According to the general arrangement of the Standing Committee of the Provincial People's Congress on promoting the prevention and control of air pollution, the Standing Committee of the People's Congress of Lu 'an organized and carried out the law enforcement inspection of the air pollution prevention and control law.
In view of the grim situation of the general decline of air quality in our city, the municipal government attaches great importance to it, deeply reflects on it, carefully plans and formulates measures, fully affirms the practice of comprehensively carrying out air pollution prevention and control work, carefully sorts out the existing problems, puts forward suggestions in light of the actual situation, and requires the municipal government to make timely rectification.
I. Existing problems
1, the air pollution situation is grim. Due to the low level of industrial structure in our city, the use of clean energy is less, and the pollution problems such as industrial waste gas, urban dust, motor vehicle exhaust, smoke and soot are outstanding. In addition, the import of exogenous pollution is significant, which leads to the overall decline of air quality in our city, and the air quality in the central city reaches a serious pollution level in individual periods. In 20 13 years, the excellent and good rate of atmospheric environmental quality in our city was 9 1.8%, and the average annual concentration of inhalable particulate matter (PM 10) was 77 μ g/m3, which was better among the six prefecture-level cities in the whole province. However, in the first quarter of 20 14, the air pollution in our city was obviously aggravated. According to the ranking published by the Provincial Environmental Protection Department, the ambient air quality in our city is not ideal.
2. The comprehensive management mechanism needs to be improved. The prevention and control of air pollution involves a wide range of contents, complicated supervision objects and different law enforcement subjects. A large part of the responsibilities should be undertaken by the development and reform, the letter, the housing and construction departments, finance, public security, urban management and other departments. Although the municipal government has signed a target responsibility letter with the county government and municipal departments, the efforts to coordinate the work of all levels and departments need to be further strengthened, the measures to supervise all levels and departments to solve problems need to be further strengthened, the frequency of dispatching relevant departments to act in unison and form joint forces needs to be further increased, and the comprehensive management work cannot be done only by the municipal environmental protection department.
3. Some specific problems are outstanding. Mainly in the following six aspects:
① Dust pollution. Many dust spots, wide areas and long lines have become the main causes of air pollution in the central city. First, in about 82 construction sites, 14 construction sites, 16 demolition sites and many road construction sites, most of them have not fully implemented dust prevention measures such as road hardening, vehicle washing, muck covering and site enclosure. Second, the vehicles transporting cement, sand and muck are not all closed for transportation, which causes serious leakage and pollutes roads. In addition, the machine sweeping rate in urban areas is not high, and the road dust is intensified. Third, * * * There are 25 concrete mixing stations that fail to operate according to the standard, and the materials are piled up in the open air, causing serious dust pollution and road dust pollution. Fourth, road construction is basically open-air operation, with no dust-proof measures and no closed or semi-closed road fences.
② Industrial waste gas pollution. In the urban planning area, Xinao Gas Company, which enjoys the franchise right, supplies about 70 million cubic meters of gas annually, with more than 6.5438 development users+200,000 households, more than 300 industrial and commercial users and more than 3,000 natural gas vehicles. The number of industrial users is small. Some industrial furnaces and coal-fired boilers are not equipped with relevant desulfurization devices, and the phenomenon of excessive emission of waste gas occurs from time to time. According to the feedback from the law enforcement inspection team of the Provincial People's Congress, there are about 552 industrial and civil furnaces in our city, and only 139 have installed dust removal facilities, most of which are directly discharged, causing serious pollution to the atmospheric environment.
③ Automobile exhaust pollution. Up to now, the number of motor vehicles in the city is about 590 thousand, an increase of about 70 thousand last year alone. The number of motor vehicles has increased sharply, and the problem of exhaust pollution has become increasingly prominent. The exhaust emission of urban buses, especially some private buses, is seriously exceeding the standard. The environmental management mechanism of motor vehicles is not perfect.
④ Oil fume and oil gas pollution. The treatment of lampblack pollution in the central city needs to be strengthened urgently, and the treatment facilities are not operating normally, so it is impossible to effectively treat the standard discharge. Open-air barbecue stalls are seriously polluted and lack management. Most gas stations in urban areas are not equipped with oil and gas recovery facilities.
(5) Straw burning pollution. According to the feedback from the law enforcement inspection team of the Provincial People's Congress, the planting area of crops in our city is 3.58 million mu, and 74 fires were detected in the summer of 20 13, with 20.7 fires per million mu, which is higher than the provincial average. The straw burning ban is not fully in place, and the comprehensive utilization rate of straw needs to be further improved.
⑥ Fireworks and firecrackers discharge pollution. Dense discharge is common in holidays. In particular, the residents in the central city set off fireworks and firecrackers at night, which is a special case in the whole province. Residents strongly reflected to the provincial people's congress law enforcement inspection team.
4. There is a big gap in environmental supervision ability. The level of environmental supervision capacity building is generally low. In environmental quality monitoring, monitoring instruments are not equipped enough, and the coverage of air quality automatic monitoring network is not complete; In environmental law enforcement, the grass-roots law enforcement equipment is relatively backward, and the operation system of automatic monitoring facilities for key pollution sources is not perfect; In environmental emergency management, the emergency level is not high, the emergency agencies are incomplete, the environmental monitoring and environmental monitoring capacity building are lagging behind, which is far from the requirements of national standardization construction, and it is difficult to meet the needs of air pollution prevention and control.
Second, some suggestions.
1. Raise awareness and strengthen leadership.
Blue sky and white clouds overhead are the people's simplest understanding of ecological civilization, and breathing clean air is the people's most basic requirement for environmental protection. Faced with the grim situation of air pollution, governments and departments at all levels should further enhance their awareness of people's livelihood, crisis, responsibility and overall situation, and earnestly shoulder the responsibility of environmental protection. It is necessary to strengthen leadership, widely publicize, concentrate efforts, vigorously promote, carry out in-depth "five cities to create" and the creation of national forest cities, constantly highlight the characteristics of "waterfront, ecology and culture" cities, take effective measures, and do a good job in air pollution prevention and control. In view of the fact that this work involves a wide range, heavy tasks, many departments and great difficulties, it is necessary to give full play to the overall coordination role of the leading group and the office, do a good job in coordination and scheduling, supervision and inspection, assessment and evaluation, and solidly carry out air pollution prevention and control work.
2, form a joint force, comprehensive management.
The prevention and control of air pollution is a complex system engineering. It is necessary to coordinate the close cooperation of all relevant departments, act in unison, and form a strong joint force to promote the work. It is necessary to intensify comprehensive management, compile emission lists, decompose objectives and tasks, refine policies and measures, implement prevention and control responsibilities, reduce total pollutant emissions, accelerate industrial transformation and upgrading, reduce pollutant emission intensity, optimize industrial structure and spatial layout, accelerate energy structure adjustment, continuously improve environmental policies, and comprehensively improve air quality.
3. Highlight key points and strictly enforce the law.
Air pollution prevention and control has a long way to go. Attention should be paid to the combination of long-term and short-term, the unity of temporary solution and permanent cure, and the balance between key points and general ones. Combined with the actual situation of our city, we should highlight key points and carry out special actions in the near future, focusing on six aspects: First, comprehensively control dust pollution in the central city. Fully implement dust removal and suppression measures at construction sites, demolition sites, main roads, concrete mixing stations, material storage yards and other places. The second is to focus on rectifying the pollution of small coal-fired boilers. Ensure that the renovation of small domestic boilers such as catering service industry will be completed before the end of the year. Before the end of 20 15, the rectification of other small boilers with hourly system 10 tons and below will be basically completed. By the end of 20 17, all small coal-fired boilers will be eliminated as required. The third is to effectively strengthen the control of motor vehicle exhaust pollution. Establish a city and county level motor vehicle exhaust pollution supervision center. Improve the distribution rate of environmental protection signs for motor vehicles. Full implementation of the "yellow label car" regional restrictions. Gradually phase out "yellow-label vehicles" and old vehicles. Actively develop green transportation. Accelerate the pace of bus renewal. Promote the use of new energy vehicles. Fourth, vigorously promote the treatment of cooking fume pollution in the central city. The environmental protection requirements of catering service projects are strict, and open-air charcoal roasting is prohibited. Fifth, effectively carry out straw burning control. Increase investment and strive to reverse the passive situation of straw burning. Sixth, do a good job in the management of fireworks and firecrackers. In particular, it is necessary to establish rules and regulations, strengthen publicity, guide correctly, and focus on solving the problem of night discharge, which is extremely strongly reflected by the masses.
4, improve the ability, enhance security.
It is necessary to increase investment, strengthen environmental monitoring capacity and monitoring capacity building, enrich law enforcement forces, improve equipment level, and promote online monitoring to increase points and expand networks. It is necessary to promote the innovation of law enforcement mechanisms such as joint law enforcement, regional law enforcement and cross-enforcement, and severely crack down on environmental violations. It is necessary to establish a monitoring and early warning emergency system, improve the consultation and judgment mechanism, release early warning information in time, and guide the public to prepare for protection.
5. Strengthen assessment and strict supervision.
It is necessary to standardize the assessment methods, strengthen the assessment, and take the assessment results as an important basis for the comprehensive assessment and evaluation of leading bodies and leading cadres. It is necessary to take unannounced visits, special inspections, and mutual inspections in different places to promote the implementation of various tasks. Illegal enterprises that illegally discharge commodities and repeatedly investigate and commit crimes should stop production and close down according to law. If the annual assessment is unqualified, it is necessary to interview the heads of local governments and relevant departments, put forward rectification opinions, and urge the rectification to be in place. For poor management, poor law enforcement, perverting the law and other acts, relevant departments and personnel should be held accountable according to law.
In addition, it is suggested that the competent authorities should solve the outstanding problems of straw burning at the provincial level.
After the summer harvest, wheat and rape stalks have become a big problem. The traditional practice of farmers is to set fire and use plant ash as fertilizer, but it is very harmful to the surrounding environment and safety. Governments at all levels use administrative orders to prohibit burning straw, but the effect is very small. At present, it is difficult to ban the burning of straw mainly because straw has no way out. First, it costs tens of dollars per mu to treat straw, and the masses are unwilling or unable to afford it. Second, most of the strong laborers go to cities to work, leaving the old, weak, women and children with no energy to deal with straw; Thirdly, bio-power generation from regenerated straw can't adapt to market operation. During the inspection of law enforcement, representatives of Shouxian, Huoqiu and other municipal people's congresses reported that the practice of completely banning burning straw seriously damaged the relationship between cadres and the masses. It is suggested that relevant departments should be more "sparse" in scientific research and policies to find a good way out for straw, such as developing "straw scavenger" to subsidize farmers' cost of straw treatment.
