Chapter I General Provisions

Article 5 The Ministry of Transport is responsible for the management of road transport practitioners throughout the country.

The transportation departments of local people's governments at or above the county level are responsible for organizing and leading the management of road transport practitioners within their respective administrative areas, and are specifically responsible for the management of road transport practitioners within their respective administrative areas.

Road transport management institutions at or above the county level shall be specifically responsible for the management of drivers, motor vehicle maintenance technicians, motor vehicle driving training coaches, road transport managers and other road transport practitioners within their respective administrative areas. Chapter II Vocational Qualification Management

Article 9 A driver of commercial road passenger transport shall meet the following conditions:

(a) to obtain the corresponding motor vehicle driver's license 1 year or more;

(two) the age is not more than 60 years old;

(3) No major traffic accidents within 3 years;

(four) to master the basic knowledge of road passenger transport regulations, motor vehicle maintenance and passenger first aid;

(5) Having passed the examination and obtained the corresponding qualification certificate.

Article 10 A commercial road freight transport driver shall meet the following conditions:

(a) to obtain the corresponding motor vehicle driver's license;

(two) the age is not more than 60 years old;

(three) to master the relevant laws and regulations of road cargo transportation and motor vehicle maintenance and the basic knowledge of cargo loading and storage;

(4) Having passed the examination and obtained the corresponding qualification certificate.

Eleventh road dangerous goods transport drivers shall meet the following conditions:

(a) to obtain the corresponding motor vehicle driver's license;

(two) the age is not more than 60 years old;

(3) No major traffic accidents within 3 years;

(four) to obtain the qualification of road passenger transport or cargo transport driver for more than 2 years or to receive full-time driving vocational education;

(five) to accept the training of relevant laws and regulations, safety knowledge, professional technology, occupational health protection and emergency rescue knowledge, and to understand the nature, hazard characteristics, use characteristics of packaging containers and emergency measures in case of accidents;

(6) Having passed the examination and obtained the corresponding qualification certificate.

Article 15 Anyone who applies for taking the qualification examination for drivers of commercial road passenger and freight transport shall apply to the municipal road transport management institution of his domicile or temporary residence, fill in the Application Form for the Qualification Examination for Drivers of Commercial Road Passenger and Freight Transport (see Annex 1 for the format), and provide the following materials:

(a) identity certificate and a copy;

(2) Motor vehicle driver's license and its copy;

(three) to apply for the qualification examination of road passenger drivers, it shall also provide a certificate issued by the competent department of road traffic safety that there is no record of major traffic accidents within 3 years.

Article 16 Anyone who applies for taking the qualification examination for drivers of road transport of dangerous goods shall apply to the municipal department in charge of transportation at his domicile or temporary residence, fill in the Application Form for Qualification Examination for Road Transport of Dangerous Goods Practitioners (see Annex 2 for the format), and provide the following materials:

(a) identity certificate and a copy;

(2) Motor vehicle driver's license and its copy;

(three) the road passenger driver qualification certificate or road cargo transport driver qualification certificate and its copy or full-time driving vocational education certificate;

(4) Relevant training certificates and photocopies;

(five) the certificate issued by the competent department of road traffic safety that there is no record of major traffic accidents within 3 years.

Nineteenth transportation departments and road transport management institutions shall publish the examination results within 10 days after the examination. For those who pass the examination, the corresponding qualification certificates for road transport practitioners will be issued within 10 days from the date of publication of the examination results.
