In compliance with the spirit of the Notice on the Investigation of the Geological Survey Industry (Land Resource Development [2007] No. 25), our province has carried out an in-depth and extensive research on the reform and development of the geological survey industry, and the report is as follows:
One, the state-owned geological survey industry team basic situation
After a half-century's development, the province has formed a professional and technical force of strong Exploration team. In the field of geological exploration, scientific research and mineral search has achieved a series of significant results, for the province's economic construction has made an important contribution. The state-owned geological exploration units engaged in geological exploration involve nine industrial sectors, such as geology, non-ferrous metals, coal, nuclear industry, metallurgy, chemical industry, building materials, petroleum and gold. They are Yunnan Geology and Mineral Exploration and Development Bureau, Yunnan Nonferrous Geology Bureau, Yunnan Coalfield Geology Bureau, Yunnan Nuclear Industry 209 Geology Brigade, Yunnan Nuclear Industry Geological Survey Institute, China Metallurgical Geological Exploration and Engineering Bureau Kunming Geological Survey Team, Sinochem Geology and Mining Yunnan Geological Survey Institute, China Building Materials Industry Geological Survey Center Yunnan Headquarters, Sinopec Southern Exploration and Development Branch, and the 10th Armed Police Gold Detachment.
According to the spirit of the State Development [1998] No. 22, the State Office of the State Council [1999] No. 37 and the State Office of the State Council [2001] No. 2, formerly under the management of the State Economic and Trade Commission of the Coal Bureau of the Coalfield Geological Bureau of Yunnan, formerly belonging to the Ministry of Geology and Minerals of Yunnan Geological and Mineral Resources Exploration and Development Bureau, formerly belonging to the China National Nonferrous Metals Industry Corporation of Yunnan Nonferrous Geological Survey Bureau, the former belonging to the General Bureau of the Nuclear Industry Department of Geological 209 and the nuclear industry team 209 and the General Bureau of the Nuclear Industry Department of Geological Survey. The localized geological exploration units are institutions managed by the provincial government. Yunnan Provincial Bureau of Geology and Mining and Yunnan Provincial Bureau of Nonferrous Geology are departmental-level institutions managed by the provincial government. Yunnan Coalfield Geological Bureau is now under the Yunnan Coal Industry Bureau, is a deputy department-level institutions. The Yunnan Nuclear Industry Team 209 and the Yunnan Geological Survey Institute of Nuclear Industry are now under the Yunnan Provincial Office of National Defense Industry, and are department-level institutions.
Yunnan Province Geology and Mining Bureau under the 28 department-level institutions, Yunnan Province Nonferrous Geology Bureau under the 21 department-level institutions, Yunnan Province Coalfield Geology Bureau under the 6 department-level units.
By the end of 2006, the nine geological exploration departments in Yunnan Province *** have 33,588 employees, including 20,611 retired employees, accounting for 61%, and 12,977 active employees, accounting for 39%.
(I) the implementation of territorialized management of geochemical exploration units personnel status
The implementation of territorialized management of geochemical exploration units 31,151 employees, accounting for 93% of all employees 33,588. Among them, there are 19,842 retired employees, accounting for 96% of the total number of retired employees, and 11,309 active employees, accounting for 87% of the total number of active employees.
The geosurveying units under territorialized management have 6,958 on-the-job employees, accounting for 62% of the total number of on-the-job employees, and 4,351 on-the-job and other personnel, accounting for 38%. With professional and technical titles 5,327 people, accounting for 42% of the total number of employees, of which 671 senior technical titles, accounting for 13% of the total number of professional and technical personnel, intermediate technical titles 2,261 people, accounting for 42%, junior technical titles and the following technical personnel 2,395 people, accounting for 45%. Among the existing 5,314 professional and technical personnel engaged in the field, 1,894 are specialized in geology, accounting for 36%, 507 are specialized in physical and chemical exploration, accounting for 10%, 637 are specialized in prospecting engineering, accounting for 12%, and 2,267 are specialized in other fields, accounting for 42%.
(2) Personnel status of geosurveying units without territorialized management
There are 2,437 employees of geosurveying units without territorialized management, accounting for 7% of the total of 33,588 employees, among which there are 769 retired employees, accounting for 32% of the number of employees, and 1,668 on-the-job employees, accounting for 68%.
The geochemical exploration units that have not implemented localized management have 1,564 on-the-job employees, accounting for 94% of the total number of on-the-job employees, and 104 on-call and other personnel, accounting for 6%. With professional and technical titles 1461 people, accounting for 60% of the total number of employees, of which 270 senior technical titles, accounting for 18% of the total number of professional and technical personnel, intermediate technical titles 391 people, accounting for 27%, junior technical titles and the following technical personnel 800 people, accounting for 55%. Among the existing 364 persons engaged in professional and technical personnel, 173 persons are specialized in geology, accounting for 48%, 6 persons are specialized in physical and chemical exploration, accounting for 2%, 28 persons are specialized in prospecting engineering, accounting for 8%, and 157 persons are specialized in other fields, accounting for 42%.
(C) employee income
In 2005, the province's geological exploration units in the average annual income of 17,143 yuan, of which the average annual income of 22,114 yuan of on-the-job workers.

The average annual income of the employed workers of the geological exploration units without territorialized management is 26,665 yuan, of which the average annual income of the employed workers is 28,181 yuan.
(D) Assets
At the end of 2005, the province's geological exploration units total assets of 6.369 billion yuan, total liabilities of 2.643 billion yuan, asset-liability ratio of 41.5%.
At the end of 2005, the total assets of geochemical exploration units under localized management amounted to 3.235 billion yuan, with total liabilities of 1.916 billion yuan and an asset-liability ratio of 59.22%.
(E) Social Security and Employee Housing Situation
All employees of the five geochemical exploration units under territorialized management have participated in the "Pension Insurance System for Staff of Provincial Organs and Institutions in Yunnan Province (Trial)" and "Trial Measures for Unemployment Insurance for Staff of Provincial Organs and Institutions in Yunnan Province" (Yun Zheng Fa [1996] No. 150) in accordance with the requirements of the Yunnan Provincial People's Government. The Company has participated in the Yunnan Provincial Pension Insurance for Provincial Organs and Institutions. In the implementation of localized management, the retirement pension of retired staff in the base of the geological exploration business fees under the division, has been blocked all into the provincial social security, retirement pension by the provincial social security unified payment of each unit. Because of historical reasons, the housing situation of the employees of the nine Yunnan geological exploration units is poor. At present, the area of housing that should be subsidized is 1,184,700 square meters, and the amount of subsidized housing is 581 million yuan.
The implementation of localized management of the five geological exploration units should be subsidized housing area of 1,155,000 square meters, of which 510,000 square meters of retired employees should be subsidized housing area, in-service employees should be subsidized housing area of 645,000 square meters. The amount of subsidized housing is 546 million yuan, of which 244 million yuan is for retired employees and 302 million yuan for active employees. At present, all units of the bureau organs (including the nuclear industry, two geological exploration units) retired employees housing subsidies have been basically resolved by the provincial financial allocations.
(F) Survey Qualification Situation in Yunnan Province
As of December 31, 2006, geological survey units in Yunnan Province, in addition to the above nine industrial sectors of the geological survey team, has now formed a multi-investment survey pattern. In 2005, the geosurveying units under territorialized management achieved an income of RMB 2.073 billion, of which RMB 1.015 billion was generated from the geosurveying industry (of which RMB 413 million was allocated to the central and local finance for geosurveying fees, RMB 12 million was generated from mineral rights, RMB 475 million was generated from mineral products, and RMB 115 million was generated from geotechnical services), accounting for 49%, and RMB 510 million was generated from the industrial exploration industry, accounting for 25%, and RMB 548 million was generated from various operations, accounting for 25%, and RMB 540 million was generated from the industrial exploration industry. In 2005, the company realized a profit of 48.67 million yuan. The profit margin was 2.3%.
In 2005, the investment of funds by mineral species: copper 57.77 million yuan, lead and zinc 33.56 million yuan, gold 153.19 million yuan, silver 600,000 yuan, iron 3.16 million yuan, manganese 6.24 million yuan, coal 35.66 million yuan, phosphorus 6.53 million yuan, oil and gas 1.096 billion yuan, and 17.29 million yuan of other mineral species.
Completion of the physical workload of geological work: 69,000 meters of mechanical core drilling, 19,600 meters of pit exploration, 233,000 cubic meters of trough exploration, 0.54 million meters of shallow wells.
The source of funds for the localized geological exploration units consists of the following parts:
1. Provincial financial allocation of geological exploration fees
The localized geological exploration units have a total of 58,454,000 yuan of allocation of geological exploration fees from the provincial finance in 2005, of which 32,000,000 yuan is allocated to the Bureau of Geology and Mining, 197,000,000 yuan is allocated to the Bureau of Nonferrous Metals, 45,200,000 yuan is allocated to the Bureau of Coal Fields, and 22,340,000 yuan is allocated to the nuclear industry.
2. Special funds for various projects of central and local finance
The total special funds for various projects of central and local finance of localized geosurveying units in 2005 was 82.45 million yuan, of which 49.25 million yuan was allocated to the Geological and Mining Bureau, 29 million yuan to the Nonferrous Bureau, 2.4 million yuan to the Coalfield Bureau, and 1.8 million yuan to the nuclear industry.
3. Income from market operation
The total income from market operation of the localized geosurveying units in 2005 was 139.852 million yuan, of which the income from the Bureau of Mines and Minerals was 108.775 million yuan, the income from the Bureau of Nonferrous Colors was 268.0 million yuan, the income from the Bureau of Coalfields was 31.69 million yuan, and the income from the two teams of the nuclear industry was 11.08 million yuan.

Since the 1980s, due to the budget of the geological work task is reduced year by year, the geological exploration fee declined year by year, geological survey units are facing difficulties in survival, the entire geological survey industry in accordance with the " The whole geological exploration industry, according to the guideline of "one industry for the main, various business", with the overall goal of commercialization of geological results, the management of geological exploration units, and the socialization of geological work, actively introduced market mechanism, continuously expanded the service field, and took the breakthrough of opening up the geological market as a breakthrough, and began to enter the market gradually under the premise of completing the tasks of the national geological work and set up a wide range of business industries, and through the external Income generation, resettlement of surplus personnel, to make up for the shortage of geological exploration business expenses. Through years of hard work, the province's exploration units (especially after the localization) basically maintain the survival and stability of the team.
1998 to 2001, in accordance with the national geological exploration team management system reform program, the former geological mining, non-ferrous metals, coal, nuclear industry, geological exploration team has been divided into Yunnan Province, the implementation of the localization of management, and in accordance with the direction of entrepreneurial management, and actively promote the internal reform of geological exploration units. Yunnan Geology and Mineral Development Bureau, Yunnan Nonferrous Geology Bureau, and Yunnan Coal Field Geology Bureau have mainly carried out the restructuring strategy of divesting the elite teams and excellent assets from the geological teams, optimizing the allocation and reorganization, constructing industrial entities, promoting the restructuring, and establishing a modern enterprise system with the Bureau as a unit, which is summarized as separating, restructuring and reorganizing the internal work of the geological exploration units.
Separation is the separation of the main business and excellent assets, elite personnel from the geological team, the formation of a real company, to promote the entrepreneurial operation, the rest continue to retain the shell of the geological team, the implementation of business management, engaged in the management of the retired and retiring, waiting for the management of the staff, the base of the property management, the management of employee status and social insurance management.
Reorganization is after the separation of enterprises, in the scope of the whole bureau on the reorganization of the industry: such as Yunnan Geology and Mining Bureau of the Bureau of 17 various levels of construction qualification enterprises, reorganization of the State Land Construction Engineering Company, Geological Engineering Survey Company, Geological Engineering Company and the Southern Geological Exploration Engineering Company and other four high-qualification surveying and construction enterprises (construction of the first level, the investigation of the first and second level); Yunnan Nonferrous Metals Geology Bureau around the Geological prospecting, the backbone of the Bureau's search for mineral integration, focusing on key zones and key projects; Yunnan Coalfield Geological Bureau to the Bureau as a unit set up the Yunnan Provincial Coal Geological Survey Institute, the formation of drilling and construction team, to complete the reorganization of the Kunming Engineering Survey Company. 3 units of the multi-operational industry also around the backbone of the reorganization of the implementation of the enterprise.

The progress of the reform work of the geological exploration units which are not under localized management varies due to the management system and other reasons: some units are attempting to carry out enterprise reform, such as the Chemical Geological Exploration Institute and the Geological Team of Building Materials; and some units have already been operated by companies, such as the Metallurgical Institute of Ground Investigation and the Southern Branch of Sinopec, and there is no unified and specific reform method.
(2) the initial establishment of the public welfare geological survey team
Currently, the province's public welfare basic geological survey work is mainly to the Yunnan Provincial Geological Survey Institute and Yunnan Provincial Environmental Monitoring Terminal as the main public welfare geological survey team to undertake. In addition, the Nonferrous Geological Bureau, Coal Field Geological Bureau and other geological exploration units also have some personnel to undertake a small number of strategic mineral exploration work. According to the "State Council on strengthening the geological work of the decision" and "Yunnan Provincial People's Government to implement the State Council on strengthening the geological work of the decision of the notice" in order to do a strong public welfare geological survey team, the Yunnan Provincial Government decided to set up under the Yunnan Provincial Department of Land and Resources of the ground survey Bureau, set up the program has been reported to the Provincial Editorial Board to be approved.
1. Yunnan Provincial Geological Survey Institute

Yunnan Provincial Geological Survey Institute was established according to the cadres and institutions set up at the division level, and the director was appointed by the deputy directorate level. 2004 began to run independent accounting. As of the end of 2005, the institute has 1 deputy directorate-level cadres, 22 directorate-level cadres (of which, 6 at the directorate level, 16 at the deputy directorate level); 270 employees, including 44 in the institute's organs, the function of 7 offices: office, basic survey, resource evaluation, foreign cooperation and science and technology, planning, finance, labor and personnel department. There are 2 technical service departments: Information Center and Data Library. There are 15 staff members in the Institute of Geological Sciences (Kunming), 15 in the Institute of Hydrography and Environment (Kunming), 30 in the Institute of District Survey (Yuxi), 56 in the Institute of Physical and Chemical Exploration (Yiliang), 83 in the Institute of Mines (Dali), and 27 in the Testing Center (Kunming). There are 10 professorial senior engineers, 75 senior engineers and 106 engineers in the whole institute. Deducting the testing center of the Bureau of Geology and Mining, the information center, the Geological Information Center, and the personnel who have not entered the establishment of the Institute, the actual registered staff of about 210 people, almost all of whom are technical cadres, with no retired personnel.
The main sources of funding for the Institute are the National Land Resources Survey (20-30 million yuan per year), mineral resources compensation (15-18 million yuan), the central government subsidies for local geologic exploration projects (1 million yuan); geological exploration business allocations (about 4 million yuan); and social geologic exploration projects, etc. The total income of the Institute for the fiscal year 2005 was 65.15 million yuan, and the fixed assets were about 6.566 million yuan.
2. Provincial General Station of Environmental Monitoring
The Provincial General Station of Environmental Monitoring was approved by the Ministry of Geology and Mineral Resources in 1987, and is a county (department) level institution with a staff of 150. The main responsibility is to engage in the province's geo-environmental monitoring and investigation, research and protection, for the government's corresponding management functions to provide a basis for decision-making and technical support. As of the end of 2005, it has 101 registered employees, including 67 on-board employees, of which 12 are retired and 34 are retired, with 55 actually on-board employees. There are 3 division-level cadres, 2 full-time senior workers and 11 deputy senior workers.
Funding sources are mainly counties (cities) geological disaster survey and zoning, mine survey, mudflow emergency investigation and management project, groundwater monitoring subsidies, major urban environmental geological survey and other special public welfare projects and a small number of social projects and geological survey business appropriations. 2005 total income of 10,510,000 yuan, the fixed assets of 3,092,900 yuan.
(C) initiated the preliminary work of deepening the reform of state-owned geological exploration units
On September 4, 2003, the General Office of the State Council issued the Notice on Issues Relating to Deepening the Reform of Geological Survey Teams (Guo Ban Fa 〔2003〕 No. 76), and on September 19 of the same year, with the consent of the State Council, the Ministry of Land and Resources issued the "Opinions on Strengthening the Construction of Geological Survey Teams of Public Interest for Localities and Industries" (Opinions of the Ministry of Land and Resources on the Strengthening of Geological Survey Teams of Public Interest for Localities and Industries). Opinions on Strengthening the Construction of Local and Industrial Geological Survey Teams" (No. 358, Land and Resources Development [2003]), agreed by the State Council on September 19 of the same year. In order to carry out the spirit of these two documents, according to the instructions of the provincial government office, led by our office, with the participation of the provincial Development and Reform Commission, the Economic Commission, the Department of Finance, the Department of Personnel, the Department of Labor and Social Security, the Department of Construction, and the State-owned Assets Supervision and Administration Commission, a round of research has been carried out to deepen the reform of state-owned geological survey units in the province, and to enhance the construction of public welfare geologic survey teams in the province. After in-depth research, extensive consultation, our office drafted the "Yunnan Provincial People's Government on deepening the reform of state-owned geological survey team of the implementation of the views" (draft) reported to the provincial government. The Implementation Opinions focus on the reform and development of state-owned geological exploration units encountered in the process of the disposal of mining rights, land use rights, fixed assets, as well as staff housing, social security, wages and other aspects of the problem put forward specific views, while strengthening the public welfare geological survey team construction put forward guiding opinions. As the Implementation Opinions involved the disposal of the price of mining rights, the General Office of the Provincial Government authorized the province to amend the Implementation Opinions after the Provisional Provisions on the Administration of Prospecting and Mining Rights Fees and Prices had been issued. The Implementing Opinions eventually failed to be introduced.
Four, state-owned geological exploration unit "Eleventh Five-Year Plan" reform and development of the vision
(a) the formation of Yunnan Provincial Geological Survey

Proposed on the basis of the original research, in line with the principle of positive and steady, gradual progress, research and development "on deepening the reform of the provincial state-owned geological exploration units (or notice)", reported to the provincial government to introduce, put forward the reform and development of the provincial state-owned geological exploration units of the guiding opinions and implementation of the program, the development of the corresponding preferential policies, to help the geological exploration units to solve the historical legacy of the problem, and to increase the support for the reform of geological exploration units of enterprises
Five, countermeasures
The localization of management, the province's state-owned geological exploration units of the cadres and workers to emancipate their minds, change their attitudes, and actively develop the field of geological services, and promote entrepreneurial management, and take the initiative to integrate into the construction of the local economy, and has achieved significant results, but there are still the following major problems:
(a) the public welfare geological surveys and commercial geological surveys fail to Split operation
Geological exploration units in the gradual promotion of enterprise management process, due to the system is not smooth, the enterprise is not divided, unclear responsibilities, the two mechanisms of the enterprise and operation, the public welfare geological survey and commercial geological survey is not split operation, resulting in the results of public welfare geological surveys can not be fair enjoyment, and has not been able to effectively promote the healthy development of commercial geological surveys. It is suggested that the central government should issue a document to rationalize the practice of each province to do its own thing.
(2) Historical problems
1. Social security issues
After the localization of the geological exploration units, the geological exploration expenses are mainly for the personnel expenses, but the pension, medical care, and unemployment insurance of the retired and active employees are not included in the personnel expenses, which are still borne by the geological exploration units.
Retiree medical insurance and major medical expenses, due to the localization of not included in the cost base of the downwardly mobile retirement funds, taking up the cost of the active staff, resulting in tight funding for the active staff.
It is recommended that the social security funds to the state-owned geological exploration team moderate tilt.
2. Historical arrears are too much, the burden is heavy
Although the state-owned geological exploration units of the staff housing conditions have improved greatly, but the national housing policy has not yet been put in place. According to the required standard is not up to standard, there are even some homeless households.
