2116-2111 is an important period for Henan Province to build a well-off society in an all-round way and strive to realize the rise of the Central Plains, and it is also a crucial period for comprehensively promoting the construction of a new socialist countryside. Grasping this important strategic opportunity period, doing a good job in agriculture and rural economy, accelerating the development of agriculture and rural areas, and promoting the rapid growth of farmers' income are of great significance for realizing the leap-forward development of the province's economy and making Henan walk in the forefront in the rise of central China. According to the agricultural and rural economic development strategies and objectives and tasks determined in the Outline of the Eleventh Five-Year Plan for National Economic and Social Development of Henan Province, this plan is specially formulated.

1. Planning background

The annual processing capacity of grain, meat and dairy products in the province has reached 32 million tons, 3.9 million tons and 1.45 million tons respectively. A large number of industrialized organizations have emerged, and 8,473 farmers' professional cooperative economic organizations have been developed, with 1.83 million farmers joining.

At present, the development of agriculture and rural economy in our province faces many favorable conditions: the major strategic deployment of the state on accelerating the construction of new countryside provides a rare historical opportunity for the rural development in our province; The implementation of the strategy of the rise of central China has become a powerful driving force for the sustained, rapid and stable economic development of our province; The pattern of national income distribution began to be obviously adjusted and tilted to "agriculture, countryside and farmers", the government's support for agriculture was unprecedentedly increased, and the public finance gradually benefited the countryside; Henan's comprehensive economic strength has been obviously enhanced, and it has initially entered a new stage of promoting agriculture with industry and bringing rural areas with cities, laying a good foundation for the development of agriculture and rural areas in the province. The acceleration of international and domestic industrial transfer and urbanization is conducive to promoting the transfer of rural labor to non-agricultural industries; The accelerated upgrading of consumption structure and the rapid development of food industry have provided a broad demand space for agricultural development; The acceleration of agricultural mechanization and agricultural informatization has continuously improved the inherent quality and development level of agriculture. At the same time, there are some prominent contradictions and problems in the development of agriculture and rural economy. Prominent manifestations are: low income level of farmers, weak rural infrastructure, great pressure on rural labor force to transfer employment, low degree of agricultural industrialization and organization, backward development of rural social undertakings, and increasingly prominent constraints on resources and environment.

II. Overall Requirements

Strengthen the construction of irrigation and water conservancy facilities, accelerate the transformation of low-and medium-yield fields, continuously improve agricultural production conditions, and improve the comprehensive agricultural production capacity. We will implement national high-quality grain industry projects, large-scale commodity grain bases, comprehensive agricultural development and other major projects to comprehensively improve the comprehensive production capacity, processing and transformation capacity and market competitiveness of 71 major grain counties (fields).
