Article 2 The provisions of this regulation applies to the city's administrative area of dance halls, music cafes, restaurants and theaters, casino (Palace), video halls and other indoor entertainment venues (hereinafter referred to as entertainment venues). Article III Municipal Fire Bureau is responsible for the organization and implementation of the provisions of the public security and fire prevention authorities at all levels in accordance with the provisions of the duties and responsibilities, responsible for the management of fire safety in entertainment venues. Article 4 The fire prevention responsibility of the provisions of this regulation is the responsibility of the operator of the place of entertainment; the operator of the place of entertainment contracted to operate, the contractor is responsible for.　　Entertainment business premises of the lessor and the lessee, entertainment contracted to operate the contractor and the contractor, shall sign a fire safety responsibility, clear fire prevention responsibilities of both parties, and strictly implemented. Article 5 The operators of entertainment venues should be in accordance with the "Beijing Interim Provisions on Fire Safety Responsibility System" to establish the unit's fire safety responsibility system, and accept the supervision and inspection of the public security fire safety authorities. Article 6 The new construction, alteration and expansion of entertainment venues, its interior decoration must comply with the fire code for building design and other relevant fire design requirements, and reported to the public security fire safety authorities for approval. After the completion of the project, the public security fire safety authorities acceptance before being put into use. Article VII has opened the entertainment venues, its construction, decoration, etc. does not comply with the provisions of this regulation, should develop a transformation plan, and in accordance with the requirements of the public security fire safety authorities, the deadline for transformation. Article VIII places of entertainment and other buildings connected, shall establish fire separation. Separation of the room partition wall shall be non-combustible, and its fire resistance limit shall meet the requirements of fire safety technical specifications. Article IX places of entertainment decoration, landscape materials, should be used non-combustible or flame retardant materials. Sound console, electrician room and other key areas should use non-combustible materials. Wooden wainscoting should be brushed with fire-resistant paint, decorative textiles should be flame-retardant treatment. Article 10 places of entertainment to the building outside the safety exit should be not less than two, the evacuation channel and exit should be kept free, is strictly prohibited to pile up any objects. Evacuation routes to the exit should be equipped with Chinese and English evacuation instructions and patterns of light evacuation signs, and remain intact. Evacuation instructions and evacuation signs should be located at the turn of the aisle, the spacing shall not exceed 20 meters.　　Evacuation door must be opened to the outside, the width shall not be less than 1.4 meters. Shall not be used to turn the door, rolling door, side door. The evacuation channel should be equipped with emergency lighting, and ensure that the lighting for more than 20 minutes.　　More than two floors of entertainment venues, the evacuation stairs should be not less than 2, and shall not use spiral stairs and fan-shaped stairs. Article XI of the entertainment venues of electrical equipment, should be installed by the official electrician in accordance with the provisions of the relevant national electrical design and construction and installation acceptance standards, and regular inspection and maintenance. Article XII of the entertainment venues in the wire, should be used copper-core wire, all electrical wiring should be protected by metal casing, across the channel wire should be taken to fix the protection measures, shall not be exposed. Distribution and lighting lamps and lanterns with high-temperature parts of the surface shall not be close to combustible materials, mobile lamps and lanterns should be used rubber-covered cable, plugs and sockets should be kept in good contact. Article XIII of the use of neon lights in entertainment venues, the transformer should be installed in non-combustible structure, shall not be close to combustible materials. The electrodes of the lamp and the conductor to maintain a distance of 10 centimeters, and should be installed on insulating materials.　　Entertainment venues should have a person responsible for the maintenance and repair of neon lights. Article XIV entertainment venues should be installed indoor and outdoor fire hydrant, and equipped with the appropriate number of fire extinguishing, life-saving and other equipment, facilities and equipment. Larger area, more rooms or set up in the underground entertainment venues, should be set up automatic fire alarm, smoke exhaust facilities and automatic fire extinguishing devices. Article XV fire fighting equipment should be placed in obvious and easy to access places, and set up special management, regular inspection and maintenance to ensure the integrity of good use. Article XVI is strictly prohibited in the entertainment venues, storage of flammable and explosive substances, prohibit the stacking of combustible materials. Article XVII of entertainment venues should be approved in accordance with the business area to accommodate the number of people, and reported to the public security fire safety authorities for the record. Daily business shall not be overcrowded. Article XVIII of entertainment venues operators should be in accordance with the provisions of the fire prevention responsibility system, to do a good job before the staff fire safety knowledge training. Trained workers should meet the following requirements:

(a) know how to fire prevention;

(b) master fire fighting knowledge;

(c) familiar with the fire prevention responsibilities of the post;

(d) the fire will be reported to the police, will be able to organize the evacuation of people, will put out the incipient fire.　　Where untrained and did not meet the above requirements of the workers shall not be on duty. Article 19 of the entertainment venues in business should determine the person in charge of safety inspection, inspection, in order to timely detection and treatment of fire hazards. Business premises in the use of open flames and electric appliances, fire prevention measures should be taken, and a person responsible for guarding.　　After the end of the daily business, should be in accordance with the job responsibility system division of labor, the business premises for a comprehensive inspection, cut off the power supply and fire; to confirm the safety, fill in the "clearance inspection records", the person in charge of the signature before leaving work.　　In addition to the duty personnel in the business premises, other people shall not stay overnight. Article 20 The operators of entertainment venues in violation of the "Beijing Interim Provisions on Fire Safety Responsibility System" by the public security and fire safety authorities in accordance with the "Beijing Interim Provisions on Fire Safety Responsibility System" penalties; violation of these provisions, by the public security and fire safety authorities in accordance with the circumstances, respectively, to give a warning, ordered to make corrections within a specified period of time, and ordered in the hazardous parts of the work stoppage, suspension of business, fines. Fines specific measures, in accordance with the following provisions:

(a) violation of the provisions of Article 6, Article 7, a fine of more than 1,000 yuan 5,000 yuan;

(b) violation of the provisions of Article 8, Article 9, Article 10, Article 16, a fine of more than 500 yuan 3,000 yuan;

(c) violation of Article 17, a fine of more than 200 yuan 1,000 yuan. yuan or more than 1000 yuan fine.　　Entertainment operators in violation of the provisions of this regulation, in addition to the above provisions of the penalty, the public security and fire safety authorities may be directly responsible for the person or the main person in charge of a fine of 200 yuan.

Article 20 of the legal representative or the main person in charge of entertainment shall be responsible for the fire safety and other safety of the entertainment place.

Entertainment establishments shall ensure that their buildings and facilities comply with national safety standards and fire safety technical specifications, regularly check the condition of fire safety facilities, and timely maintenance and updating.

Entertainment venues should develop safe work programs and emergency evacuation plans.

Article 21 of the business period, entertainment establishments should ensure that the evacuation channel and the safety exit is unobstructed, shall not block, lock the evacuation channel and safety exit, shall not set up in the evacuation channel and safety exit fences and other obstacles affecting evacuation.

Entertainment establishments should be set up in the evacuation channel and safety exit obvious signs, not blocked, covered signs.
