Why should the pipeline safety valve be set in the liquefied gas pipeline and why not set in the pipeline?

the inlet and outlet pipes in front of the tank should be equipped with safety valves. In summer, the pressure in the pipeline in the main area increases because of the rising oil temperature. In order to ensure safety, this section of pipeline should be depressurized. Our general practice is to install a pressure check valve or a safety valve to let the pipeline pressure leak into the tank. The specific way is to bridge the safety valve (or pressure check valve) at the second valve in front of the tank (because the first valve in front of the tank is always open).
