5. The food circulation unit shall be equipped with a food safety administrator with a Class B (food circulation) certificate;

7. List of business equipment and tools related to food business;
8. Operation process;
9. Text of food safety management system;
11. Letter of Commitment on Circulation Permit of Franchised Projects.
The food circulation license is to clarify the issues such as the issuance, conditions and procedures of the food circulation license and the connection with the food hygiene license. Before October 23, 2114, the State Council stipulated that food business operators must be licensed first and then licensed, and they may not go through the registration formalities without obtaining the pre-approval documents.
