Notice on Implementing the Site Code for Scanning Laboratory

In order to conscientiously implement the Emergency Notice of the Provincial Epidemic Command on Further Strengthening the Inspection of Nucleic Acid Testing Certificates in Various Places and Aggregation Activities, effectively reduce the risk of epidemic spread, reduce cross-infection among the public, and ensure people's health, the notice of "All people wear masks and scan the site code" is now implemented in public places as follows:

1. Strictly implement all employees to wear masks.

when entering public places, taking public transportation, attending various meetings, engaging in key industries and going to the hospital for treatment, you must wear masks in a standardized way.

second, strictly implement the location code setting.

adhere to the principle of "every door must be set up, every entrance must be swept, every sweep must be checked, and every exception must be reported", and all kinds of places that provide public and business services to the masses and have a lot of people in and out must set up place codes and post them in eye-catching positions such as entrances and exits.

third, strictly implement the inspection of place codes.

Designated personnel should be on duty in all kinds of places to strictly verify the health status of passers-by. Anyone who enters the place must scan the place code, and for those who can't use smart phones, the paper electronic health code will be scanned by reverse code scanning. Those who find the place code "bright yellow card" and the trip code "with star code" are strictly prohibited from entering the place and immediately report to the local town and street epidemic headquarters.

fourth, strictly implement the site code of enterprise site inspection.

enterprises at all levels and related construction sites should implement the responsibility system of "number one", strictly implement the setting of site codes, check the negative nucleic acid test certificates of all the people who enter the site within 7 days while implementing epidemic prevention measures such as one-meter line, temperature measurement and code inspection, and prohibit those who have "yellow card" and "star code" from entering the enterprise and construction site, and immediately report to the local town and street epidemic headquarters.

5. Strictly implement the demonstration and guidance of party member cadres.

party member cadres in the city should give full play to their exemplary and leading role, consciously standardize the wearing of masks and scanning the place code whenever they enter, and mobilize their relatives, friends and people around them to promote the formation of a strong atmosphere of "all people wearing masks and scanning the place code".

VI. Deal with violations in strict accordance with the law.

The public security organs will impose public security penalties in accordance with Article 51 of the Law of the People's Republic of China on Public Security Administration Punishment for refusing to implement epidemic prevention and control measures, not complying with relevant regulations, wearing masks and not using "place codes" as required; Those who cause novel coronavirus to spread or have a serious risk of spreading will be investigated for criminal responsibility for the crime of obstructing the prevention and control of infectious diseases in accordance with the provisions of Article 331 of the Criminal Law of the People's Republic of China.

VII. Deal with violations in strict accordance with regulations.

to strictly implement the responsibilities of the local authorities, industry departments and individuals, the supervision team of the municipal epidemic prevention and control headquarters will make unannounced visits from time to time, and the units and individuals who enter the public places without setting the place codes as required or scanning the place codes will be severely dealt with, and the relevant units and individuals will be held accountable.
