One, the state-owned geological survey industry team basic situation

After a half-century's development, the province has formed a professional and technical force of strong Exploration team. The state-owned geological exploration units engaged in geological exploration involve nine industrial sectors, such as geology, non-ferrous metals, coal, nuclear industry, metallurgy, chemical industry, building materials, petroleum and gold. They are Yunnan Geology and Mineral Exploration and Development Bureau, Yunnan Nonferrous Geology Bureau, Yunnan Coalfield Geology Bureau, Yunnan Nuclear Industry 209 Geology Brigade, Yunnan Nuclear Industry Geological Survey Institute, China Metallurgical Geological Exploration and Engineering Bureau Kunming Geological Survey Team, Sinochem Geology and Mining Yunnan Geological Survey Institute, China Building Materials Industry Geological Survey Center Yunnan Headquarters, Sinopec Southern Exploration and Development Branch, and the 10th Armed Police Gold Detachment.

The localized geological exploration units are institutions managed by the provincial government. Yunnan Provincial Bureau of Geology and Mining and Yunnan Provincial Bureau of Nonferrous Geology are departmental-level institutions managed by the provincial government. Yunnan Coalfield Geological Bureau is now under the Yunnan Coal Industry Bureau, is a deputy department-level institutions. The Yunnan Nuclear Industry Team 209 and the Yunnan Geological Survey Institute of Nuclear Industry are now under the Yunnan Provincial Office of National Defense Industry, and are department-level institutions.

Yunnan Province Geology and Mining Bureau under the 28 department-level institutions, Yunnan Province Nonferrous Geology Bureau under the 21 department-level institutions, Yunnan Province Coalfield Geology Bureau under the 6 department-level units.

By the end of 2006, the nine geological exploration departments in Yunnan Province *** have 33,588 employees, including 20,611 retired employees, accounting for 61%, and 12,977 active employees, accounting for 39%.

With professional and technical titles 5,327 people, accounting for 42% of the total number of employees, of which 671 senior technical titles, accounting for 13% of the total number of professional and technical personnel, intermediate technical titles 2,261 people, accounting for 42%, junior technical titles and the following technical personnel 2,395 people, accounting for 45%. Among the existing 5,314 professional and technical personnel engaged in the field, 1,894 are specialized in geology, accounting for 36%, 507 are specialized in physical and chemical exploration, accounting for 10%, 637 are specialized in prospecting engineering, accounting for 12%, and 2,267 are specialized in other fields, accounting for 42%.

(2) Personnel status of geosurveying units without territorialized management

There are 2,437 employees of geosurveying units without territorialized management, accounting for 7% of the total of 33,588 employees, among which there are 769 retired employees, accounting for 32% of the number of employees, and 1,668 on-the-job employees, accounting for 68%.

The geochemical exploration units that have not implemented localized management have 1,564 on-the-job employees, accounting for 94% of the total number of on-the-job employees, and 104 on-call and other personnel, accounting for 6%. With professional and technical titles 1461 people, accounting for 60% of the total number of employees, of which 270 senior technical titles, accounting for 18% of the total number of professional and technical personnel, intermediate technical titles 391 people, accounting for 27%, junior technical titles and the following technical personnel 800 people, accounting for 55%. Among the existing 364 persons engaged in professional and technical personnel, 173 persons are specialized in geology, accounting for 48%, 6 persons are specialized in physical and chemical exploration, accounting for 2%, 28 persons are specialized in prospecting engineering, accounting for 8%, and 157 persons are specialized in other fields, accounting for 42%.

(C) employee income

(E) Social Security and Employee Housing Situation

All employees of the five geochemical exploration units under territorialized management have participated in the "Pension Insurance System for Staff of Provincial Organs and Institutions in Yunnan Province (Trial)" and "Trial Measures for Unemployment Insurance for Staff of Provincial Organs and Institutions in Yunnan Province" (Yun Zheng Fa [1996] No. 150) in accordance with the requirements of the Yunnan Provincial People's Government. The Company has participated in the Yunnan Provincial Pension Insurance for Provincial Organs and Institutions. In 2005, the company realized a profit of 48.67 million yuan. The profit margin was 2.3%.

In 2005, the investment of funds by mineral species: copper 57.77 million yuan, lead and zinc 33.56 million yuan, gold 153.19 million yuan, silver 600,000 yuan, iron 3.16 million yuan, manganese 6.24 million yuan, coal 35.66 million yuan, phosphorus 6.53 million yuan, oil and gas 1.096 billion yuan, and 17.29 million yuan of other mineral species.

Completion of the physical workload of geological work: 69,000 meters of mechanical core drilling, 19,600 meters of pit exploration, 233,000 cubic meters of trough exploration, 0.54 million meters of shallow wells.

The source of funds for the localized geological exploration units consists of the following parts:

1. Provincial financial allocation of geological exploration fees

The localized geological exploration units have a total of 58,454,000 yuan of allocation of geological exploration fees from the provincial finance in 2005, of which 32,000,000 yuan is allocated to the Bureau of Geology and Mining, 197,000,000 yuan is allocated to the Bureau of Nonferrous Metals, 45,200,000 yuan is allocated to the Bureau of Coal Fields, and 22,340,000 yuan is allocated to the nuclear industry.

2. Special funds for various projects of central and local finance

1998 to 2001, in accordance with the national geological exploration team management system reform program, the former geological mining, non-ferrous metals, coal, nuclear industry, geological exploration team has been divided into Yunnan Province, the implementation of the localization of management, and in accordance with the direction of entrepreneurial management, and actively promote the internal reform of geological exploration units. Currently, the province's public welfare basic geological survey work is mainly to the Yunnan Provincial Geological Survey Institute and Yunnan Provincial Environmental Monitoring Terminal as the main public welfare geological survey team to undertake. 1. Yunnan Provincial Geological Survey Institute

There are 2 technical service departments: Information Center and Data Library. There are 15 staff members in the Institute of Geological Sciences (Kunming), 15 in the Institute of Hydrography and Environment (Kunming), 30 in the Institute of District Survey (Yuxi), 56 in the Institute of Physical and Chemical Exploration (Yiliang), 83 in the Institute of Mines (Dali), and 27 in the Testing Center (Kunming). There are 10 professorial senior engineers, 75 senior engineers and 106 engineers in the whole institute. Deducting the testing center of the Bureau of Geology and Mining, the information center, the Geological Information Center, and the personnel who have not entered the establishment of the Institute, the actual registered staff of about 210 people, almost all of whom are technical cadres, with no retired personnel.

2. Provincial General Station of Environmental Monitoring

The Provincial General Station of Environmental Monitoring was approved by the Ministry of Geology and Mineral Resources in 1987, and is a county (department) level institution with a staff of 150. The main responsibility is to engage in the province's geo-environmental monitoring and investigation, research and protection, for the government's corresponding management functions to provide a basis for decision-making and technical support. As of the end of 2005, it has 101 registered employees, including 67 on-board employees, of which 12 are retired and 34 are retired, with 55 actually on-board employees. There are 3 division-level cadres, 2 full-time senior workers and 11 deputy senior workers.

Funding sources are mainly counties (cities) geological disaster survey and zoning, mine survey, mudflow emergency investigation and management project, groundwater monitoring subsidies, major urban environmental geological survey and other special public welfare projects and a small number of social projects and geological survey business appropriations. 2005 total income of 10,510,000 yuan, the fixed assets of 3,092,900 yuan.

Opinions on Strengthening the Construction of Local and Industrial Geological Survey Teams" (No. 358, Land and Resources Development [2003]), agreed by the State Council on September 19 of the same year. In order to carry out the spirit of these two documents, according to the instructions of the provincial government office, led by our office, with the participation of the provincial Development and Reform Commission, the Economic Commission, the Department of Finance, the Department of Personnel, the Department of Labor and Social Security, the Department of Construction, and the State-owned Assets Supervision and Administration Commission, a round of research has been carried out to deepen the reform of state-owned geological survey units in the province, and to enhance the construction of public welfare geologic survey teams in the province. After in-depth research, extensive consultation, our office drafted the "Yunnan Provincial People's Government on deepening the reform of state-owned geological survey team of the implementation of the views" (draft) reported to the provincial government. As the Implementation Opinions involved the disposal of the price of mining rights, the General Office of the Provincial Government authorized the province to amend the Implementation Opinions after the Provisional Provisions on the Administration of Prospecting and Mining Rights Fees and Prices had been issued. The Implementing Opinions eventually failed to be introduced.

Four, state-owned geological exploration unit "Eleventh Five-Year Plan" reform and development of the vision

Five, countermeasures

It is suggested that the central government should issue a document to rationalize the practice of each province to do its own thing.

(2) Historical problems

1. Social security issues

After the localization of the geological exploration units, the geological exploration expenses are mainly for the personnel expenses, but the pension, medical care, and unemployment insurance of the retired and active employees are not included in the personnel expenses, which are still borne by the geological exploration units.

Retiree medical insurance and major medical expenses, due to the localization of not included in the cost base of the downwardly mobile retirement funds, taking up the cost of the active staff, resulting in tight funding for the active staff.

It is recommended that the social security funds to the state-owned geological exploration team moderate tilt.

At present, the state's input to the geological exploration team is mainly geological exploration fees. Due to the low per capita cost of geological exploration units, financial constraints, geological exploration fees are mainly used to maintain the basic costs of personnel, no excess funds to invest in geological exploration work, affecting the geological search for minerals and geological exploration units of their own reform and development.

It is suggested that the central and local governments at all levels should increase the investment of funds for geological exploration and scientific research in key mineralized areas and key mineral species from the perspective of guaranteeing social and economic security strategy.
