Chapter I General Provisions
Article 1 In order to cultivate and practice socialist core values and promote
article 2 these regulations are applicable to the promotion of civilized behavior and related work within the administrative area of this municipality.
article 3 "civilized behavior" as mentioned in these regulations refers to the behavior of abiding by the constitution, laws and regulations, practicing socialist core values, meeting the requirements of citizens' morality in the new era, maintaining public order and good customs, leading social customs and promoting social civilization and progress.
article 4 the promotion of civilized behavior should adhere to the principle of people-oriented, overall promotion, giving equal attention to rewards and punishments, and focusing on cultivation, and build a working mechanism of party Committee leadership, government leadership, social construction and participation of the whole people.
article 5 the steering Committee for spiritual civilization construction of cities and counties shall co-ordinate the promotion of civilized behavior within their respective administrative areas.
the offices of the municipal and county spiritual civilization construction steering committees are specifically responsible for the planning, publicity, guidance, coordination, supervision and inspection of the promotion of civilized behavior within their respective administrative areas.
article 6 the municipal and county people's governments shall regard the promotion of civilized behavior as an important part of spiritual civilization construction, and formulate relevant measures to promote the promotion of civilized behavior.
relevant departments of the municipal and county people's governments shall do a good job in promoting civilized behavior according to their respective responsibilities.
township people's governments and sub-district offices shall, in accordance with their duties and the provisions of these regulations, do a good job in promoting civilized behavior within their respective jurisdictions.
residents' committees and villagers' committees should assist in promoting civilized behavior.
article 7 state organs, enterprises and institutions, social organizations, other organizations and individuals shall actively participate in the promotion of civilized behavior.
State officials and public figures should play an exemplary role in promoting civilized behavior.
Chapter II Behaviors Focused on Standardizing and Advocating
Article 8 Citizens should maintain public order and observe the following provisions:
Speak politely and be polite to others;
Don't go topless in parks, squares, restaurants and other crowded places and take public transportation, and don't take off your shoes to dry your feet;
Don't lie down in the public seat or place personal belongings to hinder others;
Take the elevator first, then get on, and use the escalator to stand orderly and to the right;
when waiting for service, queue up in turn, without crowding, joining the queue or crossing the marking line;
Don't make noise and answer the phone loudly in public venues such as hospitals, libraries, museums and theaters;
Cover your nose and mouth when coughing and sneezing, and patients with respiratory infectious diseases consciously wear masks when going out;
Doing fitness and entertainment activities such as whipping, spinning top and shaking diabolo in public places will not endanger the personal and property safety of others;

Article 9 Citizens should take good care of public sanitation and abide by the following provisions:
Do not smoke in public places, indoor areas of workplaces, public elevators and public transportation in urban areas; Do not smoke when minors and pregnant women are present in non-smoking places;
Go to the toilet in a civilized way, and do not occupy special sanitary facilities for the disabled;
Carry out activities such as hiking, camping, fishing and watching performances in the wild, and clean up the wastes by yourself;
consciously reduce the generation of domestic garbage, and put it in categories according to regulations;
other circumstances stipulated by laws and regulations.
Article 11 Citizens should travel in a civilized manner and abide by the following provisions:
Pedestrians are not allowed to browse or operate hand-held electronic devices when crossing intersections or roads;
Don't use skateboards, roller skates and other non-means of transportation on the road, such as riding flat cars and balance cars;
electric bicycle drivers and riders wear safety helmets;
non-motor vehicles are not allowed to be equipped with awnings;
drive the vehicle through the road section with water and dust, and slow down to avoid splashing others;
When driving a vehicle through a crosswalk, give way to pedestrians, so that pedestrians can pass safely and quickly;
when the vehicle is not charged with the charging facilities, it is not allowed to park in the special parking space for charging;
Don't park the vehicle in the free parking berth on the highway for more than three days;
other circumstances stipulated by laws and regulations.
Article 11 Citizens shall abide by the following provisions and promote the construction of civilized villages and civilized communities:
Do not raise poultry and livestock in violation of regulations;
Do not illegally occupy riverbanks, roads or other public spaces for planting and breeding;
handle weddings, funerals and celebrations in a civilized and thrifty manner, do not ask for high-priced bride price, and resist the bad habits such as extravagance and waste, vulgar marriage, and lavish burial;
other circumstances stipulated by laws and regulations.
Article 12 Keeping dogs in cities shall comply with the following provisions:
Don't keep dogs listed in the forbidden list in the property management area, and don't abuse or abandon dogs;
When taking a dog out of the house, a person with full capacity for civil conduct should use a leash of no more than 1.5 meters;
Do not bring dogs into schools, hospitals, museums, shopping malls, restaurants and other public places or take public transportation, except for special dogs such as guide dogs and support dogs;
Take the dog to take the elevator or go up and down the stairs, and take the initiative to avoid others;
Dog owners should immediately clean up the feces excreted by dogs in public areas.
article 13 market operators shall operate in good faith, clearly mark the price, do not make false propaganda, do not sell fake and shoddy products, do not deceive or mislead consumers, do not use loudspeakers to promote commodities, and do not interfere with public order.
article 14 citizens should surf the internet in a civilized way, express rationally, actively spread positive energy, consciously safeguard network security and order, resist network rumors and bad information, and must not spread others' privacy and engage in activities that infringe others' reputation by using the internet.
article 15 catering service providers shall set up frugal consumption signs to remind consumers to order food in moderation, and offer chopsticks, spoons and packaged articles on their own initiative. Citizens should order food rationally, eat in a civilized way, do not drink too much and do not waste.
Article 16 Family members should support each other, respect the old and love the young. Elders should set an example, inherit a good family style, educate and guide minors to abide by civilized behavior norms.
Neighbors should live in harmony, respect each other's cultural customs and not interfere with the normal life of others.
residents and villagers should care for empty nesters, left-behind children and minor children of migrant workers, and take the initiative to participate in public welfare activities such as beautifying and cleaning communities and villages.
article 17 when performing square dancing, singing and other activities in public places, the volume should be controlled and the normal life, work and study of others should not be disturbed. From 21: 11 a.m. to 6: 11 a.m. every day in summer and from 21: 11 a.m. to 7: 11 a.m. every day in winter, it is forbidden to carry out the above-mentioned cultural and sports activities that produce noise.

chapter iii promotion and protection
article 23 state organs, enterprises and institutions, residents' committees, villagers' committees and other organizations shall set up publicity columns for civilized behaviors in their workplaces, business premises or service areas, actively publicize advanced models of civilized behaviors, disseminate civilized behaviors and supervise uncivilized behaviors.
newspapers, radio, television, online media, mobile media and outdoor advertising facilities management units should publish and broadcast public service advertisements, praise and publicize civilized behaviors, and expose and criticize uncivilized behaviors.
article 24 education administrative departments and educational institutions shall incorporate civilized behavior education into education and teaching content, guide and encourage civilized behavior, and cultivate students' good behavior habits.
Health and emergency management departments, medical institutions and Red Cross organizations should carry out public first-aid knowledge and skills popularization training according to law, so as to enhance citizens' emergency on-site rescue ability.
article 25 the municipal and county people's governments, the steering Committee for spiritual civilization construction and their offices shall establish and improve the system of commendation and reward for civilized behavior, and commend and reward civilized behavior and its promotion in accordance with relevant regulations.
article 26 the municipal and county people's governments and their relevant departments and offices of the spiritual civilization construction steering Committee shall establish a long-term mechanism, do a good job in the construction of civilized cities, and promote the creation of civilized units, civilized villages and towns, and civilized families.
article 27 the municipal and county people's governments shall make overall arrangements for funds in public financial expenditures to ensure the normal development of civilized behavior promotion.
article 28 the municipal and county people's governments should increase investment in infrastructure for promoting civilization and strengthen the planning, construction and management of urban and rural infrastructure, public service facilities and barrier-free facilities.
the municipal and county people's governments should strengthen the planning and construction of urban parking lots, formulate preferential policies, guide and encourage social forces to invest in the construction of public parking lots and special parking lots, including three-dimensional and underground parking lots, and develop temporary parking lots and berths.
Article 29 The municipal and county administrative departments shall, jointly with relevant departments and units, strengthen the planning, construction and management of public toilets. The construction and renovation of public toilets shall conform to the standards prescribed by the state.
In crowded places such as stations, hospitals, shopping malls, tourist attractions, stadiums, government service halls, etc., maternal and child rooms and third bathrooms should be built according to regulations, and facilities and equipment for convenience should be provided.
article 31 state organs, enterprises, institutions, social organizations and other organizations are encouraged to open internal facilities such as parking lots, toilets, culture, sports, science and education to the public.
encourage and support state organs, enterprises, institutions, social organizations and other organizations to set up service stations by using their premises and facilities to provide sanitation workers and other people in need with convenient services such as drinking water, heating meals, shelter from the wind and rain.
article 31 the municipal and county people's governments and relevant departments shall strengthen the construction of public reading facilities such as public libraries, mobile libraries and public newspaper reading columns to provide convenient and fast reading services for citizens.
encourage and support units and individuals to set up reading areas such as library and reading corner in their own premises or family residences, and carry out activities such as exchange, donation and gift of books, audio-visual products and digital reading resources.
article 32 state organs, enterprises, institutions, social organizations and other organizations shall discourage uncivilized behaviors in their workplaces, business premises or service areas. If it is an illegal act, it shall be stopped in time, reported to the relevant administrative law enforcement departments, and assisted in obtaining evidence.
article 33 citizens have the right to discourage uncivilized behavior, and they can complain and report through the 12345 government service hotline. The department responsible for handling complaints and reports shall promptly handle and reply according to law, and keep the complaints and informants confidential.
chapter iv legal liability
article 34. if laws and regulations have stipulated legal liability for acts that violate the provisions of these regulations, those provisions shall prevail.
Article 35 The following penalties shall be imposed by the public security organs:
Those who violate the provisions of Item 4 of Article 11 of these Regulations shall be fined 51 yuan;
those who violate the provisions of item 7 of article 11 of these regulations shall be ordered to leave; Refusing to leave or the driver is not at the scene, a fine of not less than twenty yuan but not more than two hundred yuan shall be imposed;
in violation of the provisions of item 8 of article 11 of these regulations, it shall be ordered to leave; Refusing to leave or unable to leave, a fine of 211 yuan shall be imposed;
in violation of the provisions of the first paragraph of Article 12 of these regulations, the public security organ shall confiscate the dogs and impose a fine of not less than 5,111 yuan but not more than 11,111 yuan in the property management area;
in violation of the provisions of article 17 of these regulations, give a warning; If no correction is made after warning, a fine of not less than 211 yuan but not more than 511 yuan shall be imposed.
article 36 if the relevant departments and their staff responsible for promoting civilized behavior abuse their powers, neglect their duties or engage in malpractices for personal gain in the promotion of civilized behavior, the directly responsible person in charge and other directly responsible personnel shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
chapter v supplementary provisions
article 37 these regulations shall come into force as of October 1, 2121.
