The term "greenway" as mentioned in these Measures refers to a green open space corridor system consisting of a slow-moving system and service facilities based on natural elements, with natural and cultural landscapes and leisure facilities as series nodes. According to the geographical and functional requirements, greenways are divided into urban greenways in urban built-up areas and rural greenways and mountain greenways outside urban built-up areas. Article 3 Greenway management shall follow the principles of government leading, territorial management, social participation and sharing by the whole people. Article 4 The people's governments of cities and counties (cities, districts) shall incorporate the funds for greenway planning into the financial budget, and the greenway shall be managed territorially, and the required maintenance expenses shall be arranged by the financial department at the same level as a whole. Article 5 The Ministry of Housing and Urban-Rural Development is the competent department of greenway management industry. The municipal housing and urban-rural construction department is responsible for the comprehensive management and supervision of the city's greenways, and formulates the standards and technical specifications for the management and maintenance of the city's greenways; County (city, district) housing and urban-rural construction departments are responsible for the comprehensive management and supervision of greenways within their respective administrative areas.
City, county (city, district) people's governments shall, according to the regional and functional requirements of greenways, reasonably determine the greenway management units within their respective administrative areas.
Greenway management units may entrust landscaping enterprises and institutions with corresponding qualifications to be responsible for the daily operation, maintenance, protection and management of greenways. Sixth development and reform, natural resources and planning, forestry, water conservancy, transportation, culture and tourism, agriculture and rural areas, finance and comprehensive administrative law enforcement and other relevant departments shall, in accordance with their respective statutory duties, do a good job in the protection and management of greenways. Chapter II Greenway Planning Article 7 The competent department of the municipal greenway management industry shall, jointly with the planning management department, formulate the overall planning of the greenway in this Municipality, determine the construction objectives, spatial layout and construction standards of the greenway, delimit the greenway control area and put forward control requirements, and the overall planning shall be incorporated into the land and space planning of this Municipality. Eighth greenway planning shall solicit the opinions of relevant departments, experts and the public. The approved greenway planning shall be announced to the public.
The construction and development of the greenway and its control area shall strictly follow the provisions of the planning of the greenway of Oujiang Grand Garden in Lishui City. Without the approval of the relevant departments, no project inconsistent with the planning may be built. Chapter III Greenway Construction Article 9 County (city, district) people's governments shall, according to the approved greenway planning and relevant technical specifications, formulate annual plans for greenway construction and organize their implementation. Tenth greenway construction should use and rely on existing facilities, or be combined with village renovation, agriculture, forestry and water conservancy projects, environmental management projects, landscaping projects, natural and cultural landscapes, etc. , so as to save resources and avoid destroying the natural ecological environment and historical and cultural resources. Eleventh greenway and its supporting facilities construction mainly includes the following contents:
(a) the green corridor system formed by green ecological bases such as green protection belts and green isolation belts, and the relevant contents of the green line or green space control incorporated into various land and space planning;
(2) Various greenway slow-moving systems formed by pedestrian lanes, bicycle lanes or comprehensive slow lanes;
(3) A traffic connection system formed by parking facilities, connecting facilities between greenways and other traffic systems;
(4) A comprehensive service facility system consisting of management facilities, commercial service facilities, entertainment facilities, popular science education facilities, security facilities, barrier-free facilities and environmental sanitation facilities;
(5) Identification and guidance system consisting of information identification, guidance identification, warning identification and safety identification;
(six) public places that are closely connected with the greenway and can meet the needs of residents for various outdoor activities. Twelfth greenway construction adhere to the basic principle of ecological priority, maximize the protection of Lishui local ecological and cultural landscape, promote the use of sponge city, green building materials, energy-saving and environmental protection materials and construction waste resource products, and adopt renewable energy lighting system. Greenway construction should take effective protective measures to prevent the protected vegetation, water landscape and historical sites from being destroyed. After the completion of the project, the site should be cleaned in time to restore the landscape along the line. Thirteenth greenway construction should be separated from expressway and urban roads. In order to keep the greenway connected, if you need to borrow roads or urban roads, you should set up signs and speed bumps on the roads or urban roads, and set up traffic signs and traffic lights according to road standards to limit the speed of motor vehicles. Chapter IV Greenway Management Article 14 All units and individuals have the obligation to take good care of greenways and their supporting facilities, and have the right to dissuade, complain and report acts that damage greenways and their supporting facilities and affect their use. Fifteenth greenway development and utilization follow the principle of giving priority to public welfare, supplemented by profitability. Encourage the use of greenways to carry out sports fitness, cultural display, popular science education, leisure tourism and other activities.
Greenway slow-moving system and public welfare supporting service facilities shall be open to the public free of charge. Commercial service facilities such as catering, sales outlets, bicycle rental and parking facilities are allowed to operate for profit, and the greenway management unit is responsible for unified management.
Operators of greenway commercial activities shall obey the unified management of greenway management units and accept the supervision of relevant functional departments.
