1. No-burning zone

In order to safeguard the personal and property safety of the public and citizens, reduce environmental pollution, promote the change of customs, improve the quality of civilized cities, and build beautiful Xiuyu, according to the People's Republic of China (PRC) Environmental Protection Law, the People's Republic of China (PRC) Public Security Management Punishment Law, the Fireworks and Firecrackers Safety Management Regulations and other laws and regulations, combined with the actual situation in our district, we hereby notify you as follows:

Article 2 No unit or individual may sell (retail), set off, illegally transport or store fireworks and firecrackers in the no-burn zone. No fireworks business (retail) license shall be issued in the no-burn zone, and no unit or individual is allowed to illegally provide places for storing fireworks and firecrackers.
Units and individuals that transport, store, sell and set off fireworks and firecrackers in other areas outside the no-burn zone shall abide by the relevant provisions of the state.
Article 3 Holding large-scale fireworks display activities such as fireworks parties in areas where fireworks and firecrackers are prohibited shall obtain the administrative license of the public security organ.
Article 4 In the no-burn zone, only individual fireworks and firecrackers products that meet the national standards are allowed to be sold and discharged in this area (except for holding large-scale fireworks and firecrackers), and self-made fireworks and firecrackers products or substitutes such as three-door spears and high-pressure inflatable salutes are not allowed to be used.

Eighth state organs, social organizations, enterprises and institutions, schools, residents' committees and villagers' committees in the whole region shall carry out publicity and education on the prohibition of fireworks and firecrackers. Guardians are responsible for educating and caring for minors and other people with limited or incapacitated capacity.
Article 9 The owners' committee and the realty service agency in the no-burn zone shall urge the owners to abide by this circular, and do a good job in publicity, education and related prevention work to prevent the discharge of fireworks and firecrackers; Those who violate the notice shall be discouraged and reported in time. Non-governmental organizations such as the Council of Religious Activity Places and the Association of the Elderly should strengthen the control over the discharge of fireworks and firecrackers during holidays and folk religious festivals, and guide the masses to consciously abide by this notice.
