The latest policy for overseas entry into Hong Kong 2122
From September 26th, 2122, the boarding requirements and entry quarantine arrangements for people coming to Hong Kong from overseas areas or Taiwan Province will be adjusted as follows:
1. No need to show the negative results report of nucleic acid test before boarding, instead, the online health and quarantine information declaration form of the Department of Health will be used to report the negative results obtained by self-arranged rapid antigen test within 24 hours before the scheduled departure time.
2. Cancel the requirement that Hong Kong residents must complete vaccination to board a plane to come to Hong Kong. Non-Hong Kong residents aged 12 or above still have to complete vaccination or obtain medical exemption before boarding a plane to come to Hong Kong.
3. Implement the arrangement of "testing and release" at the Hong Kong International Airport, that is, after receiving nucleic acid testing and sampling, immigrants do not need to wait for the results at the airport, and they can take public transportation or self-arranged transportation to return home or stay at their own hotels.
4. After entering the country, the quarantine arrangement was changed to "1+3", that is, there was no need to accept compulsory quarantine, only three days of medical supervision was needed, during which you were free to move around, but you were subject to the "yellow code" restrictions of the vaccine pass, and then you were monitored by yourself for four days, which was a seven-day observation period.
5. On the second, fourth and sixth days after arrival in Hong Kong (the day of arrival is the zero day), you need to go to the community testing center/testing station or other recognized testing institutions for nucleic acid testing, and conduct rapid antigen testing every day from the first to the seventh day.
6. If an immigrant is confirmed by nucleic acid test or rapid antigen test, his "vaccine pass" will be changed to "code red", and the isolation arrangement will be treated in the same way as the local confirmed cases.
Arrival arrangements
Upon arrival in Hong Kong, relevant persons will need to register for nucleic acid testing by scanning the QR code of health declaration. The system will issue the medical surveillance notice, vaccination record and the QR code of "Temporary Vaccine Pass" electronically. After conducting nucleic acid testing and sampling, the relevant arrivals can continue the customs clearance procedures and claim their luggage according to the general arrival procedures, and arrange their own means of transportation to leave the airport, including taking public transport, that is, the arrivals do not need to conduct rapid antigen testing and confirm negative results according to the current "pending testing" arrangement before being released. Relevant persons must abide by the "yellow code" restrictions.
The medical supervision period is restricted by the code yellow, and then the self-monitoring
The relevant arrivals do not need to undergo compulsory quarantine, but they have to undergo medical supervision for three days. During the period, they are restricted by the code yellow and are not allowed to enter high-risk places involving wearing masks or group activities, and other places that need special protection (Note 2). However, they can carry out daily necessary activities with low risks, such as taking public transport, going to work, entering supermarkets and markets, and so on.
If the relevant arrivals continue to get negative test results, the medical supervision and "yellow code" restrictions will be lifted at 9: 11 am on the third day of arrival, and the four-day self-monitoring period will begin immediately.
Test arrangement
People arriving in Hong Kong from overseas areas or Taiwan Province must undergo multiple tests after arriving in Hong Kong:
Day 1: nucleic acid test at the airport
On the second, fourth and sixth days: after obtaining the negative results of the rapid antigen test on the same day, they need to go to the community testing center, mobile sampling station or local medical testing institutions recognized by the government at their own expense for nucleic acid test; And
during medical monitoring and self-monitoring, rapid antigen test shall be conducted every day until the seventh day of arrival in Hong Kong.
