1. China's safety production management policy is 12, which means: safety first, prevention first and comprehensive management.
1, "Safety first", that is, when carrying out production and business activities, always put safety work in the first place and do it well as a top priority. Any production and business activities are unsafe factors and the danger of casualties. To carry out production and operation, we must first solve all kinds of unsafe problems. Numerous facts have proved that casualty accidents not only bring great misfortune to the injured and their families, but also interfere with the smooth progress of production and operation and bring serious economic losses to the accident unit.
2. "Prevention first" means eliminating all unsafe factors before the accident. In view of the possible unsafe factors in production and business activities, preventive measures should be taken in advance to control and eliminate them, so as to prevent the slow progress and nip in the bud. With the progress of science and technology and the development of safety engineering, we can effectively predict and evaluate the danger of accidents before they happen, first control or take measures to eliminate unsafe factors and realize "prevention first".
3. "Safety first" clearly points out the importance of safety work and is the general principle to deal with the relationship between safety work and other work. Safety must be put in the first place when organizing production and business activities. When there is a contradiction between safety and production, the safety problem must be solved before production. "Prevention first" requires that all safety work must focus on prevention, and all production and business activities must consider safety measures at the initial stage and carry them out from beginning to end.
2. The policy of the party and the state to strengthen the management of production safety is 16, that is, enterprise responsibility, industry management, state supervision and mass supervision.
1993 "notice of the State Council on strengthening work safety" points out that it is also a common practice in market economy countries to implement a work safety management system of "enterprise responsibility, industry management, state supervision and mass supervision", which is in line with international practice.

That is, an enterprise must take full responsibility for production safety in its business activities, and its legal representative should be the first person responsible for production safety. Must provide workplaces and production facilities that meet the requirements of national safety production, and strengthen the management of toxic, harmful, flammable and explosive dangerous goods; Special operations must be carried out safety qualification examination, must hold relevant certificates.
2. Industry management
The resolution of the Third Plenary Session of the 14th CPC Central Committee pointed out that the government uses economic means, legal means and necessary administrative means to manage the national economy and does not directly interfere with the production and business activities of enterprises. Strengthen the safety management of enterprises affiliated to the industry and enterprises under centralized management, and prevent and control casualties and occupational diseases. The safety management of the industry cannot be relaxed.
3. State supervision
It is relatively independent, fair and authoritative to supervise the work of production safety according to national laws and regulations. The safety supervision department shall perform the duties of production safety and implement the laws on production safety of enterprises. For example, Article 33 of the Mine Safety Law stipulates that the competent labor department of the people's government at or above the county level shall exercise the duties of mine safety supervision.
4. Mass supervision
Mass supervision is an indispensable and important link in safety production. In other words, enterprises should establish internal safety production management rules and regulations and check them regularly, and also accept the industry management of the competent department, the state supervision of the labor department, the mass supervision of trade unions and other organizations. Form an interactive and complementary organic whole.
Safety production management system is developed on the basis of summing up the experience of socialist economic construction. With the deepening of economic system reform and the establishment of socialist market economy, the safety production management system will be continuously supplemented and improved.

Article 3 Safety in production must adhere to the leadership of the China Production Party.
Work safety in production should be people-oriented, adhere to people-oriented and life-first, give priority to ensuring people's life safety, firmly establish the concept of safe development, adhere to the policy of safety first, prevention first and comprehensive management, and prevent and resolve major safety risks from the source.
Safety in production must include industry management, enterprise management and production management, strengthen and implement the main responsibility of production and business units and government supervision responsibility, and establish a mechanism in which production and business units are responsible, employees participate, government supervision, industry self-discipline and social supervision.
Article 4 Production and business operation entities must abide by this Law and other laws and regulations related to production safety, strengthen the management of production safety, establish and improve the responsibility system for all employees in production safety, increase the investment guarantee of funds, materials, technology and personnel in production safety, improve the conditions of production safety, strengthen the standardization and informatization construction of production safety, establish a dual prevention mechanism of classified control of safety risks and investigation and management of hidden dangers, improve the risk prevention and resolution mechanism, improve the level of production safety and ensure production safety.
Production and business units in emerging industries and fields, such as platform economy, shall, according to the characteristics of their industries and fields, establish and implement the responsibility system for all employees in production safety, strengthen the education and training of employees in production safety, and fulfill the relevant production safety obligations stipulated in this Law and other laws and regulations.
