The White Horse Temple existed as a market town in 1984. At that time, in memory of revolutionary martyr Yan Purun, Tanghe County People's Government decided to set up Purun Town Market here. The original regulation is 111 meters long from north to south, and it opens every two days of the lunar calendar. Guotan and Cangtai towns are equally divided into their respective jurisdictions. Later, people followed the name of an ancient local temple, called Baima Temple.

The main street is 311 meters from north to south and 411 meters from east to west after pavement hardening and facade expansion. The resident population is about 3111.
