chapter I general provisions article 1 in order to strengthen the management of kitchen waste, promote the harmless treatment and resource utilization of kitchen waste, maintain the city appearance and environmental sanitation, and ensure food safety and human health, these measures are formulated in accordance with the law of the people's Republic of China on the prevention and control of environmental pollution by solid waste, the regulations on the administration of city appearance and environmental sanitation and other laws and regulations, and combined with the actual situation of our city. Article 2 These Measures shall apply to the activities such as the generation, collection, transportation and disposal of kitchen waste and related supervision and management within the urban area of this Municipality. Article 3 The term "kitchen waste" as mentioned in these Measures refers to food residues, inedible waste animal and vegetable fats and various oil-water mixtures produced in food processing, catering service, collective feeding and other activities other than residents' daily life.

Units engaged in food processing, catering services and collective catering activities, including individual industrial and commercial households, are hereinafter collectively referred to as kitchen waste generating units. Article 4 The management of kitchen waste in this Municipality follows the principles of reduction, recycling and harmlessness, and implements the system of classified delivery, unified collection and transportation and fixed-point disposal. Article 5 The municipal and urban people's governments shall strengthen the unified leadership, organization and coordination of the management of kitchen waste.

Article 6 The municipal administrative department of city appearance and environmental sanitation shall, jointly with relevant departments, formulate a plan for the treatment of kitchen waste, which shall be incorporated into the special plan of city appearance and environmental sanitation, and make overall arrangements for the layout, land use and scale of facilities for the collection, transportation and disposal of kitchen waste.

Article 7 The relevant catering industry associations shall formulate the industry self-discipline system, and urge the member units to strengthen the management of kitchen waste generation and delivery activities. Chapter II Generation, Collection, Transportation and Disposal of Kitchen Wastes Article 8 Anyone who engages in the collection, transportation and disposal of kitchen wastes shall obtain a service license for the collection, transportation and disposal of municipal solid waste. Article 9 The service enterprises for the collection, transportation and disposal of kitchen waste shall be determined by means of fair competition such as bidding, and the service license for the collection, transportation and disposal of urban domestic waste shall be issued to the successful bidder. At the same time, an agreement shall be signed with the successful bidder to clearly stipulate the business content, area, scope, time limit and service standard, which shall be taken as an annex to the service license for the collection, transportation and disposal of urban domestic waste. Article 11 A kitchen waste generating unit shall abide by the following provisions:

(1) It shall sign a collection and transportation service agreement with the enterprise that has obtained the collection and transportation service license for kitchen waste, and deliver the kitchen waste in time according to the agreement. Shall not be handed over to the units and individuals that have not obtained the service license for the collection, transportation and disposal of kitchen waste;

(2) The kitchen waste shall be collected and stored separately from other municipal solid waste, and the fully enclosed special collection container for kitchen waste provided by the kitchen waste collection and transportation enterprise shall be used as required, and the container shall be kept intact, sealed and tidy;

(3) The municipal solid waste disposal fee shall be paid according to the charging standard determined by the Municipal People's Government;

(4) Other requirements stipulated by laws, regulations and rules. Article 11 A kitchen waste collection and transportation enterprise shall abide by the following provisions:

(1) It shall sign a collection and transportation service agreement with the kitchen waste generating unit and report it to the local city appearance and environmental sanitation administrative department for the record;

(2) provide kitchen waste generating units with fully enclosed special collection containers that meet the standards free of charge;

(3) Abide by the standards and norms of environmental sanitation operation, and collect and transport kitchen waste in time according to the agreement of collection and transportation service;

(4) After the kitchen waste is collected, the workplace shall be cleaned in time, and the collected kitchen waste shall be transported to the designated disposal place;

(5) The collected kitchen waste shall not be handed over to the units and individuals that have not obtained the license of kitchen waste disposal service;

(6) The vehicles used for collecting and transporting kitchen waste shall be fully enclosed and automatically unloaded, ensuring that they are sealed and intact, keeping their appearance clean and tidy, and spraying the specified identification marks;

(7) Other requirements stipulated by laws, regulations and rules. Article 12 A kitchen waste disposal enterprise shall abide by the following provisions:

(1) Receiving the kitchen waste transported by the kitchen waste collection and transportation enterprise according to the requirements of the disposal service agreement and specifications;

(2) strictly follow the relevant regulations and technical standards to treat the wastewater, waste gas, waste residue and dust generated in the process of kitchen waste disposal to prevent secondary pollution;

(3) Provide kitchen waste disposal facilities and equipment as required, and ensure their good operation;

(4) measure the daily collection, transportation, entry and exit of the station and disposal of kitchen waste, and submit statistical data and statements to the municipal administrative department of city appearance and environmental sanitation as required;

(5) The kitchen waste disposal site and the surrounding environment shall be kept clean and tidy;

(6) regularly monitor water, gas, soil and other environments as required, test and evaluate the performance and environmental protection indicators of kitchen waste disposal facilities, and report the test and evaluation results to the administrative department of environmental protection, city appearance and environmental sanitation.

(7) Other requirements stipulated by laws, regulations and rules.
