The Gansu Provincial Bureau of Quality and Technical Supervision issued the "Lanzhou Beef Noodle Standard" and the "Lanzhou Beef Noodle Pavilion (Shop) Grading" local standards in 2000 and 2003 respectively. The official reference to "authentic" is to comply with these two standards.
The Standard stipulates the quality of noodles, varieties, specifications, technical requirements, sensory requirements, etc., while the noodle shop is divided into four grades based on its material, management, technology, service, safety, health and environmental protection.
On July 1, 2010, the Interim Measures for the Management of Lanzhou Beef Noodle Trademarks formulated by the Lanzhou Commercial Federation came into effect. This means that any enterprise or individual that meets the conditions for using the registered trademark "Lanzhou Beef Noodle" can use the trademark for free.
The Lanzhou Beef Noodle Trademark Use Application submitted by enterprises or individuals will be reviewed by the Lanzhou Commercial Federation within 20 working days from the date of receipt of the application, which will complete the on-site inspection of the applicant's place of business and condition, and put forward a written audit opinion. For the application that meets the conditions of trademark use, both parties will sign the Lanzhou beef noodle trademark use license contract, and the applicant will receive the Lanzhou beef noodle commercial standard use certificate and the sample of Lanzhou beef noodle trademark logo.
There are two different ways to use the registered trademark of "Lanzhou Beef Noodle" according to different regions. That is, in Lanzhou administrative division, has been operating or to operate Lanzhou beef noodle catering enterprises or individuals, as well as the production and operation of Lanzhou beef noodle related, matching products, enterprises or individuals, applying for Lanzhou beef noodle trademarks, the use of general licensing, the chain of enterprises, by the head office or the company declared a unified, a store a certificate. The Interim Measures stipulate that the application for the trademark of Lanzhou beef noodles shall meet the following conditions at the same time:
(1) with the business license of the enterprise registered in accordance with the law, the tax registration certificate, catering service license, health certificate of employees and other relevant certificates;
(2) the business area shall be more than 80 square meters or the production and processing area shall be more than 500 square meters in compliance with the Lanzhou Beef Noodle Pavilion (Shop) Classification and Grading" Level 3 standard or above;
(3) During the three years before applying for the use of Lanzhou Beef Noodle Trademark, there is no bad record of being punished by the relevant law enforcement agencies; and the operation is standardized in accordance with the "Lanzhou Beef Noodle Standard".
On March 26, 2012, the Ministry of Human Resources and Social Security officially approved the "Lanzhou Beef Noodle Production Special Occupational Competency Assessment Specification" drawn up and declared by the Gansu Provincial Department of Human Resources and Social Security, and started the assessment and appraisal work comprehensively.
This is the first national special vocational ability assessment specification approved in Gansu Province, which marks Lanzhou beef ramen production as one of the existing 133 special occupations in China, and has won unprecedented historical opportunities for the development of Lanzhou beef ramen brand.
