Nine small places refer to primary schools or kindergartens, small hospitals, small shops, small restaurants, small hotels, small song and dance entertainment places, small internet cafes, small beauty bathing places and small production and processing enterprises.

These places have serious potential safety hazards due to weak safety awareness and inadequate safety measures, and are crowded with people, which will cause heavy casualties in case of accidents. It has been listed as the object of comprehensive improvement of fire safety by local governments.

The "nine small places" mentioned in these Provisions refer to the following places such as catering, shopping, accommodation, entertainment, leisure and fitness, medical treatment, teaching, production and processing, sales and storage of inflammable and explosive dangerous goods:

(2) Dining places: small restaurants with a rated number of less than 111 people;

(3) Accommodation: small hotels with fewer than 51 beds;

(4) public entertainment places: small public entertainment places located on the first, second and third floors of buildings with a construction area of less than 211 square meters;

(5) Leisure and fitness places: small leisure and fitness places such as bathing, pedicure, beauty salons, bars, tea houses, chess and card rooms, cafes and fitness clubs with a building area of less than 211 square meters;

(6) medical places: township hospitals, street hospitals, community hospitals and other small hospitals (clinics), nursing homes, nursing homes and welfare homes with fewer than 31 beds;

(7) Teaching places: boarding schools, nurseries and kindergartens with fewer than 51 beds; Non-boarding schools with less than 511 students and non-boarding nurseries and kindergartens with less than 111 students;
