Chapter I General Provisions Article 1 In order to reduce boiler smoke pollution, protect and improve the atmospheric environment and safeguard human health, these measures are formulated in accordance with the relevant provisions of the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution. Article 2 The boiler equipment mentioned in these Measures refers to coal-fired power station boilers, industrial power boilers, industrial kilns, civil heating boilers, tea stoves and other equipment. Article 3 All units and individuals who design, manufacture, sell, install, transform and use boiler equipment in our province must abide by these measures. Article 4 The environmental protection departments of the people's governments at all levels shall exercise unified supervision and management over the environmental requirements of boiler equipment in this area. The environmental protection department has the right to order to stop the production, sale and use of boiler equipment that does not meet the requirements of environmental protection. Chapter II Management of Production, Sale and Use of Boiler Equipment Article 5 Boiler equipment must meet the requirements of smoke and dust elimination and safe operation, and advanced technology should be adopted in the production of its products to reduce the generation and discharge of pollutants. Boiler body and its supporting smoke and dust removal equipment products can only be produced after the provincial environmental protection bureau has passed the examination of its environmental protection technical indicators. Sixth boiler equipment production enterprises must strictly strengthen the supervision and management of product quality. Products that do not meet the requirements of environmental protection are not allowed to leave the factory. Seventh boiler equipment products should be issued by the environmental protection department of smoke and dust removal certificate and instructions. Boiler equipment manufacturers must provide technical training, operation guidance and other services to users. Article 8 To order boiler equipment from outside the province, it is necessary to have a product environmental protection certificate issued by the environmental protection department at or above the city (prefecture) level in the place where the product is manufactured, and only after it is approved by the environmental protection department at the city (prefecture) level in the place where it is used can it be purchased. Ninth where the purchase of boiler equipment does not meet the provisions of these measures, shall not be installed and used, otherwise the local environmental protection department has the right to be punished according to the provisions. Chapter III Operation Management of Boiler Equipment Article 10 The environmental protection department shall regularly supervise and manage the boiler equipment put into operation, and timely check and understand its pollution discharge, operation and use. No unit or individual may refuse or hinder the normal inspection work. Eleventh installation and use of boiler equipment that does not meet the requirements of environmental protection must be rectified within a time limit to meet the national or local environmental protection standards. Twelfth civil heating boilers before use and industrial boilers after maintenance and transformation, must be accepted by the environmental protection department and receive a certificate before use. Thirteenth units of boiler equipment operators and management personnel, must carry out technical training and regular assessment. Fourteenth units using boiler equipment must do:

First, smoke and dust emissions meet national or local standards;

Three, the dust collected by dust removal equipment and the waste water generated by wet dust removal must be properly handled, and can not cause secondary pollution. Fifteenth units using boiler equipment in any of the following circumstances, it shall be reported to the local environmental protection department for approval:

Second, deal with dismantled or idle facilities;

Facilities for handling resale or distribution; Chapter IV Testing of Boiler Equipment in Use Article 16 All boiler equipment installed and used in our province must be tested regularly by the local environmental protection department in accordance with the requirements of environmental protection. No unit or individual may refuse or obstruct the testing under any pretext. Article 17 Test items:

I. Required items: flue gas emission concentration, Ringelmann blackness of flue gas, import and export concentration of dust removal equipment.

Selected test items: boiler output, excess air coefficient, smoke exhaust temperature, smoke moisture content, smoke exhaust composition, etc. Article 18 For boiler equipment that has passed the test, the user can go to the local environmental protection department to apply for the certificate of smoke elimination and dust removal with the Test Report, and can be exempted from the excessive sewage charges during the certificate period. If the test is unqualified, it shall be ordered to complete the equipment transformation task within a time limit and carry out retest. Article 19. If the test fails or the pollutant discharge exceeds the standard with the certificate of smoke elimination and dust removal, the environmental protection department may collect the pollutant discharge fee exceeding the standard according to the regulations, give a warning according to the regulations, and order it to deal with it within a time limit or close the furnace. Twentieth boiler equipment environmental requirements testing work undertaken by environmental monitoring departments at all levels, and the implementation of paid services, fees in accordance with the relevant provisions of the state and province. The environmental protection departments of cities (prefectures) shall be responsible for the inspection of boiler equipment within their respective jurisdictions, and make unified arrangements for inspection tasks, verification instruments and equipment, technical assessment and supervision and management. Twenty-first environmental monitoring departments at all levels must strictly follow the national or local standards and testing methods to test the environmental requirements of boiler equipment, and regularly report the measured data and related information of the tested unit to the municipal (local) environmental protection department. Chapter V Awards and Penalties Article 22 The environmental protection department and relevant departments may commend and reward the units and individuals that have made remarkable achievements in smoke and dust elimination and boiler equipment management in the implementation of these Measures.
