shēnɡ mínɡ
A document issued publicly by a country, government, political party, organization or its leader to express its ideas and opinions on a major issue. Those issued by two or more countries, governments, political parties, groups or leaders*** together can be called "joint statements" or "statements*** together". Some declarations have the character of a treaty.
