (monthly).
4. Maintenance requirements for environmental monitoring center
(1) Environmental protection departments at all levels need to establish a 24-hour duty system for the monitoring center;
(2) The specific maintenance technical requirements of the monitoring center shall be implemented with reference to the relevant requirements in the Operation Specification of Zhejiang Environmental Monitoring Center (Trial) (Zhejiang Environment Development [2117] No.33).
(2) Sudden failure (emergency system)
1. Monitoring (monitoring) instruments:
(1) Maintenance of the system: The operation and maintenance company must respond within 2 hours after finding the failure or receiving the failure notice. If the problem cannot be solved remotely, it must arrive at the site for treatment within 12 hours after receiving the notice.
(2) Troubleshooting time: For some faults that are easy to diagnose, the operation and maintenance unit should directly bring spare parts to the site for targeted maintenance, and the troubleshooting time of such faults should not exceed 8 hours. If the instrument faults that are difficult to diagnose or maintain cannot be eliminated within 72 hours, the operation and maintenance unit will use standby machines to meet the monitoring requirements; When the monitoring system fails to operate, the maintenance unit must adopt manual monitoring when necessary, and the period of manual monitoring shall not be less than 1 times every 4 hours.
2. transmission network and video monitoring: the time limit for fault response is 1 hours, and the time limit for fault repair is 48 hours (excluding the reasons for users to purchase equipment by themselves).
3. Environmental monitoring center: when a fault is found or notified, professional technicians are required to go to the site for treatment within 24 hours; Equipment that cannot be eliminated within 72 hours shall be replaced by standby equipment.
IV. Guiding price
The guiding price for the operation and maintenance cost of wastewater online monitoring system is 51,111 yuan/set/year (referring to a standard online water quality monitoring system, including TOC/COD analyzer, PH meter, flowmeter, equal-proportion bottle sampler, data collector, etc.). The main analysis equipment has been used for more than 3 years or is out of the recommended catalogue of the provincial bureau, which can be appropriately floated according to the actual situation, but it should not exceed 1.5% of the guided price. The main expenses are as follows:
1. Consumables: 13,531 yuan
2. Spare parts: 8,671 yuan
3. Instrument calibration and data accuracy maintenance: 9,511 yuan
4. On-site staff: 7,111 yuan
5. Average expenses for laboratory and operation monitoring personnel: 5,111 yuan < Computer depreciation fee: the guiding price of the operation and maintenance fee of 211 yuan
exhaust gas online monitoring system is 85,111 yuan/set/year (referring to a standard flue gas online monitoring system, including flue gas online analyzer (sulfur dioxide, nitrogen oxides, oxygen), temperature, pressure and flow rate integrated analyzer, flue gas detector, flue gas sampling and blowback system, PLC control system and data collector, etc.). The system whose main analytical equipment is more than 3 years old or outside the recommended catalogue of the provincial bureau may rise appropriately according to the actual situation, but it should not exceed 1.5% of the guided price. The main expenses are as follows:
1. The expense of consumables used for equipment is RMB 18183
2. The expense of spare parts used for equipment is RMB 35711
3. The expense of instrument calibration and data accuracy maintenance is RMB 8111
4. The expense of on-site operation and maintenance staff is RMB 11611

the operation and maintenance expenses of the environmental monitoring center shall be solved by the environmental protection departments of cities, counties and districts themselves.
V. Organization
According to the principle of "unified operation and maintenance" of the Provincial Bureau and the spirit of relevant documents, the Provincial Academy of Environmental Sciences is responsible for establishing an operation and maintenance company (hereinafter referred to as "provincial operation and maintenance company") which integrates operation and maintenance and technical guidance, and is responsible for the operation and maintenance of the online monitoring system of pollution sources in the province.
the provincial telecom company uses the existing three-level network operation and maintenance organization and the professional maintenance team of global eye business to improve the support and response system of environmental protection private network and video surveillance and carry out operation and maintenance work.
the provincial operation and maintenance company must obtain the qualification certificate for the operation of environmental pollution control facilities issued by the state environmental protection administration in accordance with relevant regulations, follow the principle of "guaranteeing capital and making small profits", be responsible for establishing an operation and maintenance technical support system covering the whole province, establish operation and maintenance sub-centers in 11 districts and cities, and set up on-site operation and maintenance teams in counties (cities, districts) under districts and cities to meet the operation and maintenance requirements. the provincial operation and maintenance company shall set up a technical support department and a management assessment department to support the operation and maintenance of the whole province, and be responsible for the technical support and guarantee of all kinds of monitoring equipment in the whole province and the management assessment of the service quality in the process of on-site operation and maintenance; In addition to operating and maintaining the online monitoring system of pollution sources within its jurisdiction, the sub-centers of districts and cities need to guide the work of the on-site maintenance teams of subordinate counties (cities, districts) and provide necessary technical support, and actively participate in all kinds of original factory technical training arranged by the provincial operation and maintenance company to improve their own technical water.
