1. Drilling wells requires corresponding approval procedures, and it is illegal to enter without permission. However, family life and sporadic free-range, captive livestock and poultry drinking and other small amounts of water can not be investigated;

Similarly, the water administrative department of the people's government at or above the county level or the river basin management agency will be ordered to stop the illegal act according to their functions and powers, and a serious fine of 21,111 to 111,111 yuan will be imposed according to the circumstances;

3. Groundwater resources are precious, which is related to the protection of water resources and the safety of water environment in the jurisdiction and the vital interests of the people. Generally speaking, under the guidance of scientific planning, the water department will make overall consideration based on the water safety and water environment construction of the jurisdiction, and whether to agree with the application of water users to take groundwater, which is not only responsible for the safety production of water users, but also for the geological structure, water safety and water environment construction of the whole jurisdiction. Therefore, the water department hopes that all sectors of society should attach great importance to the problem of groundwater, and do not take groundwater at will, so as to avoid the serious impact on the sustainable utilization of groundwater resources caused by illegal water intake as much as possible.

Legal basis: Article 48 of the Law of the People's Republic of China on Water Resources

Units and individuals who directly take water resources from rivers, lakes or underground shall apply to the water administrative department or river basin management institution for a water permit and pay the water resources fee to obtain the right to take water in accordance with the provisions of the national water permit system and the paid water resources use system. However, except for family life, sporadic free-range, captive livestock and poultry drinking and other small amounts of water.

The specific measures for implementing the water permit system and collecting and managing water resources fees shall be formulated by the State Council.

Article 69
