the material reserve department of the provincial people's government is responsible for the government's salt reserve work; City, state people's governments and people's governments at the county level can carry out government salt supplementary reserve work according to local actual conditions.

the relevant functional departments of the people's governments at or above the county level shall do a good job in salt management according to their respective responsibilities. Article 5 People's governments at all levels should strengthen publicity and education on salt safety, rational iodine supplementation and rational use of salt, popularize salt safety knowledge, encourage social organizations, grassroots mass autonomous organizations and salt producers and operators to popularize salt safety laws, regulations, salt safety standards and knowledge, advocate healthy eating styles, and enhance consumers' awareness of salt safety and self-protection ability.

The news media should publicize the laws and regulations on salt safety and scientific iodine supplementation, as well as the salt safety standards and knowledge, and supervise the illegal acts of salt safety by public opinion. Chapter II Production and Operation Article 6 Whoever engages in salt production shall obtain the certificate of the designated salt production enterprise.

The fixed-point wholesale system is implemented for salt. Enterprises that have not obtained the certificate of salt wholesale enterprises shall not engage in salt wholesale business. Seventh salt wholesale enterprises should engage in wholesale business in the area approved by the certificate of salt wholesale enterprises. Salt wholesale enterprises shall not entrust individuals or units without salt wholesale qualifications to carry out wholesale business. Eighth salt wholesale enterprises shall purchase salt from salt production enterprises or other salt wholesale enterprises, and salt retail operators shall purchase salt from salt wholesale enterprises. Salt wholesale enterprises and salt retail operators shall check the supplier's relevant licenses and the factory salt quality inspection report, and obtain the VAT invoice.

salt wholesale enterprises should establish a salt purchase record system. Truthfully record the variety, name, specification, quantity, production date or production batch number, shelf life, purchase date, name, address and contact information of the supplier, and keep relevant vouchers.

Tenth retail iodized salt in this province shall be packaged in small packages in accordance with the relevant provisions of the state, and the packaging specifications shall not exceed 1111 grams. Packaging must meet the relevant food safety standards. Article 11 The iodine content of iodized salt sold shall conform to the national standards implemented by this province, and the iodine content shall be marked on the package of iodized salt in accordance with the law. The health administrative department of the provincial people's government shall timely adjust the national standard of iodine content implemented in this province according to the monitoring results. Twelfth in order to prevent and treat diseases, other nutritional fortifiers are added to iodized salt at the same time, which shall comply with laws, regulations and national food safety standards.

if iodized salt is not suitable for eating due to diseases and other conditions, non-iodized salt should be selected under the guidance of a doctor. Thirteenth salt wholesale enterprises should publish the name, address and contact information of the sales outlets of iodized salt to the public through the Internet and other ways that are convenient for consumers to inquire.

retail packaging of iodized salt should be clearly marked with iodized salt. Retail operators without iodized salt should make special tips on the consumption of iodized salt in the business premises to meet the consumption needs of specific groups of people without iodized salt.
