Article 2 These Measures shall apply to the mining of villages and towns (including villages, the same below) and individuals (including individual partnerships, the same below) within the administrative area of our province. Article 3 The competent department of Geology and Mineral Resources of the people's governments of provinces, cities and counties (including county-level cities and districts, the same below) is responsible for the supervision and management of collective and individual mining in towns and villages. (1) To supervise, manage and guide the development, utilization and protection of mineral resources by collective and individual villages and towns within their jurisdiction according to relevant laws, regulations and rules;
(2) sending roving mineral inspectors to areas where collective and individual mining in villages and towns are concentrated according to regulations;
(three) in conjunction with the relevant competent departments to do a good job in the township collective and individual mining abnormal reserves reimbursement and transfer of mineral reserves for examination and approval;
(4) Establish and improve the assessment index system and periodic report system for rational development, utilization and protection of mineral resources jointly with relevant competent departments;
(5) organizing or assisting relevant competent departments to summarize and exchange experiences in the development, utilization and protection of mineral resources. Article 4 The relevant competent departments of the people's governments of provinces, cities and counties shall assist the competent departments of geology and mineral resources at the same level to do a good job in the supervision, management and guidance of the development, utilization and protection of mineral resources by township collectives and individuals, and be responsible for the exchange of experience in the development, utilization and protection of mineral resources by township collectives and individuals. Article 5 The competent departments of township enterprises in areas where collective and individual mining are concentrated, and the geological survey institutions or geological survey personnel of small and medium-sized township collective enterprises shall be responsible for the supervision and management of the development, utilization and protection of mineral resources in their own regions or enterprises according to the provisions of Article 6 of the Interim Measures for the Supervision and Administration of Mineral Resources.

(3) mineral reserves and tailings management system;
(4) statistical system for the development and utilization of mineral resources;
(5) land reclamation, environmental protection and safety production system. Eighth township collective and individual mining in the middle (horizontal) mining should have a mining design, block mining should have a single mining design, and mining should be carried out according to the mining design. Mining construction must establish construction acceptance system and geological survey acceptance mapping system to prevent resource loss. Ninth township collective and individual mining must meet the design mining recovery rate index and mineral processing recovery rate index. When the mine is closed, the designed total recovery rate index must be reached. Tenth township collective and individual mining in addition to sand, stone, clay small mines, must meet the following requirements:
(1) underground mining should be regularly surveying and mapping the underground and underground mining engineering control map, mining face geological sketch map, mining engineering plan;
(2) Surveying and mapping the plan and profile of geological and mineral occurrences in the stope (open-pit stage);
(3) having the design data of the middle section (horizontal) or block section and mining, and drawing the plan
of the mining (stripping) project on a regular basis;
(4) The mining of * * * biotic and associated minerals should have a mineral evaluation report. Eleventh township collective and individual mining of mineral reserves delineation, calculation and mining, must be based on the industrial indicators of mineral reserves approved by the relevant mining authorities, without the approval of the original examination and approval department, shall not be arbitrarily changed. Twelfth township collective and individual mining should be comprehensive exploitation and utilization of * * * raw and associated minerals. Technical measures should be taken to protect low-grade ores, thin-layer ores, tailings and waste rocks (coal gangue) that can not be used for the time being; Those that have been mined should be properly stacked and preserved to prevent loss and environmental pollution. Thirteenth township collective and individual mining normal reimbursement or transfer of mineral reserves, approved by the relevant competent departments; Abnormal reimbursement or transfer of mineral reserves shall be examined and approved by the relevant competent department in conjunction with the competent department of geology and mineral resources at the same level. Without approval, no unit or individual may abolish tunnels and other projects without authorization. Fourteenth township collective and individual mining must establish monthly, quarterly and annual accounts of mining volume, loss volume, production volume and reserves, and regularly fill in statistical reports on the development and utilization of mineral resources to the competent department of Geology and mineral resources and relevant competent departments. Fifteenth township collective and individual mining mine closure, should be three months to six months in advance to the original examination and approval department to submit the report of mine closure, after the approval of the original examination and approval department, to the original examination and certification department to declare the cancellation procedures. Sixteenth township collective and individual mining closed mine report, should include the following contents:
(a) the reasons for the closure of mines;
(2) years of mining;
(3) the completion of mining recovery rate, mining dilution rate and mineral processing recovery rate;
(4) the comparison between the designed mining reserves of the mine and the mined mineral resources over the years;
(5) analysis of mine economic benefits;
(6) Land reclamation and environmental protection measures.
collectively-owned and privately-owned mining in villages and towns should submit the approval documents for reimbursement of mineral reserves and the materials that need to be permanently preserved, such as mine geology, survey, mining, unsafe hidden dangers, land reclamation and utilization, environmental protection, etc.
