The square mentioned in these Regulations refers to the urban open space invested by the government or donated by natural persons, legal persons and other organizations, with certain public facilities and a certain scale of public green space and landscape engineering facilities for the purpose of public play, appreciation, fitness, cultural entertainment or assembly. Article 3 These Regulations shall apply to the planning, construction and management of parks and squares in the built-up areas of this Municipality. Fourth city garden administrative department is the administrative department of parks and squares, responsible for the implementation of these regulations.
Park and square management agencies, specifically responsible for the daily management of parks and squares.
Other relevant administrative departments shall, in accordance with their respective responsibilities, do a good job in the management of parks and squares. Article 5 All units and individuals shall abide by these regulations and have the right to stop and report violations of these regulations. Sixth city garden administrative departments shall, jointly with relevant departments, according to the overall urban planning and green space system planning, the preparation of parks and squares planning, submitted to the Municipal People's government for approval before implementation. Seventh new construction, renovation and expansion of parks and squares, should be in accordance with the park and square planning and related technical specifications to develop a construction plan, submitted to the Municipal People's government for approval before implementation. Article 8 The construction of parks and squares shall meet the following requirements:
(a) make full use of the original topography, landforms, water bodies, vegetation and historical and cultural sites and other natural and human conditions, scientifically allocate plants, and pay attention to ecological effects, cultural connotations and local characteristics;
(two) the new building (structure), its form, height, volume and color should be coordinated with the overall style of parks and squares, and the relevant examination and approval procedures should be handled according to law. The original uncoordinated buildings (structures) should be reconstructed or demolished in accordance with the planning of parks and squares;
(three) the establishment of various amusement, entertainment, amusement and service facilities shall conform to the national safety and environmental protection standards and the planning of parks and squares, and shall be submitted for approval in accordance with legal procedures.
The construction around parks and squares should be coordinated with the overall landscape of parks and squares. Ninth units that undertake the design, construction and supervision of the park square construction project shall have the corresponding qualifications stipulated by the state.
Newly-built, rebuilt and expanded parks and squares shall be delivered for use after being accepted by relevant government departments. Tenth any unit or individual shall not violate the protection planning of parks and squares, change the nature and use of parks and squares without authorization, or occupy public green space without authorization.
If it is really necessary to temporarily occupy parks and squares for urban construction, it shall be approved by the Municipal People's Government, and pay the compensation fee for restoring green space or the green space occupation fee. After the expiration of the occupation period, the municipal garden administrative department shall organize the restoration of green space. Temporary occupation of green space causes damage to related facilities, and the occupier shall be liable for compensation. Eleventh in the management of parks and squares, the following acts are prohibited:
(a) littering, scraps of paper, cigarette butts and other wastes as well as spitting and urinating. ;
(two) making too much noise, affecting the work and leisure of others;
(three) picking flowers, damaging trees, camping, barbecue, burning weeds, litter;
(four) driving (riding) vehicles to enter without authorization;
(5) Fishing, swimming, skating and playing football in non-designated areas;
(six) damage to amusement, entertainment, amusement facilities, climbing, damage to garden buildings, sculptures, fences, protective nets, mobile chairs, cleaning facilities;
(seven) unauthorized entry into animal feeding areas or throwing, catching or injuring animals;
(eight) carrying dogs and other pets that are harmful to personal safety, public order and environmental sanitation;
(nine) distributing advertising materials without authorization or spraying, hanging or posting advertising materials on trees, buildings and other facilities;
(ten) drinking and gambling, fighting, engaging in divination, fortune telling and other superstitious activities;
(eleven) unauthorized felling and transplanting of plants;
(12) Discharge smoke, sewage and harmful gases into parks and squares, and dump wastes;
(thirteen) carrying inflammable, explosive and other dangerous goods without authorization;
(fourteen) other acts in violation of laws and regulations. Twelfth public welfare activities held in parks and squares, the organizer shall formulate a plan, and report to the municipal administrative department of landscape architecture for approval.
Strictly control all kinds of commercial activities held in parks and squares. If it is really necessary to hold an interim meeting, the organizer shall formulate a plan, report it to the municipal garden administrative department for approval, and pay the compensation fee for restoring green space or the green space occupation fee to the park and square management institution; If other procedures are required by laws and regulations, they shall be handled according to law; Damage to trees, lawns and facilities shall be compensated.
