We should fully support small and medium-sized enterprises to attract people with employment difficulties to carry out training in different industries, support small and medium-sized enterprises that have temporarily stopped production and business due to the epidemic to organize employees to carry out training in different industries, and support various enterprises in foreign trade, accommodation, catering, cultural tourism, transportation, wholesale and retail industries to carry out training in different industries to ensure the completion of the objectives and tasks of this year's vocational skills upgrading action.
In accordance with the requirements of Document No.30, local human and social departments should refine the policy of replacing training with work, innovate and improve the policy system for upgrading vocational skills, and clarify the management service process and subsidy standards. Before June 15, the human and social departments of all provinces (autonomous regions and municipalities) shall complete the formulation of subsidy standards in conjunction with the financial departments, and the office of the Leading Group for Vocational Skills Improvement Action of our department will supervise and report. Local human and social departments should include the implementation of information such as the number of staff training personnel, the number of supporting enterprises, and the number of capital expenditures into the monthly reconciliation statistics of vocational skills improvement actions.
