School teacher ad hoc post program implementation plan
According to the "Ministry of Education, Ministry of Finance, Ministry of Personnel, the Central Office of the Central Editorial Office on the implementation of rural compulsory education stage of the school teacher ad hoc post program notice" (Teachers [2006] No. 2), "the Ministry of Education, Ministry of Finance, Ministry of Human Resources and Social Security, the Central Editorial Office on the continuation of the organization and implementation of the "rural compulsory education stage school teachers ad hoc post program" notice "(Teachers [2009] No. 1), combined with the provincial situation and the province over the past four years," the implementation of the "special post program", specially formulated this program.
I. Objectives and Scope
Through the implementation of the National Rural Compulsory Education Stage Schools Ad Hoc Teachers' Positions Program (hereinafter referred to as the "Special Post Program"), the public recruitment of ordinary college graduates to the province's "two bases" of counties and the national development of key counties in rural areas below the counties. The program is designed to guide and encourage graduates of colleges and universities to engage in compulsory education in rural areas, innovate the mechanism for replenishing teachers in rural schools, further solve the problems of insufficient and irrational structure of the total number of teachers in rural schools, and improve the overall quality of primary and secondary school teaching staff.
In 2010, the province intends to the following 43 counties (cities, districts) (all for the "two bases" to attack the county, the country to help poor counties, earthquake-hit counties and small ethnic counties) the implementation of the "special post program". Specifically: Huan County, Zhenyuan County, Ning County, Heshui County, Huachi County, Qingshui County, Wushan County, Qin'an County, Maijie District, Zhangjiachuan County, Gangu County, Wudu District, Kang County, Wen County, Xiho County, Li County, Li dang County, Cheng County, Hui County, Huining County, Xiahe County, Luqu County, Dibei County, Maqu County, Zhouqu County, Lintan County, Zhuoni County, Jieshishan County, Dongxiang County, Yongjing County, Kangle County, Guanghe County, Hezheng County Linxia County, Lintao County, Tongwei County, Zhang County, Min County, Longxi County, Weiyuan County, Jingning County, Zhuanglang County, Sunan County. The province plans to recruit 3,079 rural ad hoc post teachers, the appointment period of three years.
The number of people to be recruited in each county (city, district) in April has been reported to the Provincial Department of Education of the number of plans shall prevail (see Annex 1).
Two, the basic principles
(a) Recruitment by the provincial education, personnel, finance, editorial office and other departments **** with the responsibility to follow the "open, fair, voluntary, merit-based" principle.

(3) Teachers on special post are in principle arranged to teach in rural compulsory education schools below the county level. Minority autonomous counties and counties with small ethnic groups may be arranged in county schools where rural students account for about 60% of the total.
(4) Teachers on special posts are openly recruited and managed by contract. The contract clearly stipulates the rights and obligations of both the employer and the candidate.
Three, the object and conditions
(a) special teachers must be recruited for Gansu origin, to the public full-time general higher education teacher training colleges and universities teacher training, former undergraduate graduates, to the public full-time general higher education teacher training colleges and universities non-teacher training, former undergraduate graduates who have a teacher's qualification certificate or to obtain the qualification examination for the teacher qualification examination of pedagogical and psychological two course exams, supplemented by a small number of public full-time general higher education teacher training colleges, former undergraduate graduates with teacher's qualification certificate The program will also recruit a small number of fresh graduates from public full-time general colleges and universities majoring in teacher training.
(ii) The former graduates who fulfill the above conditions must have graduated in 2006 and thereafter, not yet employed and holding the Notice of Selection of Employment.
(3) Volunteers who have participated in the "Western Volunteer Service Program for College Students", volunteers with teaching experience, and undergraduates from teacher training colleges who have participated in internships for more than half a year will be given priority under the same conditions.
(4) The applicants should meet the requirements of the qualifications of teachers and the requirements of the recruitment positions at the same time.
(v) The recruitment candidates should have the following basic conditions:

Four, implementation methods
(a) Registration time and method

Through the network registration of the province's colleges and universities in the past graduates, in June 7, 2010 to June 11 to the school graduate employment department for on-site registration. The application form is kept by the candidate, the university where the on-site application is made, and the education administration departments of the city (state) and county (city and district). 3. In principle, eligible graduates are only allowed to enroll across counties and municipalities within the administrative area of the city (state) where they originated. Each person is limited to one volunteer county, no transfer.

2. Examination (written) content
The examination written test is divided into the basic knowledge of public **** test and professional basic knowledge test two parts, each accounting for 150 points, a total of 300 points. Basic knowledge of public **** mainly includes basic knowledge of university ideological and political courses, current affairs and politics, education laws and regulations (Compulsory Education Law, Teachers Law, Code of Ethics for Teachers), college English, basic computer. 3. Examination (written) time and place

V. Guarantee Policies

Sixth, funding arrangements
"Special post program" funds required by the central and local financial **** with the central government. The central government has set up a special fund for the salary expenses of teachers on special posts, which is allocated on the basis of the actual number of teachers on special posts. During the period of appointment, teachers on special posts are subject to the unified national wage system and standards; other allowances and subsidies are determined by counties (cities and districts) on the basis of the annual income level of local public teachers of the same conditions and the level of central subsidies. Where the annual salary income of a special-post teacher is higher than the national standard, the higher part shall be borne by the county (city or district) government. Teachers on special post salary to take the principle of high, not low, regardless of undergraduate, specialist, the minimum monthly income for the national annual per capita allocation standard 1/12.
Organization of the process of selecting teachers on special post of the written test and other work expenses incurred by the provincial financial burden, the interview costs borne by the relevant counties (municipalities, districts), shall not be charged to the graduates of any fees.
VII. Other Matters
The account and file relationship of the special-post teachers will in principle be transferred to the personnel file management department of the county-level teachers where the working school is located.
The relevant counties (cities and districts) and schools should provide special-post teachers with appropriate swing housing and necessary living conditions.
The relevant municipal (state) education bureaus shall negotiate with the relevant departments to formulate the implementation rules for the implementation of this program and report them to the Provincial Department of Education before May 31, 2010.
This program is interpreted by the Provincial Department of Education, Provincial Department of Finance and Provincial Department of Human Resources and Social Affairs.
