These Regulations apply to the prevention and control of pollution of liquid waste; However, the laws and regulations on the prevention and control of water pollution are applicable to the prevention and control of wastewater discharge into water bodies, and these regulations are not applicable. Article 3 The prevention and control of environmental pollution by solid waste shall adhere to the principle of giving priority to source prevention and implement the principles of reduction, recycling, harmlessness and pollution liability.
All units and individuals should take measures to reduce the production of solid waste, promote the comprehensive utilization of solid waste and reduce the harm of solid waste.
Units and individuals that generate, collect, store, transport, utilize and dispose of solid waste shall take measures to prevent or reduce the environmental pollution caused by solid waste, and shall be responsible for the environmental pollution caused by it according to law. Article 4 People's governments at all levels are responsible for the prevention and control of environmental pollution by solid waste within their respective administrative areas, and should strengthen their leadership in the prevention and control of environmental pollution by solid waste, organize, coordinate and urge relevant departments to perform their duties of supervision and management of environmental pollution by solid waste according to law, and study and solve major problems in the prevention and control of environmental pollution by solid waste. Article 5 The competent departments of ecological environment of the people's governments of autonomous regions and cities divided into districts shall exercise unified supervision and management over the prevention and control of environmental pollution by solid waste within their respective administrative areas, and guide other relevant departments to do a good job in the supervision and management of environmental pollution prevention and control by solid waste.
The development and reform, education, science and technology, industry and information technology, public security, finance, natural resources, housing and urban construction, transportation, water conservancy, agriculture and rural areas, commerce, health, emergency management, market supervision, forestry, big data development, urban management and other departments of the people's government at or above the county level are responsible for the supervision and management of the prevention and control of environmental pollution by solid waste within their respective functions and duties. Sixth village (neighborhood) committees shall assist and cooperate with the people's government and its relevant departments to carry out the prevention and control of environmental pollution by solid waste, guide the village (neighborhood) people to do a good job in the classified delivery and reduction of domestic waste, and incorporate it into the village (neighborhood) convention. Seventh autonomous regions implement the target responsibility system and assessment system for the prevention and control of environmental pollution by solid waste. The people's governments at or above the county level shall take the completion of the target of prevention and control of environmental pollution by solid waste as the content of the assessment of the departments and their responsible persons responsible for the supervision and management of environmental pollution prevention and control by solid waste to the people's governments at lower levels and the people's governments at the same level, and make the assessment results public. Article 8 State organs, social organizations, enterprises, institutions and grass-roots mass autonomous organizations shall strengthen publicity and education on the prevention and control of environmental pollution by solid waste, popularize laws, regulations and scientific knowledge on the prevention and control of environmental pollution by solid waste, enhance public awareness on the prevention and control of environmental pollution by solid waste, and encourage and guide the public to participate in the prevention and control of environmental pollution by solid waste.
Education administrative departments and schools should incorporate the knowledge of prevention and control of environmental pollution by solid waste into school education; Schools should carry out popularization education on the classification of domestic waste and other solid waste pollution prevention knowledge, and cultivate students' awareness of solid waste pollution prevention.
Newspapers, radio, television, internet and other media should strengthen the publicity of laws, regulations and scientific knowledge on the prevention and control of environmental pollution by solid waste. Chapter II Supervision and Management Article 9 The people's governments at or above the county level shall formulate and implement economic and technical policies and measures that are conducive to the prevention and control of environmental pollution by solid waste, incorporate the prevention and control of environmental pollution by solid waste into the national economic and social development plan and the ecological environment protection plan, make overall plans for the construction of collection, storage, transportation and utilization facilities, prevent and control solid waste, and improve the capacity of solid waste reduction, comprehensive utilization and prevention and control of environmental pollution. Article 10 The people's government of the autonomous region shall promote the establishment of a joint prevention and control mechanism for the prevention and control of environmental pollution by solid waste, coordinate cross-regional cooperation in the prevention and control of solid waste pollution, and promote the prevention and control of solid waste pollution.
The relevant people's governments and their departments shall carry out joint law enforcement in cases that cross administrative regions, ecologically sensitive regions and regions with high incidence of illegal cases of environmental pollution by solid waste, as well as major illegal cases of environmental pollution by solid waste. Eleventh solid waste transferred to the administrative area of the autonomous region for utilization shall conform to the standards and norms of the state and the autonomous region for comprehensive utilization of solid waste.
The competent department of ecological environment of the people's government of the autonomous region shall, after receiving the information of solid waste transfer notified by the competent department of ecological environment of the provincial people's government, timely notify the competent department of ecological environment of the municipal people's government with districts where the receiving unit is located; The competent department of ecological environment of the Municipal People's Government with districts shall, jointly with relevant departments, verify the situation and give timely feedback to verify the situation.
