Article 48 of the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Noise Pollution violates the provisions of Article 14 of this Law. If the environmental noise pollution prevention and control facilities that need to be built in construction projects are not completed or fail to meet the requirements stipulated by the state and are put into production or use without authorization, the competent department of ecological environment at or above the county level shall order it to make corrections within a time limit and impose a fine on the units and individuals; If it causes serious environmental pollution or ecological damage, it shall be ordered to stop production or use, or it shall be ordered to close after approval by the people's government with the power of examination and approval.
