Chapter I General Provisions
Article 1 In order to implement the spirit of "Implementation Opinions of Hainan Provincial Party Committee and Hainan Provincial People's Government on Winning the Tough Fight against Poverty" (No.7 [2116] of Qiong Ban Fa), we will promote the scientific, institutionalized and standardized selection and management of those responsible for helping poor households in our province (hereinafter referred to as those responsible for helping), fully mobilize the enthusiasm, initiative and creativity of those responsible for helping, and fully complete it.
article 2 these measures are applicable to the management of the responsible persons who have the task of helping the poor households who have set up files and set up cards at all levels in the province.
Chapter II Recommended Appointments
Article 3 The persons responsible for assistance are composed of municipal (county) organs, enterprises and institutions, people's organizations, township (town) cadres and workers, village party branches and villagers' committees (hereinafter referred to as "village committees"). By the city (county) leading group for poverty alleviation and development, the helpers selected by each unit will be uniformly arranged to each township (town) according to the overall task of helping the city (county) and the task of tackling poverty in each township. The township (town) Party committee shall co-ordinate the city (county), township (town) and village committees to help cadres, and make specific arrangements according to the task of helping poor households in the township (town) to determine the target of pairing assistance. In principle, the personnel of the designated helping units shall arrange to help poor villages in this department.
for the poverty-stricken households who have set up files and set up cards, the person responsible for helping should achieve full coverage. In principle, the number of tasks for each responsible person to help poverty-stricken households in the current year should not exceed 5, and the number of tasks for helping poor households who have been out of poverty and need to continue to help them in the next year should not exceed 5 per year.
article 4 the person responsible for helping must have good political quality, love poverty alleviation, dare to take responsibility, be good at mass work, have a strong sense of professionalism and responsibility, have a solid style of work, be not afraid of hardship, be willing to contribute and be healthy.
Article 5 During the assistance period, party member's organizational relationship, tasks undertaken in the original unit, cadre status, establishment nature, political treatment, salary and welfare will remain unchanged.
Chapter III Responsibilities
Article 6 Responsibilities of helping the responsible person.
(1) Play a guiding role, publicize the poverty alleviation policies of the Party and the government, actively encourage poor households to participate in poverty alleviation TV evening classes, persist in treating the poor first, and help the poor first, and carry out the "I want to get rid of poverty" education activities to help the poor establish the concept of self-reliance and hard work to get rich, enhance their confidence and determination to get rid of poverty and get rich, and constantly improve the awareness of the masses.
(2) play the role of helper, find out the situation of poor households, analyze the causes of poverty caused by poor households, select the path of poverty alleviation, formulate assistance plans, implement assistance measures, help implement poverty alleviation projects, work hard, and improve the self-development awareness and ability of the recipients.
(3) play a liaison role, coordinate the relationship between village party organizations and the government and the poor people, be responsible for the communication between poor households and designated poverty alleviation units and departments, and actively coordinate the implementation of assistance measures at all levels.
(4) play an exemplary role, set an example, take a diligent and down-to-earth working attitude, work hard and bear hardships and stand hard work style, show concern for the poor people and show concern for their noble feelings, establish a good image of Party cadres among the masses, and constantly improve their satisfaction.
(5) Sincerely pair up, give full assistance, visit the pairing assistance targets at least four times a month, and send the Party's policies of benefiting farmers such as education, medical care and land to every household, so that every poor household can enjoy the dividends brought by the policies; For poor households with the conditions to develop industries, help them choose development projects, strive for financial support, and achieve stable income increase; Establish a registration manual for assistance work, assist the rural areas to do a good job in the registration, management and filing of assistance assets, and guide the assistance objects to fill out the "Poverty Alleviation Manual" together with the resident team and the cadres of the "village committees". The contents must truly reflect the whole process of assistance and ensure that the information is complete and accurate; We will promptly cooperate with the relevant departments of the city (county) and township (town) to quit the poverty-stricken households that have been lifted out of poverty by helping them.
(6) actively complete other assistance work assigned by the party Committee and government.
chapter iv management norms
article 7 the township (town) party Committee and government shall co-ordinate the management of those responsible for assistance within their respective jurisdictions and establish a list of those responsible for assistance. In principle, the person responsible for helping should remain stable and should not be replaced frequently at will. When personnel change, the roster should be updated in time. The roster shall be reported to the municipal (county) leading group office for poverty alleviation and development for the record.
Article 8 The person responsible for helping others shall also accept the management of the dispatched unit. When helping the responsible person to fulfill the responsibility of helping the village, he should also take the initiative to accept the daily management of the resident team. If there is no resident team, the "village committees" are responsible for daily management and business docking. The unit, position and contact information of the responsible person should be publicized on the responsibility card in front of the poor households, and the resident team or the "village committees" should boldly manage, coordinate and guide the responsible person to help the poor households.
article 9 city (county) organizations, poverty alleviation departments, and townships (towns) should conduct at least one comprehensive and systematic pre-job training for the newly determined responsible persons, help them master the poverty alleviation policies of the party and the government, carry out mass work and poverty alleviation work in poor villages, and help them adapt to the working environment of poor villages as soon as possible and improve their performance ability and level. Every year, the person responsible for helping should be trained in rotation once, and the time is not less than 2 days.
Article 11 The person responsible for assistance shall implement attendance registration when entering the village to carry out assistance work, and the resident team and the "village committees" shall be responsible for the registration work.
article 11 work records. The person in charge of assistance should establish a special assistance record book, truthfully record the specific content and time of each assistance work, and be signed and approved by poor households.
article 12 report regularly. Helping the responsible person should report to the resident team once every quarter, and report to the dispatched unit and the township (town) party Committee and government once every six months in written form. Major issues in the process of helping poor households should be reported to the township (town) resident team and dispatched units in a timely manner. When necessary, it can also report directly to the township Party committee and government
Article 13 In any of the following circumstances, the dispatched unit will recall the responsible person, make adjustment and replacement, and report to the township (town) Party committee and government and the office of the leading group for poverty alleviation and development of the city (county) for the record.
(a) due to illness, family difficulties, etc., can not insist on working in the village;
(2) because of my quality, ability and other reasons, I am not suitable for helping, and the effect is not obvious after helping;
(3) the work style is slow, not conscientious, not conscientious, the effectiveness of assistance is not obvious, and the masses have strongly reflected it;
(4) It is not appropriate to continue to take the responsibility of helping the responsible person after being punished by the Party and government discipline or being incompetent in the annual assessment;
(5) retired, transferred from the original unit or resigned from public office.
the recalled person responsible for assistance shall not be rated as "excellent" in the current year (except for recalling due to illness). Because of the reasons mentioned in items (2), (3) and (4) of this article, it shall not be promoted within one year.
Article 14 The person responsible for helping should consciously accept the management of the township (town) Party committee, government, resident team and "village committees", and actively communicate and dock.
Article 15 The person responsible for helping should actively coordinate with all relevant functional departments. Strictly abide by the party discipline and state laws, adhere to honesty and self-discipline, and are not allowed to spread statements inconsistent with the central authorities, to play cards and gamble, to participate in feudal superstitious activities, to reimburse personal expenses in the village where they work, to participate in public funds for eating and drinking, to accept gifts and gifts, and to participate in various activities that damage the image of party member and cadres. In the village cadres or farmers' homes, the boarding fee should be paid according to the standard.
the leading group for poverty alleviation and development in the city (county), the party committee and government of the township (town) should regularly or irregularly supervise and inspect the work of those responsible for helping, find problems and solve them in time.
Chapter V Safeguard Measures
Article 16 The sending unit shall reimburse the person responsible for helping the person who has missed meals and transportation subsidies due to work needs.
Article 17 The dispatched unit shall play a backing role, support the responsible persons selected by the unit to carry out the assistance work, properly arrange their own work tasks, and create favorable conditions for them to carry out the assistance work. The leaders of the dispatched units should visit and guide the work in the village where the responsible person is located at least once every six months to keep abreast of the work of the responsible person and help solve the problems encountered by the responsible person.
chapter VI assessment and rewards and punishments
article 18 at the end of each year, the township (town) party Committee shall form an assessment team to assess the assistance work of those responsible for assistance within the township (town). The assessment plan shall be formulated by the township (town) and reported to the municipal (county) leading group office for poverty alleviation and development for the record.
the assessment contents include: the satisfaction of helping the masses, the completion of the annual task of poverty alleviation, the filling of the poverty alleviation manual, work records, attendance and the implementation of measures.
article 19 the assessment results of those responsible for assistance are divided into four grades: excellent (91-111 points), qualified (71-89 points), basically qualified (61-69 points) and unqualified (below 59 points). The outstanding responsible persons for assistance are produced from the outstanding resident teams, and the number of places accounts for 21% of the number of responsible persons for assistance.
Twentieth assessment results shall be reported to the leading group for poverty alleviation and development of the city (county) and the organization department of the city (county) committee. City (county) leading group for poverty alleviation and development shall report the assessment results and commend those responsible for outstanding assistance. The assessment results are fed back to the sending unit.
Article 21 The annual assessment is an important basis for helping the responsible person to select advanced, improve the salary grade and promote his position. Give priority to using or raising the salary grade under the same conditions for those who have performed well and achieved remarkable results in poverty alleviation during the assistance period.
Article 22 If the person responsible for helping is rated as unqualified, the city (county) leading group for poverty alleviation and development will conduct informed criticism, and if it causes adverse effects, the leader or deputy head of the leading group for poverty alleviation and development of the city (county) will interview the person in charge of its dispatched unit.
Chapter VII Supplementary Provisions
Article 23 These Measures shall come into force as of the date of issuance.
Article 24 These Measures shall be interpreted by the Office of the Provincial Leading Group for Poverty Alleviation and Development.
