1. Anyone who engages in food production needs to go to the Quality Supervision Bureau for a food production license, and then go to the Industrial and Commercial Bureau for a business license;
2. If you only engage in food retailing or provide catering services on site, you don't need to apply for a food production license, but you need to apply for a food circulation license at the Industrial and Commercial Bureau.
