Measures of Nanjing Municipality on Fire Control Management
Chapter I General Provisions Article 1 In order to strengthen fire control management, prevent and reduce fires, and protect the safety of public property and citizens' lives and property, these Measures are formulated in accordance with the provisions of the Fire Protection Regulations of People's Republic of China (PRC) and relevant laws and regulations, combined with the actual situation of this Municipality. Second units and individuals within the administrative area of this Municipality shall abide by these measures. Article 3 Fire control work shall follow the principle of "prevention first, combining prevention with fire fighting" and adhere to the principle of "whoever is in charge is responsible". Article 4 Nanjing Public Security Bureau is the competent department of fire control management in this Municipality. City Public Security Bureau Fire Brigade, District Public Security Bureau and County Public Security Bureau Fire Department (unit) and other public security fire supervision institutions shall be responsible for the organization, implementation and supervision of these measures.

Urban construction, construction, planning, transportation, municipal utilities, labor, power supply and other departments shall, within the scope of their respective duties, assist the public security organs to do a good job in fire control management. Fifth public security, propaganda, cultural departments, news, insurance and other units should strengthen the publicity of fire laws and regulations and fire knowledge. Chapter II Fire Safety Organization Article 6 Municipal, district (county) and township (town) people's governments and sub-district offices shall set up fire safety committees, with the heads of people's governments at all levels concurrently serving as directors, responsible for leading the fire control work in their respective regions. Public security fire control institutions at all levels are the offices of the fire safety committees at the same level. Seventh units that implement the fire responsibility system, the main administrative person in charge shall sign the "fire safety responsibility book" with the public security fire supervision institutions and internal departments. After the main administrative person in charge of the unit changes, the successor person in charge shall re-sign the fire safety responsibility letter. Article 8 An enterprise shall establish a full-time fire brigade according to the provisions and needs of relevant laws and regulations, and its subordinate production organizations shall establish a voluntary fire brigade (group).

The township (town) with an output value of over 100 million yuan may establish a full-time fire brigade as needed.

Full-time fire brigade can be established by one unit or jointly established by several units.

Units, streets, townships (towns) and villages without full-time fire brigades can establish self-prevention and self-rescue fire fighting organizations. Ninth the following units shall be equipped with full-time or part-time fire management personnel:

(1) Units that produce and transport inflammable and explosive chemical dangerous goods;

(3) Special warehouses (yards and stations) for storing inflammable and explosive articles and warehouses for storing materials with a value of10 million yuan or more;

(4) Stores with annual turnover of 1 100 million yuan or more;

(5) Universities, scientific research institutions and hospitals above the municipal level;

(6) Foreign-related hotels and restaurants;

(7) cultural relics protection units. Tenth full-time or part-time fire management personnel should remain stable, and accept the professional guidance and technical training of public security fire supervision institutions. Units in the appointment and removal, transfer of full-time or part-time fire management personnel, it should be reported to the public security fire supervision institutions for the record. Chapter III Construction and Maintenance of Fire Control Facilities Article 11 Urban fire control planning shall be formulated by public security fire control institutions in conjunction with urban planning departments and other relevant departments.

The construction of public fire control facilities such as urban fire station, fire water supply, fire passage, fire communication, water fire control and fire command system engineering shall be designed and constructed in a unified way with other municipal infrastructure. Twelfth city fire station and fire command system engineering construction and maintenance, by the public security fire supervision institutions responsible for the implementation.

The construction and maintenance of urban fire water supply, fire passage, fire communication and other public fire facilities shall be implemented by municipal utilities and post and telecommunications departments respectively, and the public security fire supervision institutions shall be responsible for acceptance and use.

The construction and maintenance of water public fire control facilities shall be implemented by the shipping and port departments and their beneficiary units along the line, and the public security fire control institutions shall be responsible for the acceptance and use.

If the construction of urban public fire control facilities is insufficient or does not meet the design requirements, the public security fire control institutions shall urge the relevant units to rectify. Thirteenth organs, enterprises and institutions and individual industrial and commercial households shall, in accordance with the relevant provisions, configure the corresponding types and quantities of fire fighting equipment and facilities, and be responsible for the maintenance and management. Insurance institutions shall pay the construction fee of public fire control facilities from the property insurance premium income every year. The setting of bazaars and commercial stalls shall not block fire exits and hinder the use of fire hydrants. Chapter IV Fire Safety Management Article 16 Engineering design units and designers must implement fire technical specifications and be responsible for fire design of new construction, reconstruction and expansion projects.

Engineering design units must establish and improve the post responsibility system for fire prevention design and the responsibility system for fire prevention design level by level audit.

Fire protection design should adopt advanced fire protection technology, and qualified fire protection equipment and products must be selected. Seventeenth new construction, renovation and expansion projects in the feasibility study, scheme design or preliminary design process, should seek the opinions of public security fire control institutions. Public security fire control institutions shall send personnel to participate in the site selection of key construction projects and Class A and B dangerous industrial projects.
