Enterprises and individual industrial and commercial households that produce and operate halal food shall also abide by the Health Law of People's Republic of China (PRC), the Food Hygiene Regulations for Food Vendors and Urban and Rural Fairs in Inner Mongolia, and other food hygiene laws and regulations. Article 4 The administrative department of ethnic affairs of the Municipal People's Government shall be responsible for the management and supervision of halal food in the city in accordance with the provisions of these regulations.
Banner, county, district people's government administrative departments of ethnic affairs, in accordance with the provisions of this Ordinance, responsible for the management and supervision of halal food within their respective administrative areas.
Health, industry and commerce, commerce, quarantine, construction, public security, quality and technical supervision, food and drug supervision and management departments shall, according to their respective responsibilities, do a good job in the management and supervision of halal food. Article 5 The financial departments at all levels shall include the funds for halal food management into the fiscal budget at the corresponding level and provide guarantee. Article 6 The municipal, county and district people's governments shall, according to the development plan and actual needs of commercial outlets, build Muslim food commercial outlets in areas and commercial centers where ethnic minorities who eat Muslim food are relatively concentrated.
The commercial outlets of halal food specified in the preceding paragraph shall be dedicated. If it is really necessary to use them for other purposes or dismantle them, it shall be approved by the administrative department of ethnic affairs of the local people's government.
In bazaars, shopping malls and supermarkets, halal food stalls must keep a certain distance from halal taboo food. It is forbidden to mix halal food with halal taboo food. Seventh enterprises and individual industrial and commercial households that produce and operate halal food shall implement the management system of issuing the halal food business license and halal signs.
Enterprises and individual industrial and commercial households that intend to produce and operate halal food shall apply to the administrative department of ethnic affairs of the local flag, county and district people's governments for obtaining the halal food business license. The relevant administrative departments for ethnic affairs shall, within five working days from the date of receiving the application, review whether the production and operation conditions conform to the eating habits of ethnic minorities who eat halal food, and issue halal food business licenses to those who meet the conditions.
When the administrative department for industry and commerce approves the name or font size of an enterprise, enterprises and individual industrial and commercial households that have not applied for halal food licenses shall not be labeled as "halal". Article 8 The ethnic composition of employees of enterprises and individual industrial and commercial households applying for halal food licenses shall meet the following relevant conditions:
(a) the person in charge of the enterprise has at least one ethnic minority who eats halal food;
(two) the owners of individual industrial and commercial households must be ethnic minorities who eat halal food;
(3) Among the employees in halal food processing, sales and catering industry, minority employees who eat halal food account for a certain proportion, and the proportion shall not be less than 40% if the total number of employees is less than 10, and the proportion shall not be less than 20% if the total number of employees is more than10;
(4) The positions of purchasing, warehousing and cooking in halal catering industry are generally held by ethnic minorities who eat halal food, and those who are Han people or ethnic minorities who do not eat halal food should be trained and supervised. Ninth enterprises and individual industrial and commercial households that produce and operate halal food shall, within fifteen days after obtaining the business license, go to the administrative department of ethnic affairs of the Municipal People's Government to receive halal signs.
Those who have not received halal signs shall not engage in halal food production and business activities. Tenth halal signs by the Municipal People's government administrative department of ethnic affairs unified producer.
It is forbidden to forge, transfer, lease or buy or sell Muslim symbols.
If the halal signboard is incomplete, deformed or lost, it shall be replaced or reissued at the original issuing department in time. Eleventh the following places and facilities should be prominently hung Muslim signs:
(a) the main place for the production and operation of halal food;
(2) Special warehouses and large-scale storage equipment for Muslim food;
(three) halal food sales stalls, counters, large special transport vehicles;
(four) Muslim food mobile sales vehicles;
(five) other parts that need to be hung with halal food signs. Article 12 Enterprises and individual industrial and commercial households that produce and operate halal food no longer produce and operate halal food for any reason shall promptly return the halal food business license and halal signboard to the original issuing department. Thirteenth halal food production and operation of enterprises and individual industrial and commercial households to use the site, facilities, equipment, utensils and other tools must be dedicated, strictly prohibited for halal taboo food. Fourteenth it is forbidden for anyone to bring halal taboo food or articles into the halal food production and business premises.
