In order to prevent and control the epidemic situation of college students returning from school, on June 3rd, the State Council responded to the comprehensive group of joint prevention and control mechanism of epidemic situation in novel coronavirus, and put forward clear requirements for all localities. We must strictly implement the requirements of prevention and control policies. In areas with epidemic situation and universities without epidemic situation, after closed management for more than 7 days, students can leave school and return to China within 48 hours with negative proof of nucleic acid test and relevant proof issued by universities, and implement "peer-to-peer" closed-loop return to China. College students who meet the above conditions will no longer be isolated and will be monitored for 7 days after returning home. If there is any abnormality, it should be reported to the local community and the epidemic prevention and control department in time. All localities should gradually convey and implement the epidemic prevention and control policies for students leaving school and returning home, and should not be overweight. For college students who have returned home before, all localities can conduct comprehensive evaluation and control according to the principle of "one person, one policy".

If it is really necessary to isolate students returning to school, all localities will be exempted from centralized isolation fees. Strengthen the care and humanistic care for students during the period of centralized isolation, ensure accommodation conditions, meet the necessary living and medical needs, and encourage the adoption of warm-hearted measures. To fully implement closed-loop management, relevant departments and universities should strengthen coordination and close cooperation to ensure the "peer-to-peer" return of students from school gates to their homes and closed-loop epidemic prevention management. Colleges and universities should "one person, one file" to formulate the information account of students leaving school, strengthen students' health education and safety education, and guide students to do personal protection throughout the process.
