(a) the implementation of national and provincial laws, regulations and rules related to air port work;
(two) to coordinate the passenger and cargo transportation at the air port and ensure the smooth flow of the port;
(3) Supervising and inspecting the air port inspection units to supervise, manage, inspect, inspect and quarantine entry-exit personnel, means of transport, goods and luggage according to their respective duties and regulations;
(4) Coordinating the work between airport units;
(5) To be responsible for the foreign-related discipline and safety precautions of airport units, and investigate and handle major foreign-related incidents at the airport jointly with relevant departments;
(six) to participate in the formulation of air port planning and the construction and acceptance of supporting facilities of inspection and inspection units;
(seven) in accordance with the provisions of the state on the opening of ports, responsible for the opening or closing of air ports, the opening of international (regional) routes and the examination and approval of flight increases and decreases;
(eight) other duties granted by the Municipal People's government. Article 4 The joint conference system shall be implemented in airport management. The joint meeting shall be presided over by the leaders in charge of the Municipal People's Government, and the person in charge of the air port unit shall attend to study and solve major problems of the air port. Article 5 Air port units shall cooperate closely in accordance with relevant regulations, and consciously accept the organization, coordination, supervision and inspection of the Municipal Port Office to ensure the safety and punctuality of flights and smooth passenger and cargo transportation. Chapter II Inspection and Quarantine Article 6 Inspection and quarantine units such as border inspection, customs, entry-exit inspection and quarantine, safety inspection and public security visa at air ports shall, in accordance with relevant regulations and their respective responsibilities, carry out inspection and quarantine, supervision and management of entry-exit personnel, means of transport, goods, luggage, articles on board and source processing points, catering and accommodation service units in port areas, etc. Article 7 Passengers' entry and exit inspection shall adhere to the principles of convenient entry and exit, effective supervision and civilized service, and determine a reasonable work flow according to the actual situation. The overall layout and inspection workflow of the international inspection room at the air port shall be determined by the unified planning of the civil aviation department and the municipal port inspection unit. Without the consent of the Municipal Port Office, no unit may change it. Article 8 The inspection and inspection work at air ports shall be carried out under the responsibility system of the inspection and inspection team leader. The leader of the inspection team shall work under the organization and guidance of the Municipal Port Office. Its duties are:
(a) according to the flight in and out plan provided by the civil aviation department, timely notify the relevant units of the information;
(two) responsible for the organization and implementation of the inspection work, release the passenger list, and announce the beginning and end of the inspection;
(3) Make on-site inspection records;
(four) to hold regular inspection work meetings, inform the situation, and study and solve the problems encountered in the inspection work;
(five) to maintain the working order of the international supervision room. Article 9 The airport check-in department shall report the arrival time and abnormal flight dynamics to the inspection team leader 30 minutes before the arrival of the inbound flight. According to the notice of the inspection team leader, the airport unit will enter the post 20 minutes before the flight arrives in Hong Kong. Article 10 After a flight arrives in Hong Kong, the crew shall submit the General Application Form for Air Entry and other documents to the inspection unit to organize passengers to disembark. After the passengers disembark, the frontier inspection, customs and entry-exit inspection and quarantine personnel board the plane for inspection. Due to special circumstances, if passengers need to board the plane before disembarking, they should inform the flight crew in advance. Article 11 The civil aviation department shall speed up the unloading of inbound passengers' luggage, and the time from passengers disembarking to the last baggage reaching the conveyor belt shall not exceed 30 minutes. Article 12 The civil aviation department shall establish an incinerator treatment system to treat the garbage and wastes on board and accept the supervision of the entry-exit inspection and quarantine department. Thirteenth airlines or agencies operating international routes shall provide the passenger list to the inspection team leader 30 minutes before the departure of the outbound flight. Article 14 The passenger inspection of an outbound flight shall start 90 minutes before the flight takes off (wide-body passenger plane 120 minutes). Before passengers board the plane and load, the inspection team leader shall organize relevant units to clear the cabin for inspection, and the civil aviation department shall cooperate.
After the passenger cabin is cleared, if it is necessary to board the plane due to special circumstances, it must be approved by the border inspection department; Articles carried must be approved by the customs and security department. Article 15 The first inspection formalities shall be stopped 30 minutes before the departure of the outbound flight. After all formalities are completed, the inspection team leader shall promptly notify the airline or agency to organize passengers to board the plane.
