Since the beginning of this year, the Ministry of Education has specially issued the Opinions on Doing a Good Job in Kindergarten Safety in Primary and Secondary Schools in 2005, deployed school safety work, and organized the publicity and education activities of the 10th National Day of Safety Education for Primary and Secondary School Students and the safety management training for primary and secondary schools nationwide. In response to some school safety emergencies this year, we held a video conference with the Ministry of Public Security and formulated six measures to further improve the safety of kindergartens in primary and secondary schools. The Ministry of Public Security issued eight measures for public security organs to maintain public order in and around the campus, and put forward guiding opinions on further strengthening the safety work of primary and secondary schools.
Local education administrative departments and primary and secondary schools attach great importance to school safety, and have taken a series of practical measures according to local actual conditions. Generally speaking, local education administrative departments, principals and teachers are working hard, and they have made great efforts to reduce and reduce school safety accidents under the current conditions. The leaders and principals of our education administrative department can rush to the scene as soon as possible after the accident and properly handle the aftermath. It should be said that local education administrative departments, principals and teachers attach great importance to it and do their best. School safety work has been strengthened, and all kinds of safety accidents have dropped significantly, greatly reducing student group disasters. In 2004, the number of abnormal deaths among primary and secondary school students decreased compared with that in 2003 10. 15%. According to the statistical data reported from June 5438+0 to June 5438+0 this year, the total number of safety accidents in primary and secondary schools decreased by 53.4% compared with the same period of last year, the number of student deaths decreased by 8.7%, and the number of injured and infected people decreased by 74.37% compared with the same period of last year, especially the accidents caused by various schools. This shows that school safety accidents are not inevitable as long as we pay serious attention to and conscientiously implement the work.
However, in recent years, school safety accidents have occurred in some places, and major malignant accidents have increased. On the one hand, the social security situation is complex, and many accidents are caused by "natural disasters and man-made disasters"; However, a considerable part of it is due to the lax and paralyzed safety work in some places and schools, and the responsibility is not implemented and the work is not in place, which must be highly valued.
Some recent school safety accidents are reported as follows:
1. Heavy casualties caused by traffic accidents: On the morning of June165438+1October 65438+April 4, No.2 Middle School of Qinyuan County, Changzhi City, Shanxi Province organized senior two and senior three students to run and exercise in expressway. On the way back to school, a truck with an east wind crashed directly into the running student team because of driver fatigue, causing a serious traffic accident. At present, the accident has caused 20 students. That morning, the school sent 17 teacher to run exercises with the team. It should be said that they worked hard, but they still suffered heavy casualties.
2. School stair stampede accident: 10/0 On October 25th, a crowded stampede accident occurred in the central primary school of Guangna Town, Tongjiang County, Bazhong City, Sichuan Province, killing 8 students and injuring 17 students.
Third, the criminal case of injuring students is outrageous: on September 5, two suspects cheated Wenmou, a primary school student in Nanyue District, Hengyang City, Hunan Province, out of school on the grounds that his mother was ill, and then demanded ransom from his parents. When the police arrested the gangster on September 7, they found that the pupil had died.
Fourth, campus public health safety incidents have occurred from time to time: On June 16, some primary and secondary schools in Dazhuang Town, Sixian County, Anhui Province illegally vaccinated students with "Hepatitis A vaccine", resulting in a group psychological reaction. 165438+ 10/4, 2 1 student collective food poisoning occurred in Xinjichuan Township Central Primary School, Longxian County, Baoji City, Shaanxi Province, which has been initially identified as "tetramine" poisoning.
The lessons of these blood are unforgettable for us. It reflects that the overall situation of social security work is grim at present, and it also reflects that our school is not strong in safety awareness and weak in handling public security emergencies, exposing that there are still some obvious loopholes and weak links in our school management.
Leading comrades in the State Council attached great importance to this and made important instructions many times, pointing out that these accidents are very serious and must be thoroughly investigated. Schools at all levels are required to attach great importance to students' safety work, implement various safety measures, especially management work, and prevent similar accidents from happening again. We should seriously study the spirit of the State Council's instructions and further enhance the sense of urgency and responsibility in school safety work.
Ensuring the life safety of teenagers at school is the first responsibility of school work. I always remember a remark made by Comrade Li Lanqing: "Whenever I see an accident report, I feel a twinge of heartache. Although many accidents can finally be investigated for responsibility according to law, it is too late to mend. When people are dead, what can we talk about teaching and educating people? Life is not guaranteed, how can we talk about education! It is necessary to deepen the concept of "human life concerns the sky, safety comes first" and take effective preventive measures. There can be no bureaucracy and formalism in this respect, otherwise it will be too late to regret! " Absolutely! For some time, what worries us most is that we keep seeing all kinds of accident reports. Seeing that a ruthless safety accident took away young lives, we were really worried and couldn't sleep at night. Comrades are educators, and the people put their children in our hands, their hopes and the future of the motherland. If students have an accident at school because our work is not in place, we can't explain to the country and the people. The fundamental task of the school is to cultivate talents, and all the tasks of the school are for the healthy growth of students. The main leaders of education administrative departments at all levels and schools should fully understand the importance of shouldering responsibilities. "Life is not guaranteed, what about education?" It is necessary to firmly establish the consciousness of "cherishing life, putting safety first and responsibility above Mount Tai", and put the strengthening of school safety responsibility in the most important position.
The school is a place for teaching and educating people, and a place for young people to concentrate on learning and activities, which has attracted the attention of all walks of life and thousands of families. Doing a good job in school safety and creating a good teaching, research and living environment for the majority of students are very important for ensuring the healthy growth of young students and maintaining social stability. Primary and secondary school students and kindergarten children are the flowers of the motherland, the hope of every family and the future of our Chinese nation. Their life safety and healthy growth are related to thousands of families, to social harmony and stability, and to the fundamental interests of the broad masses of the people. Ensuring children's safety is the primary responsibility of school education and an important foundation for building a harmonious socialist society.
At present and in the future, it may be a period of high incidence of all kinds of social safety accidents, and some deep-seated social contradictions will be exposed continuously. At present, many aspects of social management, such as traffic, public security, food, health and so on, are far behind the speed of the development and change of the situation, and schools are areas where people are concentrated in society, and they are all minors. At present, they are the most protected groups in society, and they can easily become the prone places and frequent places of various safety accidents. Many unexpected things will happen, and accidents that have never happened before will also happen. We are not allowed to be a little careless. We should have full mental preparation and work plan for this.
School safety work must be alarmed, constantly grasped, valued and re-valued, and made every effort. The more schools don't have all the conditions, the more important the responsibilities of principals and teachers become. The greater the responsibility of principals and teachers, the safer the students will be; The more careful you work, the more careful the students will be. On the one hand, it calls on governments at all levels to increase investment in education, constantly improve school facilities, establish and improve the school safety work system, and create a safe and qualified campus environment; On the other hand, when the external conditions are not perfect for the time being, it is even more necessary to strengthen the school's own sense of responsibility, do the school work carefully, fully mobilize our subjective initiative, and rely on our solid work, strict management and meticulous care to make up for the lack of external conditions and minimize the occurrence of various safety accidents. No matter how difficult the school is, it is necessary to support a safe blue sky for students. This is our sacred responsibility and lofty mission.
Two, school safety work must be strictly managed, implement the responsibility.
In recent years, education has developed rapidly, but it has also brought some other problems, that is, school management is relatively backward and work is quite extensive.
Some places often turn a blind eye to the hidden dangers of school safety and become accustomed to it. They turned a blind eye before the accident and regretted it after it happened. Lack of sufficient vigilance and attention to possible school safety accidents, lack of necessary awareness and institutional prevention requirements. In the future, with the gradual improvement of school conditions and the increasing government investment, this extensive school management and resigned working state can no longer continue. Strict education, strengthening management and ensuring safety must become the top priority of education in the new period.
First of all, we should base ourselves on the school and implement the responsibility for safety at the grassroots level.
Schools must build the first line of defense for the safety of teachers and students and provide a safe and healthy environment for children. Campus safety work must implement the responsibility system of school leaders, who, as the first person responsible for their own safety work, should personally grasp safety work and put it on the important agenda of school work; Leaders in charge should concentrate on grasping and earnestly take responsibility. It is necessary to make overall plans and make comprehensive defense, and there can be no omissions. Be sure to manage your own door and your own people to prevent problems before they happen; Deal with problems in time; After the incident, seriously sum up, draw lessons, formulate rectification measures, and form a series of measures to treat both the symptoms and the root causes. It is necessary to establish and improve the internal safety management rules and regulations of schools and formulate emergency plans for major safety accidents in schools. It is necessary to refine the safety responsibility of each post in the school one by one, and decompose it into people, each post and every link. It is necessary to bring school safety and stability management into the scope of school target management, formulate detailed rules for target management, sign safety responsibility letters step by step, establish a safety responsibility system covering all aspects of work, and strive to build a safe work pattern with unified leadership of the party and government, specific responsibility of relevant departments, and extensive participation and support of all teachers and students.
Careful work should be done, such as carefully organizing and checking the implementation of the internal safety management system in the aspects of guard, duty and patrol, and strengthening the management of the links prone to campus safety accidents. For another example, cooperate with the public security traffic management department to further strengthen school bus management. In the near future, it is necessary to conduct a general inspection of school buses and conduct a safety education for all school bus drivers to ensure the safety of school buses carrying students. Another example is to urge all schools and kindergartens to establish a strict health care system, and strictly implement regular physical examination, sanitation and disinfection, vaccination, infectious disease management, diet management, food procurement certification system and health care registration and statistics system.
In particular, it is necessary to establish and improve the management system of boarding schools, especially rural boarding schools. According to the actual situation of a large number of boarding schools, we should study and formulate new management measures as soon as possible, strengthen the management and guidance of these schools, and prevent all kinds of illegal and criminal activities against boarding students. It is necessary to implement a strict night duty and inspection system, carefully select and arrange teachers who are politically competent, experienced and physically and mentally healthy, provide safety guidance and necessary management to students, strengthen safety awareness, enhance safety precautions, and ensure the safety of boarding school students.
The second is to strengthen local responsibility, implement safety measures and ensure safety investment.
According to the principle of "territorial responsibility and hierarchical management", local education administrative departments, especially county-level education administrative departments, are responsible for the management of local primary and secondary schools and kindergartens. Education administrative departments at all levels should take the initiative to strengthen contact with public security, health, safety supervision and other relevant departments, establish and improve the student safety defense system of schools and local public security organs, parents and communities, and strive to form a good social atmosphere in which the whole society actively participates and cares about the healthy growth of teenagers. All localities should earnestly shoulder their responsibilities, earnestly perform their duties, strengthen overall coordination, and take strengthening the safety management of primary and secondary schools and kindergartens as an important part of county-level overall planning.
With the development of education, the scale is expanding rapidly, and the problems such as poor hardware conditions, aging facilities and equipment, and untimely renovation are extremely prominent. Although we have increased investment in school infrastructure in recent years, the problem has not been fundamentally solved. To implement the policy of "safety first, development second", we must first ensure the necessary funds to eliminate potential safety hazards, effectively increase investment, solve the problem of school safety work with money and people, and completely reverse the passive response situation.
At present, there are many debts in the construction of dormitories, canteens and toilets in rural primary and secondary schools, and there are major security risks. Education administrative departments and schools at all levels should pay close attention to the construction and transformation of the above facilities under the leadership of the local government. Ensure the implementation of funds for safety work, pay close attention to the transformation of old and aging infrastructure such as water, electricity and heating, complete the transformation of overloaded power grids within a time limit, and intensify the transformation of wooden houses. If the fire hazard is particularly serious, we must make up our minds to stop using them. It is necessary to strengthen the transformation and construction of fire control facilities and strive to establish an advanced and effective monitoring and early warning system. If it can't be completed at one time, we must first ensure the key parts and key building facilities.
Third, we should strengthen school safety education and improve students' safety awareness and preventive ability.
The Decision of the State Council on Further Strengthening the Work of Safety in Production puts forward the requirement of "offering safety knowledge courses in colleges and universities, primary and secondary schools, and improving teenagers' awareness and preventive ability against disasters such as road traffic, fire fighting and city gas". All localities should actively explore, incorporate safety education into school education and teaching plans, and allocate certain class hours to make safety education scientific and standardized, improve students' safety awareness, and cultivate students' safety prevention ability and emergency response ability.
At present, we should vigorously strengthen students' legal system, safety education and mental health education. Safety education should be regarded as an important part of the curriculum in kindergartens, primary and secondary schools, and educational activities with the theme of improving the self-care, self-help and disaster prevention and escape ability of primary and secondary school students should be seriously carried out, so as to enhance the awareness and ability of teachers and students in self-prevention, and master the basic methods of self-care, self-help, escape and alarm in case of danger. Through various ways and means, we should educate primary and secondary school students to strengthen their awareness of the legal system, form the habit of obeying laws and regulations, consciously abide by traffic rules, enhance their awareness and ability of prevention, consciously stay away from dangerous areas and pay attention to food hygiene.
This year's safety education is lively and colorful, and various activities have been carried out in various places, which has enabled students to receive vivid and intuitive safety education and achieved the expected goal. In the future, we should continue to carry out activities such as "Safety Education Month", "Safety Education Week" and "Safety Education Day" to enrich the content of education and effectively improve the effect of safety education.
The fourth is to strengthen teachers' safety responsibility and establish a school safety work system in which all staff are responsible and everyone participates.
Teachers should love students and care about their life safety. In many sudden safety accidents, our teachers stepped forward to protect students, and some even gave their precious lives. We will always remember Teacher Yin who gave his life to protect students. Her heroic deeds touched the people, and thousands of people saw her off on the funeral day. In this serious traffic accident in Qinyuan, Shanxi, at the critical moment, the hero teacher Comrade Jiang Hua pushed two students to the side of the road. The students were saved, but he gave his young life. These teachers are role models for us to learn from. Teachers are in the front line of education and teaching, so we must strengthen teachers' professional ethics education and legal education, and improve teachers' safety awareness and working ability. Local education administrative departments at all levels should formulate training plans according to local conditions, incorporate safety management into the training content of principals, and conduct a systematic safety management training for all primary and secondary school principals and kindergarten directors in batches through various forms such as distance education and centralized training, so as to comprehensively improve the safety awareness and management level of school administrators.
Three, school safety work must be based on prevention, focus, comprehensive management.
Strengthening school safety involves all aspects. At present, it is necessary to further highlight the key points, strengthen the weak links in a targeted manner, and enhance the awareness and ability of prevention. During this period, in addition to the above-mentioned fire prevention and food safety, we should also focus on the following four aspects:
First, we should put the prevention of crowded and trampled accidents on campus in a prominent position.
If there are unpredictable reasons for other safety accidents, most of them are weak safety awareness of school leaders, negligence in management and inadequate preventive measures. Some accident schools did not arrange personnel to guide and manage students in the corridor as required, and did not formulate evacuation plans in case of emergency. When the students pass through the corridor after school, they are completely unattended. There have been many such accidents, which must be attached great importance by the local education administrative departments and primary and secondary schools.
The education administrative departments at the county level should earnestly shoulder their responsibilities, strengthen the safety management of primary and secondary schools within their respective administrative areas, and guide local primary and secondary schools to establish special measures to prevent students from crowding and trampling. Starting from the students' reality, in the activities of going up and down the stairs, such as practice and assembly, we should stagger the time appropriately, go downstairs in different grades and classes, and arrange the teaching staff to be responsible for maintaining order and managing students in the stairwell. Primary and secondary schools should conduct a comprehensive inspection of the lighting facilities of the stairs, handrails and stairwells of the teaching building. Clean up the deposits in corridors and stairs in time to ensure smooth corridors and stairs. It is necessary to reinforce the damaged stair handrail, replace the stair lighting facilities that do not meet the purchase and installation specifications, and assign special personnel to carry out regular maintenance and timely repair or replace the damaged stair handrail. Sports activities such as morning exercises and running in city schools should be arranged on campus as far as possible, and it is forbidden for schools to organize students to carry out collective running and other sports activities in main streets and traffic arteries. If rural schools can only arrange sports activities outside campus due to lack of sports venues, they can organize them in safe places nearby, avoid traffic arteries, choose appropriate routes and places, and make careful plans to ensure the safety of students' lives. When a school carries out large-scale sports activities and other large-scale student activities, it must pass through the main streets and traffic arteries, it shall obtain the consent and support of the public security traffic management department in advance, and take necessary safety protection measures. Schools should arrange sports activities reasonably. If there is insufficient space on campus, measures should be taken to stagger sports activities and carry out different forms of activities. Boarding schools should arrange morning exercises reasonably.

The majority of primary and secondary schools should focus on strengthening care for children from single-parent families, children from economically disadvantaged families, migrant children, rural "left-behind children" and students with learning difficulties, and carry out targeted psychological education and counseling to improve their ability to resist setbacks, overcome difficulties and distinguish right from wrong, and create conditions to provide them with living assistance and learning assistance.
Fourth, do a good job in the prevention and control of highly pathogenic avian influenza and infectious diseases in winter and spring.
At present, all localities should have sufficient understanding of the seriousness of avian influenza epidemic and the urgency of doing a good job in the prevention and control of human infection with highly pathogenic avian influenza. It is necessary to deploy the work of preventing and controlling human infection with highly pathogenic avian influenza and infectious diseases in schools in winter and spring as soon as possible, and implement the responsibility of prevention and control at all levels.
Recently, schools of all levels and types will focus on a publicity and education campaign to prevent people from contracting highly pathogenic avian influenza and infectious diseases in winter and spring. It is necessary to educate students and their parents to develop good personal hygiene habits, avoid close contact with poultry, and report the epidemic situation to relevant departments in time.
When purchasing food raw materials in the school cafeteria, we should adhere to the purchase voucher system and not purchase fresh and frozen poultry and their products without quarantine certificate. It is necessary to keep the canteen environment and food processing operations clean, strengthen the management of drinking water sources in schools, and prevent the occurrence of various food-borne diseases. It is necessary to ensure the ventilation and cleanliness of students' study and living places and eliminate the conditions for the occurrence and prevalence of infectious diseases. It is necessary to establish and improve the monitoring and reporting system of infectious diseases in schools, keep abreast of students' attendance and health, and report to the local disease prevention and control institutions in time once infectious disease patients or suspected infectious disease patients are found, and report to the higher education administrative department at the same time.
Four, school safety work must strengthen supervision, pay close attention to implementation.
The central government has repeatedly applied for school safety and put forward a series of work requirements. The main task at present is to establish an effective mechanism to implement these policies and measures.
First of all, we should establish and improve the school safety reporting system and conduct safety inspections on schools one by one.
After today's meeting, all localities should carefully check or review all aspects of school kindergartens and children's safety, and carefully check school buildings and their ancillary facilities, including walls, doors and windows, protective facilities, fire-fighting facilities, transportation, etc., in accordance with the requirements of the "National Plan for the Implementation of Special Remediation Actions for Safety Management of Primary and Secondary Schools and Children" formulated by the Ministry of Education and other eight departments last year. Kitchen equipment, tableware and food, water sources and equipment must meet hygiene standards; Alarm for help, emergency treatment equipment and safe passage must be complete; Must perform all job responsibilities. In the future, the principal must take the responsibility of reporting first. If it is not reported in time in the future, the principal should be held accountable first.
After registering every potential safety hazard, the school shall report it to the county-level education administrative department for summary within the specified time. The education administrative department at the county level shall summarize and analyze the investigation of schools and kindergartens within its jurisdiction, reply to the safety reports put forward by each school one by one, and organize relevant departments to review the major safety hazards by the local government. Emergency repair personnel should immediately organize forces to carry out emergency repair, and those who stop using them should stop using them resolutely and decisively, and make a timetable to eliminate all kinds of potential safety hazards and complete them within a time limit. For dangerous facilities that cannot be solved for a while, special measures should be taken to suspend their use, and activities that cannot guarantee safety should be suspended temporarily.
The second is to further strengthen school safety supervision and take safety work as an important assessment index.
Recently, the National Education Supervision Team will organize a number of school safety supervision and inspection teams to supervise and inspect the implementation of the spirit of this meeting and strengthen the safety work of primary and secondary schools and kindergartens in some provinces, autonomous regions and municipalities directly under the Central Government, and inform the whole country of the supervision and inspection.
Local education administration and supervision departments at all levels should formulate work plans according to the spirit of this meeting, put forward work requirements, clarify responsibilities, immediately supervise and inspect the safety work of primary and secondary schools and kindergartens in the region, and pay attention to the implementation at different levels, focusing on the investigation of potential safety hazards in rural boarding primary and secondary schools and the implementation of various rectification measures. Give praise to local governments, grass-roots education administrative departments and schools that have worked hard and achieved remarkable results, and give informed criticism those who have made orders and failed to take effective measures. The results of supervision and inspection should be used as an important index to evaluate the work of local governments, education administrative departments and schools.
