A native of Yuhang, Zhejiang Province. Originally known as He Liu Sheng, also known as He Fear. He studied in Japan for more than ten years and received a bachelor's degree from Tokyo Imperial University in 1926. he returned to China in 1927 and took part in revolutionary activities. He was a professor at Sun Yat-sen University and deputy dean of the Law School, joined the Chinese ****anese Communist Party in 1932, and went to Yan'an in 1938, where he served as a professor at the University of Anti-Japanese Military and Political Science, a researcher at the Compilation and Translation Office of the Central Military Commission, and dean of the Law School of Yan'an University, and was a legal advisor to the Chinese ****anese delegation at the negotiations with the Chinese ****anese Communist Party in 1946. Afterwards, he served as deputy head of the legal team in the General Office of the Central Committee, professor at Peking University and Renmin University of China, member of the Central Legal Committee, and specialized member of the Ministry of Foreign Affairs. He has translated Critique of the Gotha Program, The Poverty of Philosophy, and Economics - Philosophical Manuscripts.
