According to the provisions of People's Republic of China (PRC) Forest Law, People's Republic of China (PRC) Forest Park Management Measures, Beijing Park Regulations and Beijing Greening Regulations, combined with the actual situation in our region, these management measures are formulated.
Article 2 The Grand Canal Forest Park Management Office in Tongzhou District of Beijing (hereinafter referred to as the Park Management Office) is responsible for the construction, protection and daily management of the park; The District Bureau of Landscaping and Greening is the competent department of the Park Management Office, which is responsible for its business guidance and supervision; The relevant administrative departments of the district government shall, according to their respective responsibilities, manage the park work according to law.
Third district government departments, enterprises and institutions, social organizations and non-governmental organizations should actively cooperate with the District Landscaping Bureau to do a good job in park management.
Chapter II Construction and Protection of Parks
Article 4 As a large-scale public welfare ecological forest park, this park plays a positive role in beautifying Tongzhou and improving the ecological environment of the whole region, and any organization or individual should protect it.
Article 5 No unit or individual may change the function of the park without authorization, or occupy or change the nature of the park land without authorization.
Sixth park land determined by planning shall not be used for other purposes without authorization. If adjustment is really necessary, an adjustment plan shall be formulated. The adjustment plan shall be submitted to the relevant departments for examination and approval after being demonstrated by the planning, landscape and other departments.
Article 7 Natural persons, legal persons and other organizations are encouraged to invest or participate in park construction by means of donation and adoption.
Eighth in the park construction, the construction unit shall obtain the consent of the park management office, according to the relevant provisions of the relevant departments for approval; During the construction period, the park landscape and various facilities shall not be destroyed, and the safety of tourists shall not be affected. Safety warning signs should be set up in the construction area, and effective safety protection measures should be taken in the dangerous places of the project; After the construction, it should be restored to its original appearance.
Article 9 Any unit or individual who uses the park site to hold various commercial and cultural activities shall apply to the Park Management Office, and go through the relevant formalities with the relevant departments after obtaining the consent of the District Bureau of Landscaping and Greening. Park held large-scale cultural and commercial activities, should strictly implement the provisions of the "Regulations on the Safety Management of Large-scale Social Activities in Beijing" and other relevant laws and regulations, to the district public security, culture, fire and other relevant administrative departments to handle the relevant procedures, until the relevant procedures are complete before holding, when necessary, report to the relevant departments of the city for approval.
Tenth approved large-scale activities held in the park, the organizer shall not build temporary facilities such as stage, booth, and shall not affect the park landscape. During the activity, all kinds of wastes such as garbage should be removed in time. After the activity, the site should be cleaned up in time, temporary facilities should be removed, and the park landscape, green space and facilities should be restored to their original state. Damage to trees, lawns and facilities in the park shall be compensated.
Eleventh in the park shooting movies, television or the use of professional photography, video equipment, should be approved by the park management office, and reported to the relevant departments for approval. Shooting units and individuals shall ensure the property safety of the park and the personal safety of tourists.
Twelfth personnel engaged in tour guide activities in the park must abide by relevant laws and regulations, industry norms and professional ethics.
Chapter III Responsibilities of Park Management Office
Thirteenth Park Management Office shall perform the following duties:
(1) Construction as planned.
(2) Establish and improve the park management system.

Article 14 When the park is open, in case of emergency or unexpected events, the park management office shall take measures such as temporarily closing the park, scenic spots, exhibition halls and evacuating tourists in accordance with the emergency plan, and report to the garden administrative department and relevant departments in time.
Chapter IV Rights and Obligations of Tourists
Fifteenth tourists enjoy the following rights:

(two) independently choose the services provided by the operators approved by the relevant departments to operate according to law, and obtain the services that meet the price according to the agreement.

Sixteenth visitors to the park should strictly abide by the relevant laws and regulations and the relevant provisions of the park, and are not allowed to bring guns, slingshots, inflammable and explosive dangerous goods and any animals into the park.
Seventeenth smoking is prohibited in the park tourist area, and tourists are not allowed to throw cigarette butts when smoking in the prescribed area.
Eighteenth motor vehicles and bicycles should run within the prescribed area, and shall not occupy other lanes. Except for hand-cranked wheelchairs and children's carts used by the elderly, the disabled and children, other vehicles are not allowed to enter the park without permission. Vehicles entering the park should obey the command of park managers and park in a civilized way.
Nineteenth shall not engage in any religious activities outside the religious activities area of the park.
Twentieth tourists should be civilized garden, take good care of public property, protect the environment, and shall not affect or hinder others to visit and rest. The following acts are prohibited:
(1) Climbing fences, railings and hedges, smoking in non-smoking areas, swimming in non-swimming areas, skating in non-skating areas, fishing in non-fishing areas, playing football and roller skating in non-sports places, spitting, urinating, and littering wastes such as peels (cores), cigarette butts and chewing gum.
(two) campfire, barbecue, fishing, catching animals, digging plants, threatening, beating, hurting animals or feeding animals in non-feeding areas.
(three) graffiti on buildings, structures, facilities and trees, climbing flowers and trees, damaging lawns and trees.

Chapter V Legal Liability
Twenty-first in violation of these measures, the relevant parties shall be investigated for responsibility according to the relevant provisions.
Twenty-second administrative penalties for illegal acts in the park shall be implemented by the District Landscaping Bureau and relevant departments according to the authorization of laws and regulations and their respective responsibilities.
Twenty-third tourists in the park caused personal injury and property losses due to accidents, should distinguish the responsibility, according to the law.
Twenty-fourth relevant staff do not perform their statutory duties or abuse their powers, the relevant departments shall order them to make corrections, and investigate the relevant responsibilities of the directly responsible person in charge and other directly responsible personnel; If it constitutes a crime, it shall be handed over to the judicial department for handling according to law.
Chapter VI Supplementary Provisions
