(1) Establish a mechanism to fully implement epidemic prevention and control

First, optimize services to help people return to work. According to the work deployment of "focusing on epidemic prevention and control, focusing on resumption of production", we summarized and promoted the excellent experience of Xiuzhou characteristic small and micro enterprise park, and organized special classes at district and town levels to promote the identified 15 small and micro enterprises, especially for micro enterprises, science and technology enterprises and trade enterprises, and encouraged the park to actively connect with enterprises with less than 5 employees in the park, and do a good job in promoting and serving the relevant policies for enterprises to start and resume work. During the epidemic period, the park unified the accounts related to epidemic prevention and control of enterprises in the form of entrustment. The second is to establish a mechanism to serve enterprises. According to the Notice of the whole city on Establishing the Service Mechanism for Government Officials in Enterprises, the Service Mechanism for Enterprises in Xiuzhou District is formulated around the requirements of "two mistakes in epidemic prevention and production", to supervise and inspect the implementation of policies and measures for epidemic prevention and control in enterprises, to investigate and collect the difficulties and problems encountered by enterprises when they return to work and resume production, and to assign A and B posts to provide point-to-point on-site guidance to key enterprises, parks and markets in the whole district to serve enterprises to resume work and resume production smoothly. Third, the policy first promotes the escort. Xiuzhou National High-tech Zone State-owned Small and Micro Enterprise Park took the initiative to introduce support policies as soon as possible, and implemented the policy of "free rent in February and half rent in March and April" for the leased enterprises in the park to escort the small and micro enterprises in the park to return to work. Other small and micro enterprise parks are also actively planning to reduce the rent and property fees of leased enterprises. At the same time, through various forms such as news media, enterprise group push and visit contact, timely release the propaganda contents that are easy to remember and push, such as "Ten Questions and Ten Answers" and "Nine Ones" for enterprises to resume work and epidemic prevention, and clearly require the precautions for enterprises to resume work from three aspects: territorial notice, enterprise notice and employee notice, so as to further improve the management level of enterprises and employees in their jurisdiction for epidemic prevention and resumption. Up to now, 15 small and micro enterprise parks in the whole region have all resumed work and production, 169 enterprises have resumed work, and 3 small and micro enterprise parks have issued support policies. Xiuzhou high-end equipment manufacturing center has become the first park in the province with a resumption rate of 111%.

(II) Expanding services and helping enterprises to resume work

The resumption of work of China Energy Conservation (Jiaxing) Environmental Protection Industrial Park in Xiuzhou National High-tech Zone is being carried out in an orderly manner. Up to now, 58 enterprises have resumed work in the park, with a resumption rate of 75.3%. The first is to strictly prevent and control the epidemic situation in the park. Establish a working group on epidemic prevention in the park, and formulate regulations such as "access management in the park and epidemic prevention management in the park". During the epidemic period, adhere to the epidemic prevention management work such as daily disinfection and disinfection in key areas, temperature detection and registration at the entrance of the park, and daily health report of enterprises in the park. In the special period, the canteen in the park will transform the distribution mode at the first time, and deliver meals to the enterprises that have resumed work, so as to facilitate the employees to eat separately. The park gives full play to the role of self-media and WeChat groups, actively publicizes epidemic prevention knowledge and sets up the latest news, and Qi Xin works together to ensure the safety of the park. Actively assist enterprises to return to work. Formulate the Process of Assisting Enterprises to Go Back to Work, and the service personnel of the enterprises in the park will serve the enterprises in front, coordinate and guide the application materials related to the return to work, implement the Commissioner's initiative to connect with relevant departments for the enterprises, and be the "shop assistant" of the enterprises, so as to get the notice of returning to work for the enterprises in the park at the first time. At the same time, in view of the actual difficulties of the settled enterprises, we are actively docking and mastering, and in order to alleviate the operating pressure of the settled enterprises, we are currently studying relevant preferential policies. The third is to do a good job in epidemic prevention supervision. Strictly implement the main management responsibility of the park, do a good job in supervising the epidemic prevention and control of enterprises in the park, formulate seven regulations on "supervising the epidemic prevention management of enterprises in the park", urge enterprises to formulate the work plan for epidemic prevention and control of enterprises according to the relevant requirements of the government and the park, establish the leading organization for enterprise epidemic prevention and control, formulate the "one person for one file" for employees, separate regulations for employees returning to work, and apply for relevant certificates for employees, so as to ensure that enterprises returning to work can resume production in an orderly manner.

(III) Scientific prevention and control, epidemic prevention and control enterprises resume production

Zhejiang Dekang Medical Devices Co., Ltd., located in Jiaxing Science Park of Shanghai Jiaotong University in Xiuzhou National High-tech Zone, is the first batch of enterprises that resumed production in Xiuzhou District. Since it resumed work on February 2, as a medical industry enterprise, it actively cooperated with the park management on the premise of strictly implementing the relevant government requirements, and the enterprise proposed to "boldly resume work, scientifically prevent epidemic and pay close attention to implementation". The first is to set up a leading group. In order to ensure the orderly production and ensure the health of employees, Dekang Medical Company has set up a public emergency management team and an epidemic prevention leading group, and scientifically formulated a set of epidemic prevention and control work plans, such as employee management, factory management, site disinfection, emergency material preparation, duty watch, information submission and emergency disposal. The second is to carry out epidemic prevention step by step. The first step is to query the running track of employees in recent 14 days through the mobile phone program;

Enterprises actively promote scientific epidemic prevention knowledge to employees through enterprise groups, oa systems and instruction manuals, which not only establishes employees' awareness of safety and epidemic prevention during working hours, but also provides personal protection guidance for employees during non-working hours, requires employees to independently measure their temperature at home every day and establish a reporting system, and it is strictly forbidden to go to work in spite of illness, so as not to visit and gather after work.
