3. 1.2 The environmental protection engineering measures that a construction project must take to maintain its ecological environment include: ecological restoration project, greening project, slope protection project, etc.
3. 1.3 pollution control facilities built by the construction project to meet the requirements of controlling the original pollutants in the environmental impact assessment, the pollution control work in the comprehensive improvement of regional environmental pollution and the total pollutant discharge control requirements of new projects.
3.2 Monitoring of completion acceptance of environmental protection facilities: comprehensively inspect and detect the construction, management, operation, effect and pollutant discharge of environmental protection facilities of construction projects.
3.3 Implementation standard of acceptance monitoring: refers to the standard on which the environmental impact assessment of a construction project is based, the standard for judging whether the construction project can meet the discharge standards, and the basis for the completion acceptance of environmental protection facilities.
3.4 Acceptance monitoring reference standards: The reference standards referred to here refer to the current national and local standards and other standards implemented by reference when the construction project is put into operation, and are the judgment standards provided by the competent administrative department of environmental protection for supervision and management and enterprise pollution prevention and rectification. Acceptance monitoring reference standards are generally not used as the basis for completion acceptance. 4. 1 According to the classification of environmental management of construction projects, the construction projects that have prepared the environmental impact report, those that have prepared the environmental impact report due to the environmental impact assessment in the region, or those that have prepared the environmental impact report during the environmental impact assessment, but have more monitoring contents, should report the monitoring results in the form of acceptance monitoring reports by collecting relevant technical data, on-site investigation, making acceptance monitoring plans, and implementing on-site monitoring.
4.2 According to the classification of environmental management of construction projects, prepare the environmental impact report form of construction projects, accept the construction projects with relatively simple monitoring contents, and report the monitoring results in the form of the monitoring form for the completion acceptance of environmental protection facilities of construction projects through collecting relevant technical data, on-site investigation and on-site monitoring.
4.3 For the construction projects that fill in the Registration Form of Environmental Impact of Construction Projects, it is only necessary to monitor the pollution sources and wastewater, waste gas and noise treatment facilities with a certain sewage discharge scale as required, and report the inspection results in the form of Monitoring Form for Completion Acceptance of Environmental Protection Facilities of Construction Projects. 5. Basic requirements of monitoring program.
The acceptance monitoring plan shall include the following contents:
5. 1 Summary: the origin and basis of the task, especially the conclusions and opinions of the environmental impact report (table), the countermeasures and measures for environmental protection and the requirements for the approval documents of the environmental impact report;
5.2 General situation of construction project implementation: the basic situation of the project, the process of pollutant generation, treatment and discharge in the production process, the construction and trial operation of environmental protection facilities;
5.3 Implementation standard of acceptance monitoring: list the names, standard numbers, standard grades and limits of national or local environmental quality standards and pollutant discharge standards to be implemented, special limit requirements in the approval of environmental impact report (table), design indexes or requirements of environmental protection facilities in the preliminary design (environmental protection chapter), etc.
5.4 Acceptance monitoring content: According to the classification of waste water, waste gas, noise and solid waste, comprehensively and briefly explain the layout of monitoring factors, frequencies, sections or points, and attach schematic diagrams; Sampling, monitoring and analysis methods; Quality control measures for acceptance monitoring;
5.5 Safety precautions for on-site monitoring operation (formulated according to the actual situation of the factory when necessary);
5.6 Contents of enterprise environmental management inspection.
6. Basic requirements for preparation of acceptance monitoring report
6. 1 The acceptance monitoring report shall comprehensively and truly reflect the actual situation of on-site inspection and on-site monitoring. It is necessary to make a realistic analysis of the problems found. Give a clear conclusion, and make necessary explanations on pollutant discharge concentration, discharge rate, total amount control and inspection. Put forward corresponding rectification suggestions for the problems existing in the enterprise.
6.2 Acceptance Monitoring Report
In addition to 5. 1-5.4, the acceptance monitoring report shall also include the following contents:

6.2.9 Necessary quality control data sheets, monitoring data sheets and other relevant charts shall be taken as annexes to the report;

7. Acceptance monitoring
7. 1 Main work contents of acceptance monitoring
Acceptance monitoring is a comprehensive inspection and test of the construction, operation and effect of environmental protection facilities of construction projects, the treatment and comprehensive utilization of "three wastes", pollutant discharge and environmental management, which mainly includes the following contents:
A. check the construction, operation and management of facilities;
B. facility operation efficiency test;
C pollutant emission test (emission concentration, emission rate, total emission, etc.). ) reaching the standard;
D. Environmental impact detection of pollutants discharged after facility construction *.
The monitoring content of specific construction projects should be determined according to the specific projects involved.
7. 1. 1 environmental inspection
A. The construction project shall implement the National Environmental Impact Reporting System for Construction Projects;

During the construction of the construction project, the requirements for pollutant prevention and ecological protection in the Environmental Impact Assessment Report (Table) and Registration Form and the contents approved in the approval document of the competent administrative department of environmental protection shall be implemented;

7. 1.2 Operation efficiency test of environmental protection facilities
The operational efficiency of environmental protection facilities or equipment involving the following fields shall be monitored:
A. the treatment efficiency of various wastewater treatment facilities;
B. the treatment efficiency of various waste gas treatment facilities;
C. Treatment efficiency of industrial solid (liquid) waste treatment equipment, etc.
D. treatment efficiency of treatment facilities used to treat other pollutants.
7. 1.3 Detection of pollutant discharge up to standard
Monitor all pollutants involved in the following areas to ensure that the discharge reaches the standard.
A. waste water discharged into the environment;
B. Various waste gases discharged into the environment;
C. Various toxic and harmful industrial solid (liquid) wastes and their leachate discharged into the environment;
D noise at the boundary of the factory (determine the noise source if necessary);
E. unorganized emissions from construction projects;
F the total amount of pollutants is controlled by the state.
7. 1.4 environmental impact detection *
The environmental impact detection of environmental protection facilities of construction projects is mainly aimed at the requirements of environmental sensitive protection targets in the Environmental Impact Assessment and its reply. After the construction project is put into production, whether the environmentally sensitive protection target can meet the environmental quality standards required by the corresponding environmental functional zones mainly considers the following aspects:
A. Environmental quality of surface water, groundwater and seawater for environmentally sensitive protection targets;
B. Ambient air quality of environmentally sensitive protection targets;
C. acoustic environmental quality of environmentally sensitive protection targets;
D. environmental soil quality of environmentally sensitive protection targets;
E. vertical z vibration level of environmental vibration of environmentally sensitive protection targets;
F. Derived limits of public exposure to electromagnetic radiation for environmentally sensitive protection targets.
7.2 Determination of pollution factors for acceptance monitoring
The principles for determining monitoring factors are as follows:
7.2. 1 Environmental Impact Report (Table) and Preliminary Design (environmental protection chapter) of the construction project;
7.2.2 After the construction project is put into production, the raw and auxiliary materials used in production, the characteristic pollutants such as fuels, products, intermediate products, wastes (materials) and the general pollutants involved;
7.2.3 Relevant pollutants specified in current national or local pollutant discharge standards;
7.2.4 The total pollutant control index stipulated by the state;
7.2.5 Noise at factory boundary;
7.2.6 Pollutants in domestic wastewater and pollutants in exhaust gas of domestic boilers (including tea stoves);
7.2.7 Pollutants that affect the environmental quality include: pollutants that affect the environmental quality of sensitive environmental protection targets, and pollutants that are clearly specified or required to be considered in the environmental impact assessment report (form) and its reply; Pollutants causing environmental pollution in trial production; Pollutants proposed by the local environmental protection administrative department that have an impact on the local environmental quality; Pollutants affecting environmental quality determined by the competent administrative department of environmental protection in charge of acceptance according to the current requirements and regulations of environmental protection management;
7.2.8 If the "environmental impact assessment" involves electromagnetic radiation and vibration, it should be included in the pollution factor to be monitored *;
7.2.9 Total discharge of waste water, waste gas and industrial solid (liquid) waste.

7.3 Monitoring frequency of environmental protection facilities completion acceptance
In order to make the acceptance monitoring results fully and truly reflect the pollutant discharge of construction projects and the operation effect of environmental protection facilities, the sampling frequency should fully reflect the pollutant discharge and the operation of environmental protection facilities. Therefore, the monitoring frequency is generally determined according to the following principles:
7.3. 1 For construction projects with obvious production cycle and stable pollutant discharge, the frequency of pollutant sampling and detection is generally 2-3 cycles, 3-5 times per cycle (not less than the times specified in the implementation standards);
7.3.2 For construction projects with stable and continuous production and no obvious production cycle, the sampling frequency of waste gas is generally not less than 2 days, and 3 parallel samples are taken every day; The sampling and detection frequency of wastewater is generally not less than 2 days, 4 times a day; Generally, the noise test at the boundary of the factory shall be continuous for at least 2 days (if there is no continuous monitoring condition, it needs 2 days, twice a day and twice at night); And the sampling and detection of solid waste (liquid) is generally not less than 6 times.
7.3.3 For construction projects with stable pollutant discharge, the monitoring frequency of waste water and waste gas can be appropriately reduced, and the sampling and testing frequency of waste gas shall not be less than 3 parallel samples, and the sampling and testing frequency of waste water shall not be less than 2 days, 3 times a day;
7.3.4 For the construction projects with unstable pollutant discharge, the sampling frequency must be appropriately increased to reflect the actual situation of pollutant discharge;
7.3.5 For several small environmental protection facilities with the same model and function, random sampling can be used for efficiency test and emission test. The sampling principle is: the proportion of random sampling facilities should not be less than 50% of the total number of similar facilities;
7.3.6 If environmental quality monitoring is needed, the water environmental quality testing is generally 1-3 days, 1-2 times a day; Generally, the air quality test should be no less than 3 days, and the sampling time should be in line with the validity of data statistics in GB 3095- 1996. Environmental noise test is generally not less than 2 days, and the test frequency shall be implemented according to relevant standards;
7.3.7 For the test to evaluate the treatment efficiency, the main factors can be selected, and the monitoring frequency can be reduced appropriately;
7.3.8 If it is necessary to investigate the environmental and ecological conditions, the work content, sampling and testing frequency shall be implemented in accordance with the requirements of the competent administrative department of environmental protection responsible for examining and approving the environmental impact report (table) of the construction project.
8. Acceptance monitoring standards
Acceptance monitoring standards include evaluation standards and test method standards. Evaluation standards are divided into acceptance monitoring implementation standards and acceptance monitoring reference standards.
8. 1 Determination of implementation standards for acceptance monitoring
The implementation standards should be mainly based on various standards adopted in environmental impact assessment and the requirements of environmental impact assessment report (form) and its reply. When determining the implementation standard of acceptance monitoring, the following factors should be considered:
8. 1. 1 environmental impact assessment standard confirmed by the competent department of environmental protection in the environmental impact report;
8. 1.2 Various pollutant discharge standards and environmental quality standards implemented by the state or local authorities during environmental impact assessment;
8. 1.3 various environmental quality standards, pollutant discharge standards and special standard limits specified by the competent administrative department of environmental protection according to the needs of environmental protection when the environmental impact assessment report (table) is approved;
8. 1.4 According to the new national and local environmental protection requirements, the current national or local standards at the time of acceptance monitoring can be adopted with the approval of the environmental protection administrative department in charge of acceptance;
8. 1.5 National pollutant total amount control index; China's national and local requirements for total amount control;
8. 1.6 Pollution factors not specified in national and local standards shall be evaluated according to the requirements or design indicators of the environmental impact assessment report (table) and the preliminary design (environmental protection) of the project.
8.2 Determination of reference standards for acceptance monitoring
8.2. 1 Emission standard values of pollution factors and environmental quantities specified in newly promulgated national or local standards;
8.2.2 Design indicators of environmental protection facilities;
8.2.3 For pollution factors not specified in national and local standards, reference can also be made to other domestic industry standards and foreign standards, but necessary explanations should be attached.
8.3 acceptance monitoring method standard selection principle
During acceptance monitoring, the listed standard test methods should be adopted as far as possible according to the requirements of national pollutant discharge standards and environmental quality standards. For pollutants not listed in the national emission standards and environmental quality standards and pollutants not listed in the test methods, the test methods shall be selected in the following order:
8.3. 1 current national standard test method;
8.3.2 Current standard test methods in the industry;
8.3.3 Current international standard test methods and current foreign standard test methods;
8.3.4 For the detection of pollutants for which standard methods have not been established at present, reference can be made to mature detection technologies at home and abroad that have not been upgraded to standards, but necessary explanations should be attached.
9. Quality assurance and quality control of acceptance monitoring
9. 1 Requirements for acceptance monitoring conditions
During the acceptance monitoring, the working conditions are as follows:
9. 1. 1 industrial production and construction projects, acceptance monitoring shall be carried out under the condition that the working conditions are stable and the production load reaches more than 75% of the designed production capacity (if there are other provisions on production load in national and local emission standards, the standards shall prevail).
9. 1.2 For construction projects that cannot adjust the working conditions to reach more than 75% of the designed production capacity in a short time, acceptance monitoring shall be conducted under the condition that the working conditions can be adjusted to reach more than 75% of the designed production capacity or the production load required by national and local standards.
9. 1.3 For the part of the construction project that cannot reach 75% or more of the designed production capacity through short-term adjustment of working conditions, the acceptance monitoring shall be carried out under the condition that the main project runs stably and the environmental protection facilities that should be operated normally. For operating and unpolluted environmental protection facilities, acceptance monitoring should be combined with inspection.
9.2 Sampling and testing and its quality assurance and quality control
9.2. 1 On-site monitoring of environmental protection facilities shall meet the corresponding working conditions according to 9. 1, otherwise the unit responsible for acceptance monitoring shall stop on-site sampling and testing.
9.2.2 Conduct on-site sampling and testing in strict accordance with the acceptance monitoring plan, record all kinds of abnormal situations in the monitoring process in detail, and explain in detail the reasons for failing to conduct on-site sampling and testing according to the acceptance monitoring plan.
9.2.3 For the layout, sampling, analysis and testing methods used in the monitoring of the completion acceptance of environmental protection facilities, the applicable national and industrial standard analysis methods and monitoring technical specifications should be selected first, and then the unified analysis methods or trial analysis methods and relevant regulations recommended by the State Environmental Protection Administration should be adopted.
9.2.4 Quality assurance and quality control of environmental protection facilities after completion and acceptance shall be carried out in accordance with relevant national regulations, monitoring technical specifications and relevant quality control manuals.
9.2.5 Personnel involved in monitoring, sampling and testing of environmental protection facilities' completion acceptance shall hold relevant certificates in accordance with relevant state regulations.
9.2.6 Quality assurance and quality control during water quality monitoring and analysis: 10% quality control samples shall be analyzed at the same time; For items without standard samples or quality control samples, and items that can be tested for recovery, 10% recovery samples should be analyzed at the same time.
9.2.7 Quality assurance and quality control in the process of gas monitoring and analysis: The sampler shall check the gas analysis and sampler flowmeter before entering the site.
9.2.8 Quality assurance and quality control in the process of noise monitoring and analysis: the sound level meter which has been verified by the metrological department and is within the effective use period shall be used during monitoring.
9.2.9 Quality assurance and quality control in the monitoring and analysis of solid waste: at least 10% standard samples or quality control samples shall be made at the same time; For the project where the standard sample or quality control sample cannot be obtained, but the sample can be recovered through standard addition, at the same time, at least 10% of the sample should be recovered through standard addition.
9.3 Sampling records and analysis results
The sampling records and analysis test results of acceptance monitoring shall be processed and filled in according to the relevant requirements of national standards and monitoring technical specifications, and the three-level audit shall be conducted in accordance with relevant regulations and requirements.
