Measures of Benxi Municipality on the Administration of Motor Vehicle Parking Lot

Article 2 These Measures shall apply to the planning, construction, use and management of motor vehicle parking lots within the urban planning area of our city.

the motor vehicle parking lot mentioned in these measures (hereinafter referred to as the parking lot) refers to the outdoor or indoor places for all kinds of motor vehicles to park, mainly including the equipped parking lot, single parking lot, mechanical parking equipment and road parking spaces.

the planning, construction and parking management of special parking lots for public transport, road passenger and freight transport vehicles and dangerous chemicals transport vehicles shall be governed by the relevant provisions of the state and this municipality. Article 3 The management of parking lots shall follow the principles of "overall planning, rational layout, standardized management, smooth flow, convenient travel and safety". Article 4 The municipal public security organ is the administrative department in charge of parking lot management in our city, and the traffic management department of the municipal public security organ is specifically responsible for the relevant administrative law enforcement work in accordance with these Measures.

Article 5 The municipal planning administrative department shall, according to the overall urban planning, traffic demand and the needs of urban construction and development, work out a special parking lot plan in conjunction with the municipal development and reform, land and resources, public security, transportation and other departments, and implement it after being approved by the municipal government. Article 6 The construction of parking lots shall be based on the allocation of parking lots and single parking lots, supplemented by three-dimensional parking lots and supplemented by road parking berths.

The supporting parking lot projects that have not been accepted or failed to pass the acceptance inspection shall not be put into use. The municipal construction administrative department shall inform the traffic administrative department of the municipal public security organ in writing of the acceptance record information about the parking lot construction in the construction project. Article 11 If the following public buildings fail to build parking lots in accordance with the national and municipal parking lot setting standards and design specifications, they shall be rebuilt and expanded in accordance with the plan:

(1) Railway stations, road passenger stations, reservoir terminals and public transportation and hub stations;

(2) stadiums (gymnasiums), popular science fields (gymnasiums), cinemas (theatres), libraries, hospitals, exhibition places, tourist attractions, trade markets, commercial office buildings and offices for undertaking administrative affairs with foreign countries;

(3) shopping malls, tourism, restaurants, entertainment and other business places with a construction area of over 3,111 square meters. Article 11. If the renovation and expansion of public buildings, commercial blocks, residential areas, large (medium) buildings, etc. are really limited by the site and other conditions, it is impossible to support the construction of parking lots, and with the consent of the municipal planning and construction administrative department, the construction unit will carry out the construction of the parking lots according to the number of parking lots lacking. Article 12 Except for the following areas, road parking spaces can be set up in urban roads, public squares, green isolation belts, shoulders, overpasses and open spaces outside the red line of buildings on both sides of urban roads:

(1) In the road sections with no parking signs and markings, in the road sections with isolation facilities between motor vehicle lanes and non-motor vehicle lanes and sidewalks, as well as crosswalks, sidewalks and construction lots;

(2) At intersections, railway crossings, sharp bends, narrow roads with a width less than 4m, bridges, steep slopes, tunnels and road sections within 51m from the above locations;

(3) Within a service radius of 311m of the parking lot that has been built and can provide sufficient parking spaces;

(4) evacuation passages near fire exits, fire truck climbing operation sites, blind lanes and large public buildings;

(5) Within 1.5m around the manhole covers of various road pipe networks and 31m around the fire hydrants and fire cranes;

(6) Other areas where setting is prohibited.

the traffic management department of the municipal public security organ shall, according to the road traffic conditions, hold a hearing with the relevant departments or solicit opinions from the public, formulate the design scheme of road parking spaces and plan them, and announce them to the public at the same time.

Without the approval of the traffic management department of the municipal public security organ, no parking lot or road parking berth shall be set up on the road without authorization; It is not allowed to set up obstacles such as piles, locks and car chains without authorization, which hinders the parking and passage of motor vehicles.
