The setting of outdoor advertisements in the following places shall be approved by the Municipal Amenities Administration Bureau after signing the opinions of the relevant departments. (a) the setting of billboards or hanging floats on bridges or street lamp poles and the setting of outdoor advertising within the scope of municipal roads and road control zones, shall obtain the consent of the Municipal Construction Commission, the Street Lighting Administration Department and the Municipal Engineering Management Department, respectively; (b) where the use of flower belts, public **** green space and other municipal utilities as a media for setting up outdoor advertisements, the consent of the Municipal Landscape Management Department shall be obtained first; (c) the setting of Outdoor advertising involves traffic safety, shall first obtain the consent of the public security and transportation departments; (d) set up a single board area of 1 O square meters or more outdoor advertising signage, shall first obtain the consent of the municipal planning administrative department, and handle the relevant planning procedures. Article 18 "Application for setting up outdoor advertising shall submit the following information: (a) application for setting up; (b) valid certificates proving identity (unit certificate, ID card) and business license; (c) advertising design plan, effect diagram; (d) lease agreement for renting the site or facilities (indicating the lease period and rent)." Article 19 "After reviewing the information is complete and valid, the applicant shall fill in the "outdoor advertising setup review form". The need for the relevant departments to sign the opinion of the applicant to send the relevant departments to sign the opinion to the Municipal Amenities Bureau, the Municipal Amenities Bureau to receive the 'outdoor advertising setup review form' within five working days from the date of a written decision
