Chapter II Scope of Funds Expenditure Article 6 "211 Project" special funds are mainly used to support and subsidize the construction of key disciplines in institutions of higher learning and key disciplines necessary for infrastructure construction and teaching, scientific research and public **** service system construction. Its expenditures are divided into two categories: infrastructure project expenditures and other project expenditures. Article 7 Infrastructure project expenditures are managed in accordance with the current management methods for infrastructure investment. Article 8 Other project expenditures include project operational fees and program management fees. Project operational costs refer to the labor costs, operational costs, equipment and repair costs and other costs incurred by the project schools in the course of project implementation, and their expenditure standards are handled in accordance with the relevant national financial system. Program management fee refers to the "211 Project" Inter-ministerial Coordination Group Office in the implementation of the project management process necessary expenses, and its management methods are formulated separately. Article 9 "211 Project" special funds shall not be used for the following expenditures: fines, donations, loan repayment, sponsorship expenditures, foreign investment expenditures, as well as other expenditures unrelated to the "211 Project" project. Article XIII of the funds account

The financial supervisor of each project school should be managed by the legality of the use of funds, rationality and effectiveness of the implementation of comprehensive supervision, the relevant state departments will also organize the corresponding assessment. For losses caused by subjective reasons, the relevant units and personnel shall be held responsible. Article XVII of the "211 Project" special funds related to all levels of leadership, project managers and accounting staff, should consciously safeguard the national financial discipline, while accepting the relevant leading authorities, finance, audit, banking and other departments of supervision and inspection, found that the problem is corrected in a timely manner.
