Chapter I General Principles

Article 3 The reconstruction funds are included in the budget management, and are reflected in the general budget, governmental fund budget and state-owned capital fund budget, respectively, according to the funding channels.

Bank loans and self-financing funds are included in the statistical scope of post-disaster recovery and reconstruction funds, but are not included in the management of the fiscal budget.

Article 4 In accordance with the post-disaster restoration and reconstruction tasks determined by the provincial government, the reconstruction funds are mainly used for post-disaster restoration and reconstruction by means of project investment, investment subsidies, capital injections, and interest subsidies.

Article 5 The basic principles of reconstruction fund management are to make overall arrangements, ensure the focus, total control, categorization and implementation, special account management, strict economy, strengthen supervision, and focus on performance.

Chapter II Mobilization of Reconstruction Funds
