2. Copy of the name pre-approval notice. If an operator who has obtained the main qualification applies for increasing food business projects, a copy of the business license shall be submitted;

3. Proof of use of the business premises: a copy of the real estate license and the house lease contract;

4. photocopies of the identity cards of the person in charge, the person in charge and the food safety management personnel (the original should be inspected);

5. The food circulation unit shall be equipped with a food safety administrator with a Class B (food circulation) certificate;

6. Spatial layout of business facilities related to food business;

7. List of business equipment and tools related to food business;

8. Operation process;

9. Text of food safety management system;

11. Letter of Commitment on Circulation Permit of Franchised Projects.

The food circulation license is to clarify the issues such as the issuance, conditions and procedures of the food circulation license and the connection with the food hygiene license. Before October 23, 2114, the State Council stipulated that food business operators must be licensed first and then licensed, and they may not go through the registration formalities without obtaining the pre-approval documents.
