Bulk coal is relative to the industrial use of coal burning, mainly refers to home heating, catering coal and other non-industrial use of coal.
Bulk coal burning is an important reason for the formation of haze, so it is also the focus of control needed to combat air pollution.
Bulk coal combustion not only produces a large amount of particulate matter, but also forms harmful gases such as sulfur dioxide, which is very harmful to the environment.
And the burning of loose coal is basically a low surface source, and the pollutants discharged can easily be breathed in by the human body, which is also a threat to human health.
With the rapid development of the city, the city of burning coal has been very little, but in some rural cooking, heating, etc. are still burning loose coal, but with the environmental protection efforts to increase the rural areas have begun to carry out a series of reforms, so there is a ban on coal burning in rural areas.
So, is it true that you can't burn coal in the countryside?
In fact, it is not so absolute, and there is no policy that directly says that all rural areas to ban the burning of coal, but there are a number of key prevention and control areas are indeed being gradually implemented in the bulk coal clearance.
For example, in November last year, the Ministry of Ecology and Environment and other departments jointly issued a notice mentioning that the Beijing-Tianjin-Hebei and neighboring regions, the Fenwei Plain to strengthen the scattered inefficient coal combustion management, and put forward "2025 before the heating season, the plains of the bulk coal basically zero" target.
And recently, the National Energy Board, the Ministry of Ecology and Environment, the Ministry of Agriculture and Rural Development, the National Rural Revitalization Bureau has also issued a "notice on the organization of the construction of pilot counties of the rural energy revolution", which also mentioned that by 2025, the national air pollution prevention and control of key areas in the pilot counties of the plains to achieve the basic zero cooking, heating and agricultural bulk coal, and the development of the pilot counties of the other regions of the plains of the cooking, Heating and agricultural coal clearance planning and orderly organization and implementation.
So what are the key areas of national air pollution control?
There are currently four main regions, namely Beijing-Tianjin-Hebei and neighboring regions, the Yangtze River Delta region, the Fenwei Plain, as well as the junction of the Soviet Union, Anhui Province, Shandong Province and Henan Province.
That is to say, these regions are the key places to clear loose coal.
And China's efforts on loose coal management are great, according to the "China loose coal comprehensive management research report 2022" shows that by the end of 2021, China's loose coal reduction reached 440 million tons, the consumption of loose coal fell by 58.7%, which is mainly the management of industrial loose coal has a lot of results, especially the transformation and upgrading of industrial small boilers and kilns, as well as the replacement of clean energy. The government has made a lot of progress.
And during the period from 2018 to 2020, the reform of clean heating in rural areas has also achieved great results, especially in Beijing-Tianjin-Hebei, Fenwei Plain and other key areas, where the improvement of the weather environment has had a significant effect.
And the notice on the construction of pilot counties this time also mentioned again that it will continue to promote the substitution of renewable energy sources for bulk coal, and promote solar energy and biomass clean heating, such as the use of large biomass boilers and other centralized heating modes.
On the other hand, it is to accelerate the electrification of rural cooking, heating and other domestic energy use.
But in the process of promoting, also facing some problems:
For example, the cost of clean heating and affordability imbalance has not yet been completely resolved, as well as many areas of rural clean heating subsidies have expired one after another, once the cost of rising may face the problem of re-burning.
In addition, as the bulk coal rule into the depth of the stage, the difficulty has escalated, especially in some areas of the construction of basic energy facilities is relatively lagging behind, the bulk coal clearing also has a great obstacle.
The coal ban is not across the board, but it is indeed the general direction and trend, in the prevention and control of air pollution and carbon reduction under the dual-wheel drive, the development of renewable heating and accelerate the improvement of energy efficiency of rural buildings will become the focus of the next rural development.
