The measures referred to in urban drainage facilities, refers to the acceptance, transportation and discharge of production wastewater, domestic sewage, rainwater pipe network, open ditches, culverts, pumping stations, inspection wells, rainwater wells and other facilities and sewage treatment facilities of sewage treatment plants, including public drainage facilities and self-built drainage facilities, in which public drainage facilities refer to municipal drainage facilities within the red line of urban roads.
The term "drainage households" as mentioned in these Measures refers to the units and individual operators that discharge sewage into the urban drainage pipe network and its ancillary facilities because of their service activities such as manufacturing, construction, electricity and gas production, scientific research, health, accommodation, catering and entertainment. Article 4 The municipal administrative department of municipal facilities is responsible for the management of urban drainage facilities in the whole city, and its subordinate municipal drainage management institutions are specifically responsible for the daily management of urban drainage facilities.
Comprehensive law enforcement departments shall, according to their statutory authority, impose administrative penalties on acts that violate these measures.
Real estate, water, environmental protection, public security, finance, development and reform, land and resources and other relevant departments shall, in accordance with the division of responsibilities, do a good job in urban drainage. Article 5 The principles of unified planning, supporting construction, hierarchical management and coordinated development shall be applied to urban drainage. Article 6 Encourage scientific and technological research on urban drainage, actively promote and support the application of advanced technologies and equipment for urban drainage, and improve the scientific and technological level of construction, renovation, maintenance and management of urban drainage facilities. Seventh all units and individuals have the right to use urban drainage facilities according to law and the obligation to protect urban drainage facilities, and have the right to stop and report violations of these measures.
Units and individuals that have made remarkable achievements in maintaining urban drainage facilities shall be rewarded by the municipal government. Chapter II Planning, Construction and Management Article 8 The municipal administrative department of municipal facilities shall, in accordance with the development plan of municipal facilities, work out an annual plan for the construction, maintenance, repair and emergency disposal of urban drainage facilities in conjunction with relevant departments such as water affairs, environmental protection, real estate development and reform, and submit it to the municipal government for approval, and then the municipal urban drainage management institution shall organize its implementation. Ninth urban drainage facilities construction, renovation, maintenance, operation and emergency disposal funds, included in the municipal fiscal year budget, earmarking. Tenth according to the special planning of municipal facilities, without the approval of the planning and land resources departments in accordance with legal procedures, the land for urban public drainage facilities shall not be occupied or changed.

Article 11 The development of new urban areas, the renovation of old cities, and the projects of new construction, renovation and expansion must conform to the requirements of the special planning of municipal facilities, supporting the construction and renovation of urban drainage facilities, and synchronously designing, constructing and commissioning with the main project, which involves the planning scheme and preliminary design of urban drainage facilities. City drainage management institutions shall participate in the examination and supervision of project construction. Twelfth urban drainage should follow the principle of separate discharge of rainwater and sewage.
The drainage facilities for the construction of new urban areas, the transformation of old cities and new construction, reconstruction and expansion projects shall be constructed in accordance with the requirements of rain and sewage diversion; In the old city where rainwater and sewage are not diverted, the relevant property rights units shall carry out the renovation of drainage facilities in accordance with the annual construction plan of urban drainage facilities. Thirteenth drainage households need to access the urban drainage network, it should be approved by the municipal drainage management agency in advance, and the drainage facilities must be kept intact during the construction process; Causing damage to urban drainage facilities, it shall be liable for compensation according to law.
Before the newly-built or rebuilt drainage pipeline is connected to the urban public drainage facilities, the development and construction unit must set up facilities such as grit chambers, grease traps and septic tanks that meet the standards in accordance with relevant regulations.
The connection project between self-built drainage facilities and the main pipeline of urban public drainage facilities must be carried out in accordance with the approved design route under the on-site supervision of the municipal urban drainage management institution.
It is forbidden to mix rainwater pipes and sewage pipes, or directly connect sewage pipes to rivers. Fourteenth new construction, renovation and expansion of urban drainage projects must meet the national quality standards for construction projects. After completion, the construction unit shall organize acceptance in accordance with relevant regulations, and can only be delivered after acceptance. Fifteenth new construction, renovation and expansion of urban drainage projects, the implementation of quality warranty system, the warranty period is 2 years from the date of acceptance of the project. Article 16 Where urban drainage facilities need to be occupied or rebuilt due to planning and construction, the planning and design scheme must be reviewed by the municipal urban drainage management institution first, and the construction unit shall compensate or bear the reconstruction cost in accordance with relevant regulations.
