In order to strengthen the management of oil depot equipment, make it in a good technical state, create a good environment for oil depot production, improve the management effect of oil depot equipment and improve the management level of oil depot equipment, the oil depot equipment management system is formulated.
Chapter I Equipment Management
Article 1 Oil depot equipment mainly includes: oil tanks, oil pipelines, oil pumps, oil unloading trestles, various power transmission and distribution equipment, automatic instruments and meters, communication equipment, boilers, fire fighting equipment, oil loading and unloading equipment, oil transportation and distribution equipment, etc.
Article 2 The management of oil depot equipment shall follow the principle of "full staff and whole process", implement the whole process management of equipment, strictly and reasonably purchase, correctly use and maintain, scientifically overhaul, and update and transform equipment in a planned and focused manner according to the requirements of oil depot for equipment.
Article 3: Establish equipment account management, and establish a separate card and account for each equipment, including equipment number, equipment name, model and specification, manufacturer, factory date, service life, capital, depreciation life and place of use.
Article 4: Establish equipment technical management file card, including original basis, technical standard, product certificate, use certificate, equipment technical status record, inspection and regular maintenance record, etc.
Chapter II Equipment Inspection
Article 5 During the use of oil depot equipment, due to the influence of its own movement and external conditions, the technical state of the equipment will inevitably change. In order to maintain the technical performance and safe operation of the equipment, it is necessary to insist on checking the equipment.
Article 6: Equipment shall be inspected regularly, irregularly, specially and on tour.
Article 7: According to Q/SH039-0 14-88 Provisions on Maintenance of Oil Depot Equipment, the inspection period and contents of oil depot equipment are as follows:
1, content and cycle of fuel tank inspection
(1) Conduct a special external inspection of the fuel tank at least once every two months.
(2) Inspection contents: whether there is any leakage at all sealing points, welds and fuel tanks, and whether there is any abnormal change in the foundation and shape of fuel tanks.
(3) whether the tank wall, tank top, import and export valves, valve bodies and fittings are in good condition.
(4) Vertical oil tanks should be thoroughly inspected once every 3-5 years in combination with tank cleaning.
2. Inspection and circulation of oil pipelines (including trestle oil gathering pipelines)
(1) Conduct a comprehensive inspection of the pipeline appearance once a month.
(2) Inspection content: Whether there are cracks and leaks at the pipeline connection parts (flange, thread, welding, etc.). ). Whether there is abnormal vibration and deformation of the pipeline bracket and the pipeline itself.
(3) According to the seasonal changes, the pipeline shall be treated with anti-freezing, anti-freezing and flood control.
3, valve inspection content and cycle
(1) Check the valve at least once a month.
(2) Check whether the valve opens normally and whether the stem seal and flange gasket static seal are leaking.
(3) Lubrication of normally open and normally closed valves and valve stems.
4, all kinds of oil pump, vacuum pump inspection content and cycle.
(1) Check at least once a month.
(2) Inspection contents: bearing temperature, suction and discharge pressure, leakage, lubrication, vibration and noise.
(3) Check whether the lubricating oil in the bearing box is deteriorated, the circumferential clearance of the bearing, the internal corrosion of the pump shell and the working pressure every quarter.
5. Oil handling equipment (railway, trestle, crane pipe, flowmeter)
(1) The maintenance of special railway lines shall be carried out by Zhao Kuang Railway Transportation Department in accordance with the regulations of relevant departments.
(2) The trestle, railings, escalators, oil suction pipes and bases shall be firm, and the paint shall be intact without corrosion.
(3) The inspection period of crane pipeline shall be no less than once a month.
(4) The flowmeter shall be calibrated, overhauled and adjusted once every six months, and it shall be checked daily for normal operation, abnormal sound and leakage.
6, transformer inspection content and cycle
(1) Transformer shall be inspected at least once a month.
(2) Inspection contents: ① The voltage and current of transformer operation, whether there is leakage, oil color, oil temperature, oil level height and oil level, and whether there are impurities in the oil storage tank.
(2) Whether the sound of transformer operating mechanism increases. Whether the casing is clean, whether there are cracks and discharge marks.
(3) The busbar, potential and connection point are abnormal.
(4) Whether the transformer doors and windows are in good condition, whether there is rain leakage in the room, whether ventilation and lighting are appropriate, and whether the sanitary environment is clean and tidy.
7, distribution equipment inspection content and cycle.
(1) External inspection of power distribution equipment without power failure is twice per shift.
(2) Inspection content: Check whether the bus and conductive parts of power supply equipment are operating normally, and check the operation of insulators, measuring instruments and relay protection.
(3) Electrical measuring instruments and relay protection devices shall be inspected once a year.
(1) Check whether there is rust inside the instrument and relay protection device, whether the hairspring is flat and whether there is dust inside.
② Check the arcing chamber, static contact, moving contact, grounding wire and operating mechanism of the switch.
8, transmission and distribution line inspection content and cycle.
(1) Overhead lines and cables shall be inspected once a month, and a detailed inspection and leakage and lightning protection test shall be conducted before the thunderstorm season every year. In case of thunderstorm and windy weather, patrol should be strengthened, and problems should be handled and maintained in time. Inspection contents: whether the poles of overhead lines are inclined, broken, decayed and sunken, whether the cross-arm insulators are damaged or skewed, and whether there are flammable sundries in branches, bird's nests and nearby areas.
(2) Cable lines should be checked once a month.
Inspection contents: whether buried cables are excavated or whether road signs are moved, reveal whether heavy objects are piled up near the road and whether there is corrosive excrement, and remove them in time to prevent the lines from being damaged and corroded.
(3) Indoor lines shall be inspected once every six months.
Inspection contents: whether there is overload phenomenon, whether the fuse is qualified, whether the line is damaged by moving, whether the insulation is good, the grounding resistance should meet the requirements, and whether the surrounding environment of the line is clean.
9, explosion-proof electrical equipment and motor inspection content and cycle.
(1) explosion-proof electrical equipment and motors shall be inspected once every six months.
Inspection contents: whether the shell is cracked or deformed, whether the fastening is complete and tight, whether the inlet and outlet devices are well sealed, and whether the protective devices are complete, correct and reliable.
(2) Inspection contents of the motor: whether the insulation, lubrication and flameproof are qualified or not, and whether they meet the specified requirements.
10, inspection content and cycle of fan.
(1) Check the fan at least once a month.
(2) Inspection contents: Check the motor input power, suction and discharge pressure, vibration, noise, lubrication, bearing, seal, etc. , as well as the operation and corrosion of rotating parts.

(1) Daily inspection and regular inspection
Daily inspection: whether the appearance is neat, whether there is leakage and corrosion, whether the storage location and temperature are appropriate, whether there is corrosion and damage to the fire pipeline, whether there is leakage and damage, whether the joints and valves are flexible and whether there is damage.
(2) Regular inspection: Conduct regular inspection during major holidays.
Inspection contents: strength pressure test of fire-fighting pipes, valves and fire extinguishers, qualified and ineffective drugs, regular replacement, and rational allocation of various fire-fighting equipment.
Chapter III Equipment Maintenance and Repair Management
Article 8: Equipment maintenance of oil depots shall be organized and implemented in a planned way, and the organization and management of equipment maintenance is the main part of the business, technology and financial plan of oil depots.
Article 9: Equipment maintenance of oil depot can be divided into annual maintenance, quarterly maintenance and monthly maintenance according to the time schedule and equipment usage, and plans are made and detailed.

Chapter IV Equipment Corrosion and Anti-corrosion Measures
Article 11: Equipment, metal oil tanks and pipelines in the oil depot are corroded by oil products and the atmosphere, resulting in oil leakage, air leakage or electric leakage accidents. Therefore, it is necessary to strengthen the anti-corrosion measures for equipment, oil tanks and pipelines.
Article 12 In order to achieve the purpose of anti-corrosion, appropriate anti-corrosion coatings must be selected, and their properties and characteristics should meet the requirements of oil depots.
Article 13: At present, the corrosion protection of metal surface is still manual derusting and oiling, and the coating thickness should meet the requirements. The anti-corrosion of oil tank is to remove the bottom of the tank, and the cleaning procedure should be strictly observed to ensure safety.
